The size determines whether a Stormwater Site Plan is required in conjunction with a stand-alone stormwater management permit application, building permit application, or other land use approval application that involves stormwater review. For proponents of "small" projects who must comply only with Minimum Requirement #2—Construction Stormwater Pollution Prevention—an additional submittal is not required. The proponent is responsible for employing the 12 Elements to control erosion and prevent sediment and other pollutants from leaving the site during the construction phase of the project. Pick up the Construction Stormwater Pollution Prevention (SWPP) Best Management Practices (BMPs) Packet. Proponents of"medium" projects—those that must meet only Minimum Requirements #1 through #5—and for "large" projects—those that must meet all 10 Minimum Requirements—are required to submit a Stormwater Site Plan. DCD has prepared a submittal template of a Stormwater Site Plan, principally for rural residential projects. Complete the template in the Stormwater Site Plan Instructions and Submittal Template or prepare a Stormwater Site Plan using the step-by-step guidance in the Stormwater Management Manual. The site includes many steep slopes that are fully vegetated with mature plants, shrubs and trees. 2. Soils are generally sandy and gravelly, and well drained. 3. No indications of surface flow were observed. 4. A roadside depression resembling a small stormwater ditch exists between the subject site and Marina Drive. 5. Disturbance of ground cover outside the proposed construction envelope will not likely be necessary,due to the existing driveway and street access. 6. Full on-site infiltration of stormwater should be feasible. 7. Four existing downspouts discharge below-grade in to unknown infiltration units. However, n o indications of surfacing were observed. 8. Downspout flow from at least 70%of the proposed house addition would discharge to a proposed infiltration bed positioned in the pervious driveway. 9. One proposed downspout(at the southwest corner of the proposed addition),would discharge onto a gravel pad located amongst thick, mature vegetation,and should readily infiltrate into parcel soils(based on site observations). 10. The existing gravel driveway comprised of imported gravel and sandy soil of varying thickness, above coarse native material, is permeable and best-suited for a subsurface stormwater infiltration unit. 11. A hand-excavation completed by Streamline Environmental on March 5,2013, in the location of a proposed infiltration bed, centrally-located on a horizontal portion of the existing gravel driveway,terminating in native coarse sand at a depth of 32 inches,confirmed well-drained soils. 12. Soil Evaluations approved by Jefferson County Environmental Health in November 2002 reported Soil Type 3(medium sands)to depths of 6 ft in four locations throughout the site. 13. A percolation test conducted by Streamline Environmental on March 5, 2013, determined an infiltration rate of 7 minutes per inch. Infiltration Bed Notes and Recommended Construction Sequence 1. Infiltration Bed area, 72 ft2, was determined from downspout infiltration guidance in Department of Ecology's Stormwater Management Manual for Western Washington(August 2013,Volume III, Section 3.1.1 Downspout Full Infiltration Systems, pages 440-442). 2. Bed sizing is based on a measured infiltration rate of 7 minutes/inch and a contributing area of approximately 1,000 ft2, and 120% sizing. The exact bed configuration and location shall be based on conditions encountered. 3. The infiltration bed should be a minimum distance of 15'from all foundations. 4. The catch basin location shall accommodate downspout pipelines so that pipelines can be installed without elbows. 5. Above-grade clean-outs shall be installed where pipelines enter ground. Any elbows used shall be long-sweep. 6. Trenches to accommodate piping to the catch basin and to the infiltration trench shall be excavated so that the trench bottoms slope downward away from structures. Trench slopes should allow the pipelines to maintain a minimum downward slope of 1/1" per ft, and to be buried with a minimum cover of 12 inches. 7. The infiltration bed shall be excavated to a minimum depth of 3 feet, positioned approximately as shown on Sheet 1 so that the excavation bottom is approximately horizontal. The infiltration bed shall be at least 12 inches deeper than the downspout pipeline trench, where the trench and bed meet. 8. An overflow trench should be excavated to a depth of at least 12 inches,sloped away from the infiltration bed as shown on Sheet 1. 9. The Contractor shall notify the Project Engineer upon discovery of poor soils,groundwater, unanticipated conditions,or discrepancies in the existing conditions as noted on the plans. 10. Washed smooth stone aggregate(drain rock)shall be placed into the infiltration bed to a thickness of about 1 ft comprising the first layer of backfill. Care should be exercised to prevent natural or fill soils from intermixing with the drain rock. 11. Underground piping conveying roof run-off to the infiltration bed shall consist of thick-wall 4-inch diameter PVC(standard dimension ratio of 18, or better). 12. Infiltration bed distribution piping (installed within infiltration bed) shall be thick-wall perforated 4-inch diameter PVC, with 1/2" slots, and shall be installed above the bottom gravel layer. The perforated pipe shall be installed only within the infiltration bed. The end of the infiltration bed distribution piping shall sweep upward,terminating within a traffic-rated utility vault. The stubbed-up pipe shall be capped(not glued). 13. Additional drain rock shall be placed into infiltration bed so that distribution piping is fully surrounded with drain rock. 14. Drain rock should be placed within the overflow channel bottom, up to within about 4 inches of the finished grade. 15. Typar Model 3201 Premium Landscape Fabric or equivalent Class "C" unwoven geotextile, or better, shall be installed above all drain rock backfill to prevent loose sediment and soil from penetrating into washed rock. Adjacent strips of fabric shall overlap by 12 inches. 16. Course crushed rock should be placed above filter fabric within the overflow trench,to-grade. 17. The traffic-rated utility vault shall be positioned prior to final backfilling. 18.
