They are not designed to directly infiltrate runoff from pollutant-generating impervious surfaces. Application Projects subject to Minimum Requirement#5 (Section 2.5.5,Volume I) must provide for individual downspout full infiltration systems or full dispersion if feasible. Evaluate the feasibility, or applicability,of downspout full infiltration unless full dispersion is proposed.Use the evaluation procedure below to determine the feasibility of downspout full infiltration. The report shall reference a sufficient number of soils logs to establish the type and limits of soils on the project site. The report should at a minimum identify the limits of any outwash type soils(i.e.,those meeting USDA soil texture classes ranging from coarse sand and cobbles to medium sand)versus other soil types and include an inventory of topsoil depth. 2. If the lots or site does not have outwash or loam soils, and full dispersion is not feasible,then consider a rain garden or bioretention BMPs (the next lower priority on-site stormwater management system). 3. Complete additional site-specific testing on lots or sites containing outwash(coarse sand and cobbles to medium sand)and loam type soils. Individual lot or site tests must consist of at least one soils log at the location of the infiltration system,a minimum of 4 feet in depth from the proposed grade and at least 1 foot below the expected bottom elevation of the infiltration trench or dry well. Volume III—Hydrologic Analysis and Flow Control BMPs—August 2012 3-4 Identify the NRCS series of the soil and the USDA textural class of the soil horizon through the depth of the log,and note any evidence of high ground water level,such as mottling. 4. Downspout infiltration is considered feasible on lots or sites that meet all of the following: • 3 feet or more of permeable soil from the proposed final grade to the seasonal high ground water table. • At least 1-foot of clearance from the expected bottom elevation of the infiltration trench or dry well. • The downspout full infiltration system can be designed to meet the minimum design criteria specified below. Design Criteria Figure 3.1.2 shows a typical downspout infiltration trench system,and for Infiltration Figure 3.1.3 presents an alternative infiltration trench system for sites with Trenches coarse sand and cobble soils. These systems are designed as specified below. General 1. The following minimum lengths(linear feet)per 1,000 square feet of roof area based on soil type may be used for sizing downspout infiltration trenches. Coarse sands and cobbles 20 LF Medium sand 30 LF Fine sand, loamy sand 75 LF Sandy loam 125 LF Loam 190 LF 2. Maximum length of trench shall not exceed 100 feet from the inlet sump. 3. Minimum spacing between trench centerlines shall be 6 feet. 4. Filter fabric shall be placed over the drain rock as shown on Figure 3.1.2 prior to backfilling. 5. Infiltration trenches may be placed in fill material if the fill is placed and compacted under the direct supervision of a geotechnical engineer or professional civil engineer with geotechnical expertise,and if the measured infiltration rate is at least 8 inches per hour.Trench length in fill must be 60 linear feet per 1,000 square feet of roof area. Infiltration rates can be tested using the methods described in Section 3.3. 6. Infiltration trenches should not be built on slopes steeper than 25% (4:1). A geotechnical analysis and report may be required on slopes over 15 percent or if located within 200 feet of the top of slope steeper than 40%, or in a landslide hazard area. Trenches may be located under pavement if a small yard drain or catch basin with grate cover is placed at the end of the trench pipe such that overflow would occur out of the catch basin at an elevation at least one foot below that of the pavement,and in a location which can accommodate the overflow without creating a significant adverse impact to downhill properties or,drainage systems. This is intended to prevent saturation of the pavement in the event of system failure. Design Criteria Figure 3.1.4 shows a typical downspout infiltration drywell system. for Infiltration These systems are designed as specified below. Drywells General 1. Drywell bottoms must be a minimum of 1 foot above seasonal high ground water level or impermeable soil layers. 2. When located in course sands and cobbles, drywells must contain a volume of gravel equal to or greater than 60 cubic feet per 1000 square feet of impervious surface served. When located in medium sands, drywells must contain at least 90 cubic feet of gravel per 1,000 square feet of impervious surface served. 3. Drywells must be at least 48 inches in diameter(minimum)and deep enough to contain the gravel amounts specified above for the soil type and impervious surface served. 4. Filter fabric (geotextile)must be placed on top of the drain rock and on trench or drywell sides prior to backfilling. 5. Spacing between drywells must be a minimum of 10 feet. 6. Downspout infiltration drywells must not be built on slopes greater than 25%(4:1). Drywells may not be placed on or above a landslide hazard area or on slopes greater than 15%without evaluation by a professional engineer with geotechnical expertise or a licensed geologist,hydrogeologist, or engineering geologist,and with jurisdiction approval. Adequate room for maintenance access and equipment should also be considered. Examples of setbacks commonly used include the following: 1. All infiltration systems should be at least 10 feet from any structure, property line,or sensitive area(except slopes over 40%). 2. BACKGROUND In July of 2010, NTI Engineering and Surveying was engaged to perform a geotechnical investigation of a slope to the north of Camp Discovery Road on the parcel identified as Parcel 701-224-021 for John and Glynnis Cowdery. The purpose of the investigation was to evaluate the stability of the slope with regard to the placement of a septic system drainfield. A site map prepared by others and showing the proposed project is included at the back of this report. The subject parcel is located just above Camp Discovery Road, which is off Coyle Road. The subject parcel and the lower parcel are highlighted in red in the map included as Figure 1 below. The proposed drainfield location is in the north corner of the upper parcel. b . They are planning to install a new septic system for the home on the upper parcel (above the road). The slope is mapped as unstable in the Washington Coastal Zone Atlas and Jefferson County has inquired if the septic system drainfield would tend to destabilize the slope. The slope whose stability may be affected by the drainfield is on the east of the upper parcel, facing the stream to the east and is below the proposed drainfield. 11. This is an area with a beach berm which appears to move with the wind and waves over the years. It presents no hazard to the home site. A landslide occurred 10 - 15 years ago on a steep slope on the east side of the upper Cowdery parcel. "�L-- erg, ; 'L' °S4 Figure 4 7 S i ! l a r Figure 4 is a LIDAR view of the area. It shows two distinct features that are of interest. The first is an erosional draw located roughly 1,000 feet to the northeast of the Cowdery parcels. The other is located immediately to the north of the Cowdery parcels. This second feature could have begun as an erosional feature that was later truncated by stream flow, eroding the southeast portion of it. An alternate interpretation is that the feature represents a slump block with the ridge- like feature being the top surface of the block. The slump block interpretation is believed to be incorrect due to the sinuous shape of what would be its crown and due to the irregular shape of the top of the block. Neither is consistent with a slump block but both are consistent with an erosional feature that has been truncated by erosion as the nearby stream meandered within its valley, leaving over-steepened slopes adjacent to it. This over-steepened slope is to the east and downhill from the proposed drainfield location which is at the north corner of the upper Cowdery parcel. This over-steepened slope was the site of the earlier landslide. The old landslide can be seen on the left of Photo 1. The barn can be seen on the photo on the cover of this report for orientation. It maps the soils to the east as being type StB, Swantown gravelly sandy loam on nearly level ground. The soils on the ridge are mapped as Type EvE, Everett gravelly sandy loam on slopes between 30 & 50 percent. The Everett soils on the slopes are of most interest here. Everett soils are moderately clean granular soils formed in glacial outwash. The investigation consisted of a reconnaissance level investigation which included inspecting the project site (on the upper parcel) and surrounding area and traversing the lower parcel and examining the vegetation, topography, drainage flow paths, and occasional exposed soil in road cuts. The soil test holes for the septic system were open at the time of the site investigation. No calculations, scientific tests, or new subsurface explorations were conducted. 4 i i1. l ' a ar A sv 2, Photo 2 9 s S t F I Photo 2 shows typical soils in an existing test excavation. The exception to the clean, granular soils was in the test excavation shown in Photo 3 where a layer of fine soils was encountered at the bottom, indicating the lower limits of the glacial outwash. the locations of the test excavations are shown on the map included at the back of this report. :rte ?'d Photo 3 Soils were also partially exposed in road cuts alongside and below the project site. All soils observed were consistent with Everett soils. With the exception of the known slide to the east, no evidence of deep seated slope failures were observed. A few small disruptions of the surface soils were observed associated with overturned trees but no evidence of shallow surf icial sliding was observed. The project site is well vegetated with drought tolerant vegetation such as salal and madrona. No seeps or springs were observed on the slope. A small seep was observed at the very toe of the slope to the south across Camp Discovery Road from the project site. 10 4 • • IV. CONCLUSIONS The results of the literature review and site investigation indicate that the earlier landslide to the east of the project site occurred as a result of an over-steepened slope which in turn was likely caused by stream erosion undercutting of the toe of the slope in the distant past. The unusual topographical feature discussed at the beginning of this report and shown to the north of the Cowdery property in Figure 4 is believed to be an erosional feature that was truncated by erosion from the near-by stream, leaving the over-steepened slope. The project site is located a minimum of 30 feet back from the top of the slope and this appears to be a suitable set back. The proposed drainfield will not significantly affect the stability of the slope. V. ADDITIONAL RECOMMENDATIONS The following general recommendations are applicable to many situations and should be considered with regards to this project: 1. The septic drainfield should be located as far away from the slope as practicable but no less than 30 feet back. 2. Avoid underground lawn irrigation systems and unnecessary below- ground water pipes that may break and lead to the uncontrolled flow of water to the soil. Keep irrigation to a minimum. 3. Trees and other vegetation stabilize the soil on the slope and they help remove water from the soil. Established trees and ground cover should be left in a natural state to insure the continued health and growth of strong roots. 11 • • 4. Surface water should not be allowed to flow down the slope as a concentrated flow and cause erosion of the bluff face. Erosion can be controlled by developing a well-planned drainage system. Please see the referenced Department of Ecology Publications for more information on this subject. 5. Tree limbs, lawn clippings, and excess soil from construction excavations should not be thrown down the slope. These materials can damage or destroy the underlying vegetation, which in turn increases the erosion potential of the slope. Earth and construction spoils add unnecessary weight to the bluff, and when saturated with water, they may trigger land sliding. 6. If possible, maintain and improve ground cover on the slope in order to reduce erosion from surface runoff. Please consult the publications referenced below for further information. 7. Surface runoff from hard surfaces such as roofs, driveways, walkways and patios should be controlled and routed to existing drainage paths. For further information please review the three publications published by the Washington State Department of Ecology (DOE) entitled: "Slope Stabilization and Erosion Control Using Vegetation," "Vegetation Management: A Guide for Puget Sound Bluff Property Owners" and "Surface Water and Groundwater on Coastal Bluffs." These publications can be viewed on the DOE website at http://www.ecy.wa.gov/bibliolsea.html under the 1993 and 1994 year heading. The DOE website also contains additional useful information regarding slope stability and site development, and this reference is highly recommended. VL THE LIMITATIONS OF THIS INVESTIGATION AND REPORT This report applies only to the described property and is for the exclusive use of the owner for setback determination relating to the wastewater treatment system under discussion at the time of the report. The conclusions and recommendations of this report are not transferable to adjoining or nearby properties. The report is based upon surface observations of the site and the adjoining slope areas. The limited study was done without the benefit of new borings, test pits or careful measurements taken over time. 12 • IP The setback recommendations of this report are based upon the fundamental of the slope will resemble its past as discerned from assumption that the future o p P p the geomorphology and erosional mechanisms of the slope. The recommended 9 P 9Y pe setback(s) may prove insufficient in the very large and catastrophic earthquakes that have been suggested by Atwater and others. Users of this report are encouraged to provide as much setback as possible for improved peace of mind and safety. This report, the field work and recommendations herein were conscientiously completed in accordance with the principles of geotechnical science and in conformance with the professional practice of engineering.
