ANALYSIS: Port Townsend Voluntary No Anchor Eelgrass Protection Zone The voluntary no anchor zone in Port Townsend protects ten acres of eelgrass beds by providing targeted education to prevent recreational boaters from anchoring in the eelgrass area. The MRC will deploy buoys delineating the area during boating season; update existing materials and conduct outreach at the 2014 Wooden Boat Festival, yacht clubs and other organizations; monitor for compliance at the Wooden Boat Festival and apply for a permit to modify the marker buoy system. This amendment adds the following sentence to Task 3: The MRC will also survey existing eelgrass on the adjacent eelgrass area to determine the baseline for the 2015 expansion of the no -anchor zone. FISCAL IMPACT: n/a RECOMMENDATION: We recommend that the Commissioners approve this amendment to the agreement DEPARTMENT CONTACT: Cheryl Lowe 379 -5610 Ext. 230 Philip Morley, County Administrator Date 7 DEPARTMENT OF ECOLOGY State of Washington Amendment 1 to Grant No. G1400326 between the State of Washington Department of Ecology and Jefferson County Northwest Straits Project: Jefferson Marine Resources Committee (MRC) Operations and Projects PURPOSE: In accordance with the original agreement, this grant is hereby amended to revise Task 3. IT IS MUTUALLY AGREED THAT THE GRANT AGREEMENT IS AMENDED AS FOLLOWS: This amendment is effective on July 1, 2014. 2. The period of performance is unchanged to end September 15, 2014. 3. Task 3 is deleted and replaced as follows: TASK 3: Port Townsend Voluntary No Anchor Eelgrass Protection Zone The voluntary no- anchor zone in Port Townsend protects ten acres of eelgrass beds by providing targeted education to prevent recreational boaters from anchoring in the eelgrass area. Project outreach will inform 6,500 people (500 direct and 6,000 indirect) of the program and the problem of damage to eelgrass habitat from boat anchors. c. Baseline information about eelgrass to be protected in the expanded zone will be collected. Deliverables (one hard copy and one electronic copy of each): 1. Progress report (update on all tasks) -due quarterly: October 11, 2013, January 10, April 11. July 11 and September 15, 2014 2.
