SUBJECT: Climate Action Committee (CAC) Appointments: Jack Pokorny (student), Kevin Scott
(PT Mill), Samantha Thomas (Non- Motorized alternate), Laura Tucker (County
Health -Green Business) and designation of term expirations for existing members
STATEMENT OF ISSUE:
The Jefferson County and City of Port Townsend Climate Action Committee, established in January 2008
as a joint City /County committee, is considering Jack Pokorny (student), Kevin Scott (PT Mill), Samantha
Thomas (Non - Motorized alternate), and Laura Tucker (County Health -Green Business) for membership.
ANALYSIS /STRATEGIC GOALS:
Jefferson County and the City of Port Townsend have adopted a joint resolution (County 44 -07 and City 07-
022) to commit to addressing energy use and climate change and global warning. The resolution
establishes a joint City /County committee herein called the Climate Action Committee (CAC).
Composition, terms of office, and procedural rules for the Climate Action Committee are set forth in
(County Resolution No. 02 -08, City Resolution No. 08 -001). Per the joint resolution the committee shall
consist of no more than 15 members, representing a broad range of interests, which may include but is not
limited to:
Board of County Commissioners
City Council
Education/Schools
Builders
Industry (e.g., Port/Marine Trades)
Port Townsend Paper Corporation
Business (e.g., Chamber, EDC)
Non - motorized transportation and/or Transit
Faith Based Organizations
Citizens at Large
The resolution also allows for alternates — "In the event of that member's absence, the alternate can exercise
the voting privilege of the seat that he /she represents."
Membership composition was further expanded in the workplan adopted November 14, 2011 (City
Resolution No. 11 -036; County Reso. 53 -11): With BoCC and City Council approval, the membership of
the CAC shall evolve to include representatives from the following:
Jefferson County Builders Association — Built Green; Jefferson County Public Health — Green

Business; Local 20120 — deffersonCAN; RCM
The CAC may make additional membership recommendations to further the outreach mission.
Partnering with other organizations and interest groups will be imperative for reaching a broader
audience. For example, key partners may include government/non-profit/and grass -roots
organizations specializing ineducation (e.g., K- 12 1WSU /Peninsula College /Goodard College); land
conservation, business (e.g., Chamber of Commerce/MainStreet); alternative energy, food security,
and water resources (e.g., WRTA, PUD).
Consistent with the process outlined in the joint resolution, the Chair of the BoCC and the Mayor, in
consultation with the County Administrator and City Manager, have reviewed letters of interest and provide,
herein, their recommendation on appointments to the CAC: Jack Pokorny (student), Kevin Scott (PT Mill),
Samantha Thomas (Non- Motorized alternate). Following is the revised Committee Roster showing
proposed changes in strike -out and underline text (Note, Pinky has left County employment. Laura Tucker
has been retained in Pinky's position and thus will be representing County Health -Green Business):

The Port Townsend City Council considered these appointments on August 4, 2014. The
applications /letters of interest received for these positions are on file with the City Clerk's office (for the
City of Port Townsend), and the Office of the Board of County Commissioners.
FISCAL IMPACT: There is no anticipated fiscal impact associated with the approval of these members.

RECOMMENDATION: Staff recommends the Board of County Commissioners move to:
1. Appoint Jack Pokorny (student), Kevin Scott (PT Mill), Samantha Thomas (Non- Motorized alternate) to
the committee and redesignate Laura Tucker (County Health -Green Business), all with three year terms
ending August 11, 2017.
2. Designate the term expirations for
further recommends the BOCC.
