Development pursuant to this permit shall be undertaken subject to the applicable policies and performance standards of the Jefferson County Shoreline Management Master Program and the Jefferson County Unified Development Code. If during excavation or development of the site an area of potential archaeological significance is uncovered, all activity in the immediate area shall be halted, and the Administrator shall be notified at once. The Federal Endangered Species Act rules to protect threatened Chinook and Summer-run Chum salmon became effective on January 8, 2001. Bull trout have been listed as threatened since early 2000. Under the ESA, any person may bring lawsuit against any individual or agency that "takes" listed species (defined as causing harm, harassing, or damaging habitat for the listed species). In addition, the National Marine 2013-03-07_SFR_Std Conditions 3/7/2013 1 Fisheries Service can levy penalties. Portions of Jefferson County, including marine waters, are included Yp Y 9 as"critical habitat"for a listed species. Development of property along any marine shoreline, freshwater shoreline, or floodplains could harm habitat if protective measures are not taken. To minimize the potential to damage habitat, all property owners developing adjacent to marine shoreline, freshwater shoreline, or floodplains are advised to do the following: All development activities should avoid unstable slopes, wetlands, and forested areas near surface waters Remove minimal vegetation for site development, especially large trees Allow trees that have fallen into surface waters to remain there Infiltrate stormwater from buildings and driveways onsite through drywells rather than discharging directly into surface waters or roadside ditches The Federal Bald and Golden Eagle Protection Act requires landowners within 660 feet (1/8th of a mile) of an eagle nest to consult with the US Fish and Wildlife Service. This Eagle Act prohibits anyone from "taking" bald eagles. This federal law defines the term "take" and describes the possible legal consequences when a "take" occurs. Among other actions, "take" includes a disturbance of bald eagles or their habitat. Under federal law a permit may still be required for activities that impact bald eagles or their habitat. Contact the US Fish and Wildlife Service (http://www.fws.gov/pacific/eagle/) to learn more about how this law affects your project. Any individual, group, or agency can bring suit for a listed species "taking", even if you are in compliance with Jefferson County development codes. The risk of a lawsuit against you can be reduced by consulting with a professional fisheries habitat biologist, and following the recommendations for site development provided by the biologist. For more information, contact the National Marine Fisheries Service in Seattle, or the U.S. Fish and Wildlife Service. 2013-09-06_S FR StdConditions 9/6/2013 2 t • • Load Short Form Job: . _ fir Date: Af nAfc ca Entire House By: INDOOR AIR EXPERTS Air Flo Heating Co 221 West Cedar Street,Sequin,,WA 98382 Phone:360.683.7746 Fax:360.683.3971 Web:www.alrfloheating.com Project Information For: Kesler Design Information Htg Gig . CONSULTING ENGINEERS 701 DEXTER AVENUE NORTH SUITE 200 SEATTLE, WASHINGTON 98109 •(206) 284-0860 MEMORANDUM TO: David W. Johnson, Department of Community Development, Jefferson County FROM: Nancy Lockett, P.E. DATE: January 22, 2014 SUBJECT: Kiesler(Jefferson County Permit# BLD13- 00396) Stormwater Plan Review G&O#: 13419 We have reviewed the proposed drainage plan for Permit No. BLD13-00396, 100 Bluebird Lane. The proposed improvements include construction of a single family residence (approximately 3,820 sf—impervious surface), gravel driveway and paved parking (approximately 4,690 sf—impervious surface) and landscaping (approximately 32, 000 sf). Per the County's flow chart for new development(Figure 1)the project should be classified as a"Large"project. All Minimum Requirements of the 2005 Department of Ecology Stormwater Manual for Western Washington(2005 Manual) should be complied with. The Permanent Stormwater Control Plan states that flow control is not required since stormwater is conveyed to Puget Sound. The 2005 Manual allows exemption from Minimum Requirements#7: Flow Control if stormwater is conveyed directly through a manmade conveyance system to the exempt water body. We understand drainage from Blue Bird Lane is tributary to the ditch on Osprey Ridge Drive and the ditch on Oak Bay Road which discharges to Ludlow Creek prior to discharge to Puget Sound. Ludlow Creek is not an exempt water body, therefore the runoff from the site is not discharged directly to an exempt water body through manmade conveyances. We recommend that the County require the applicant to provide flow control as required in Minimum Requirement#7. Since this is a large lot the most appropriate means of providing flow control may be through the use of on-site dispersion techniques discussed in the 2005 Manual including BMP T5.10 Downspout Dispersion, BMP T5.11 Concentrated Flow Dispersion and/or BMP T5.12 Sheet Flow Dispersion. • O David W. Johnson From: Allen Uyeda [uyedaaki @hotmail.com] Sent: Wednesday, January 22, 2014 2:19 PM To: nlockett@g-o.com; David W. Johnson Cc: Dwayne and Diane Wilcox; Elizabeth Van Zonneveld Subject: Re: PLDD Storm Drainage Comments Permit NO. BLD13-00396 Nancy, I don't have any reason to object to sending the attached comment to the County. I do have only one comment however, the plans I have show that both the roof and foundation outlets will discharge to a 4' x 4' quarry spall splash pad. I am not sure whether this would be sufficient or not to satisfy the regulation about discharge to a non exempt boy of water. Describe the proposed developed conditions of the site. Indicate position and 1 relative size of proposed improvements on the site map. Previously cleared lot, existing gravel entrance,no trees were removed; the area was grubbed for construction. A single family residence(SFR) will be constructed approximately 265 feet north of the southern property boundary, and about 90 feet west of the eastern property boundary. Existing Conditions Summary 2. Describe the existing topography. Indicate contours on the site map. Existing topography varies from 5%-16%with the construction site for the SFR being fairly level after grubbing and grading. 3. Describe the existing vegetation. Indicate native vegetation areas on the site map. A majority of the property(approximately 166,700 SF)is established native vegetation/forest with cleared areas being grass/lawn. See provided plans for approximate clearing limits. 4. Describe the existing soils. Indicate soil type on the site map. Per the septic design, soils on site appear to be a combination of moderately compact and sandy loam from 0"-43", the samples were taken south of the proposed SFR location. • • 5. Describe the existing site hydrology (i.e., drainage; behavior of water on the site—above, below, and on the ground). Indicate existing stormwater drainage to and from the site on the site map. Depict separate drainage basins on the site map, if applicable, and indicate acreage of each. Drainage onsite generally flows north to south and collects in a low spot(186 elevation) at the south eastern corner of the property and crosses under the existing gravel access road(Bluebird Lane) through a 30 inch diameter corrugated metal pipe. 6. Describe any excess levels of noise generated by the proposed use or activity: Excess noise will strictly be from construction. After completion of construction and stabilization of disturbed soils, there will be no excess levels of noise. 7. Describe significant geographic features and critical areas (i.e., environmentally sensitive areas such as wetlands, streams, steep slopes, etc.) on the site. Indicate location on the site map. None known. 8. Describe the general vicinity of the site, including adjacent land uses and structures, utilities, roads, and sensitive/critical areas (streams, wetlands, lakes, steep slopes, etc.). There are no known critical or sensitive areas within or surrounding the property. All adjacent properties are developed for residential (SFR)use. • Permanent Stormwater Control Plan This portion of the Stormwater Site Plan consists of the selection and installation of the appropriate stormwater control BMPs and facilities to remain in place after construction of the project is completed. "Medium" size projects are required to have the totals calculated of all impervious surfaces, pollution-generating impervious surfaces, and pollution-generating pervious surfaces to verify that the thresholds for treatment facilities and flow control facilities are not exceeded. 9. Describe the developed site hydrology, as proposed. Indicate whether stormwater will be fully dispersed (i.e.,per BMP T5.30 in the Manual) or,if not, what types of stormwater flow control will be utilized for the site or specific threshold discharge areas within the site. Locate these facilities on the site plan and differentiate proposed facilities from existing facilities. Developed site hydrology will draw to the east. Drainage will flow north to south through the use of a footing drain, and roof downspout tight lines that will discharge into an existing drainage swale. A ditch will be constructed adjacent to the driveway that will collect sheet flow from the concrete apron and gravel driveway. The ditch will discharge to an existing 6 inch diameter PVC pipe that will be replaced with a 12 inch culvert under the existing gravel driveway. Runoff will continue east to the 30 inch corrugated metal pipe. 10. If the project requires the use of stormwater treatment facilities, describe the types of stormwater treatment facilities proposed for use on the site. Locate these facilities on the site plan and differentiate proposed facilities from existing facilities. [This is normally for"large" projects or projects that involve the potential for dispersion of contaminants.] N/A, less than 5,000 SF pollution generating impervious surface. 11. Describe the performance goals and standards applicable to the project. N/A 12. Describe the flow control system. N/A; Stormwater is conveyed to the Puget Sound, a saltwater body, no flow control required. 13. Describe the water quality system. N/A • • 14. Describe the conveyance system analysis and design. The conveyance system analysis was done using the rational method and the mannings equation for full pipe flow. Based on the 100 year 30 minute storm, anticipated runoff is 2.5 cubic feet per second (cfs). Assuming a 1%minimum slope the pipE capacity for the 12 culvert is approximately 4.6 cfs, The 30 inch existing culvert was not checked since the 12 inch is more than adequate. 15. Describe the source of fill material, physical characteristics of fill material, and deposition of excess material. N/A 16. Proposed methods of placement and compaction consistent with the applicable standards on Appendix Chapter 33 of the Uniform Building Code. N/A 17. Describe the proposed surfacing material. Surfacing will be clean gravel for an extension of the existing gravel driveway, and concrete for the apron and patio. 18. Describe methods for restoration of the site. Disturbed soils will be mulched and seeded to prevent erosion and for soil stabilization. 19. An Operation and Maintenance Manual is required for each flow control and treatment facility. [This is normally required for"large" projects only and only those for which facilities are required to control flow or treat runoff.] If included, list the Manuals here. N/A 20. List here and include any special reports or studies conducted to prepare the Stormwater Site Plan. None 21. List other necessary permits and approvals as required by other regulatory agencies. If those permits or approvals include conditions that affect the drainage plan or contain more restrictive drainage-related requirements, describe those conditions or restrictions here. Port Ludlow drainage district requirements, building permit. • • CONSTRUCTION STORMWATER POLLUTION PREVENTION PLAN (SWPPP) The Construction SWPPP addresses sediment and erosion control during construction. The BMPs indicated by the applicant in the template that follows must be installed on the ground during all construction phases of the project. The proponent is responsible for preventing sediment and erosion impacts to environmentally sensitive areas and off-site areas. Consult the Construction Stormwater Pollution Prevention(SWPP) Best Management Practices (BMPs) Packet for guidance, particularly with rural residential development. SECTION I- CONSTRUCTION SWPPP NARRATIVE 1. Construction Stormwater Pollution Plan Elements. Describe how each of the Construction SWPPP elements has been or will be addressed.
