CPA99-00023 F 9/27/1999 To delete policies EPP 3.1 and EPP 3.3 having to do with an Airport Overlay Zone and a Noise Overlay Zone Ordinance. ENV00-00004 F 9/22/2000 The proposal is for the processing and approval of a revision/update to the Jefferson County Onsite Sewage Code 8.15. The purpose of the revision/update is to address the requirements of WAC 246-272,to incorporate policies,where appropriate,to improve administrative procedures and requirements for enforcement,appeals and certification of installers,pumpers and operation and maintenance professionals. The revision improves the connections between permitting onsite sewage systems and review under other State and Local codes. The revision requires ongoing education for professionals certified under this code and upgrades the bonding and insurance requirements. The State Code addresses technical specification for the permitting of onsite sewage system. The Local Code primarily addresses administrative procedures and a few technical requirements such as the requirement for risers to grade for access to septic tanks for monitoring and maintenance. An economic impact statement was completed by the State Department of Health prior to adoption of the revised WAC 246-272 in 1994. ENV00-00005 F 7/19/2000 7/19/2000 A Comprehensive Solid Waste Management Plan(CSWMP), which is a twenty-year plan for the unincorporated and incorporated areas of Jefferson County.This CSWMP discusses all aspects of solid waste management within the County and incorporated areas, including waste reduction,recycling, composting,energy recovery,collection,transfer, inport/export, waste disposal,and regulation and administration. ENV95-00002 F Proposed revisions to Jefferson County Subdivision Ordinance No. 04-0526-92. The ordinance currently affects the regulation of the subdivision and development of lands within unincorporated Jefferson County, including,but not limited to, type,scale, location and timing of development;the scope of the ordinance;administrative authority and responsibility;short subdivisions; long subdivisions;large lot subdivisions;mobile home park divisions;recreational vehicle park divisions; commercial/industrial park divisions;condominium divisions; camper club divisions;boundary line adjustments;appeals; variances;vacations;alterations; legal provisions; and application procedures and process. The proposed revisions clarify,correct,and amend references to appendices,county departments,and responsible officials. It expands and clarifies both the scope of the ordinance and its applicability as regard to parcels in common ownership separated by a public right-of-way,and exemptions as regard to boundary line adjustments,planned unit developments,and divisions of non-platted parcels which occur or have occurred as a result of securing public rights-of-way by a government agency;and the proposed revisions propose clarifications to calculation of days. Procedural amendments relating to the provision of pre-application review fees are proposed to sections regarding Short Subdivisions, Long Subdivisions and Large Lot Subdivision,Mobile Home Park Divisions,Recreational Vehicle Park Divisions,Commercial/Industrial Park Divisions, and Condominium Divisions;the determination of what constitutes a"substantially complete application",and"vesting" are addressed;and revisions to insure consistency in the provision of public notice are included. Provisions for Open Space and the time period of dedication have been amended. A Boundary Line Adjustment section is added which expands and clarifies the definition,process and procedures for boundary line adjustments. The Jefferson County Camper Club Ordinance No. 3-80 is repealed and replaced by the Camper Club section of this ordinance;this new section is substantially similar in process,procedure, and requirements to Ordinance No. 3-80. In addition,a section covering the appeals process has been added; Appendix E "Large Lot Subdivision Private Roadway Design Standards" and Appendix G "Documents Relating to the Design, Construction,and Placement of:Roads,Bridges,Drainage Ways,and Signs"have been deleted; and,Appendices A("Short Plat Application Checklist"),B("Final Short Plat Checklist"), C("Preliminary Long Plat Checklist"),and D("Final Long Plat Checklist")have been expanded and corrected. ENV95-00006 F 12/31/1995 Proposed revisions to the Jefferson County Flood Plain Management Ordinance. ENV96-00002 F 8/22/1996 to amend the Shoreline Management Master Program, Section 5.60 Docks,Piers,&Floats, in particular to amend Performance Standard 13 which increases the limitation on length of private, non-commercial docks and piers from 60 feet to 125 feet maximum for single use with additional length incentives for joint use. Policies and performance standards have been added to restrict such construction where navigation and environmental constraints exist. In order to reduce prolifieration of structures on the shoreline,joint use provisions are proposed for new waterfront subdivisions. The proposal provides language amendments that add clarification and consistancy with the Shoreline Manaement Act. ENV97-00004 F 12/1/1997 12/1/1997 to amend the Shoreline Management Master Program to allow the Jefferson County Hearings Examiner to conduct public hearings for decisions under the Shoreline Management Master Program and to incorporate changes based on revised WAC 173-27 and RCW 90.58 including definitions,changed WAC numbers,timelines,additional wording for exemptions,and several new exemptions with criteria as codified under state law related to site exploration activities prerequisite to an application for a substantial development permit;removing or controlling aquatic noxious weeds according to chapter 43.21C RCW;watershed restoration projects;hazardous substance remedial actions;and projects to improve fish or wildlife habitat or fish passage. ENV99-00005 P Amendment to the Jefferson County Comprenhensive Plan per order of GHB Decision.. MLA01-00085 ZONO1-00007 F 2/1/2002 Proposed text amendment to the Unified Development Code • (UDC). The proposed amendment would change language in the UDC to allow on-site septic systems to be installed prior to application for a building permit if the proponent has gone through a Site Plan Approval Advance Determination(SPAAD) process pursuant to section 8.7 of the UDC(see attached Exhibit B for line in/line out text changes). According to the text of the CP,Port Ludlow is Jefferson County's only MPR. The CP is proposed to be modified such that Port Ludlow is acknowledged as the only existing MPR in the County,but that additional MPR's could be approved through a process outlined in the UDC. This proposed process is defined in the attached UDC text amendment. MLA01-00221 ZON01-00032 F 2/1/2002 Proposed text amendment to the Comprehensive Plan and Unified Development Code(UDC)regarding total building size and building height in the Rural Industrial districts. This amendment would eliminate the 20,000 square foot building cap referenced at LNP 8.5.2 in the Comprehensive Plan related to the Glen Cove LI/C district and update text in UDC Section 4.26 to be consistent with this change. "Total Building Size" in the UDC Table 6-1 would be amended to read "Building Envelope Size"and a definition provided. "Area of Impervious Surface Coverage"would be amended to read "Area of Building Coverage" and a definition provided. Resource Based Industrial,Light Industrial,and Light Industrial/Commercial in Table 6-1 would be amended to read"None Specified"for the building envelope size and to read"Uniform Building Code (UBC)Standard" for building height. Comprehensive Plan Policy LNP 8.5.2(c)relating to the one time expansion of nonconforming uses in Glen Cove would also be eliminated(see attached application materials including the line in/line out text). Current rural standards will continue to apply in the Provisional UGA until all statutory requirements related to the establishment of an Urban Growth Area have been met. In the event that all statutory requirements related to full UGA designation can be met prior to the conclusion of the 2002 amendment cycle,this amendment will include the designation of the Tri-Area as a UGA consistent with the Growth Management Act(RCW 36.70A) MLA02-00243 ZONO2-00055 F 1/31/2003 The proposal is to revisit the rural commercial boundary • established for the Chimacum Neighborhood/Visitor Crossroad Interim, Commercial Zone consistent with Comprehensive Plan Land Use Policy 1.4 and the Washington State Growth Management Act. The WEC petition concerned protections as established in the UDC for environmentally sensitive areas, in particular Wetlands and Fish and Wildlife Habitat Areas. MLA03-00003 ZONO3-00004 F 5/1/2003 The proposal is to amend the Unified Development Code (UDC)based on a Settlement Agreement between the Port of Port Townsend and Jefferson County dated July 24,2002 and related to Growth Management Hearings Board Case No 1-2-0016. MLA03-00209 ZONO3-00034 F 12/8/2003 BOCC adopted Ordinance No.05-0428-03 on April 28,2003, amending the UDC with regard to the regulation of existing and ongoing agriculture, among other topics. The Comprehensive Plan amendment application is part of"Step Two" of 2003 Agricultural Lands planning. Using grant funds from Washington State,DCD will coordinate a public outreach process to ascertain interest in the "Agricultural Lands of Local Significance"program cited in the Comprehensive Plan. Working with the Planning Commission,DCD will develop a Comprehensive Plan and/or UDC of various Agricultural Lands designations,reconsideration of UDC regulations as applied to Agricultural Lands(uses allowed per Table 3-1 in particular), and other unfinished Agricultural Lands planning tasks as described in the Comprehensive Plan. The package will be refined during the months of May and June and reviewed in public process with the Planning Commission and BOCC. MLA03-00210 ZONO3-00035 F 6/9/2003 The UDC was adopted in December 2000 and became effective as Jefferson County's set of development regulations to implement the Comprehensive Plan on January 16,2001. Adoption of the UDC was appealed by the Shine Community Action Council and the Olympic Environmental Council with regard to groundwater protection and seawater intrusion. The Western Washington Growth Management Hearing Board (WWGMHB)issued a Compliance Order(No. 01-2-0015)on December 5,2002,which included direction to adopt seawater intrusion policy as a Growth Management Act(GMA)action. The Board of County Commissioners(BOCC)directed staff to establish a placeholder Comprehensive Plan amendment application for the 2003 amendment cycle. The proposal will be developed and refined in the coming months in combination with MLA03-00202,a seawater intrusion protection proposal developed by the Planning Commission and currently under review by that body.
