Shore Rd County Road No. 911607 STATE OF WASHINGTON COUNTY OF JEFFERSON X x RESOLUTION NO. 41 -14 x x WHEREAS, over the past several winters, the Quinault River has eroded the bank supporting Quinault S. Shore Rd at the upstream end of the riprap revetment constructed as an emergency repair in 2010 near MP 1.2. Now less than 12 feet of width exists between the road and the river. The bank material upstream of the emergency repair consists of soft alluvium that will erode quickly in the next high -flow event and could wash out the road. WHEREAS, Quinault S. Shore Rd is in imminent danger of washing out and maintenance is necessary to protect the road and the existing riprap revetment. WHEREAS, provided in RCW 77.55.021(14) the County legislative authority may determine an imminent danger exists thereby expediting issuance of the written permit for work to protect property. Shore Rd MP 1.14 to 1.28 County Road No. 911607 Statement of Issue: A Declaration of Imminent Danger by the Board is necessary in order to expedite Hydraulic Project Approval by the Washington State Department of Fish and Wildlife allowing for completion of maintenance work to protect Quinault S. Shore Rd by September 30, 2014. Analysis /Strategic Goals /Pro's it Con's: During the past several winters, the Quinault River has eroded the bank supporting the roadway at the upstream end of the riprap revetment constructed as an emergency repair in 2010 near MP 1.2. Now less than 12 feet of width exists between the road and the river. The bank material upstream of the emergency repair consists of soft alluvium and that will erode quickly in the next high -flow event and could wash out the road. Maintenance is necessary to protect the existing riprap revetment and the road. Maintenance will consist of extending the revetment approximately 60 feet upstream where significant bank erosion has occurred. Fiscal Impact/Cost Benefit Analysis: The estimated cost for this work is $35,000 to $40,000 and will be funded through the maintenance budget. Recommendation: Public Works recommends the Board adopt this resolution thereby declaring that an Imminent Danger exists.
