HomeMy WebLinkAboutJanuary 23 Staff ReportJefferson County WA January 23, 2014 SWAC Solid Waste Staff Report  Tonnage/Revenue Solid waste tonnage is up 1.6% for the year compared with the same period in 2012. We had at least two substantially heavy deliveries of large creosoted timbers (one from a beach cleanup in Clallam County) that provided a boost. Interesting that solid waste transactions were up 9% for the year, more tons but a lot more traffic.  Solid Waste Fees for 2014 and Beyond Fee increases are scheduled to go into effect February 1, 2014. Staff is working with Paradigm to set this up in the scale software and will test the system beforehand. Notices of impending fee increase have been posted at the facilities, and there will be a press release in the PT Leader (Jan 22) and the PDN (Jan 24). There will be links to the new fees and FAQs on the Solid Waste homepage. Few comments have been received to date.  2014 Solid Waste Budget A link to the approved 2014 solid waste budget is available online in the SWAC Notebook.  Staffing Update Currently advertising for an Operator 3 to replace David Kaldahl who will transfer to Facilities.  Coordinated Prevention Grant for SW Implementation Projects, 2013-2015 The final Agreement has been signed and received from Ecology. The funds when received are earmarked for recycling services.  Coordinated Prevention Grant – Offset Cycle 2013 – 2015 Applications for offset cycle grant funds from Ecology are due March 14, 2014. Projects are funded on a competitive basis rather than by County distribution. We will discuss possible uses on Jan 23rd.  Operations Staff is working on upgrading the credit card processing service at the Transfer Station. Replacement work on the inbound scale load-cells and supports will be scheduled in February. Facility Operations & Maintenance Plans are being updated. Stormwater drainage improvements at the recycle center will be coordinated with the baler replacement project.  Recycling Staff is working with Skookum to facilitate baler replacement this year. Total traditional commodity recycling is reporting little change over the last three years; delayed shipments at year end means more tonnage than normal on hand but not reported. Interesting to note the consistent down trend in newsprint, and uptrend in glass and electronics since 2010. Conclusions?  Capital Projects 1. Bidding was completed for the Trailer Jockey and delivery should be by April 17th. 2. A water line will be extended to the Quilcene site in Spring 2014 for potable and wash water.  SWAC Membership Please welcome Lisa Crosby, new SWAC member for the second position, District 1.
