OPENING BUSINESS: Meeting called to order by John Merchant at 3:01 PM Members Present: John Merchant - City of Port Townsend Kent Kovalenko – DM/Murrey’s Disposal Lisa Crosby – District #1 Jenifer Taylor – Citizen at Large Matt Hall – Skookum Members Absent: Al Cairns – Port of Port Townsend Julie Robertson – Department of Ecology Laura Tucker – Public Health Education John Austin – County Commissioner Staff: Jerry Mingo – PW MRW/Solid Waste Coordinator Richard Talbot – PW Solid Waste Manager Tina Anderson – PW Support Staff Guests: Dan Toepper – BOCC Candidate for District #3 Aaron Lawhead – Republic Services There is a quorum. Approval of minutes: Jenifer moved and Kent seconded to accept the March 2014 minutes, motion carried. John Merchant moved and Lisa seconded to accept the May 2014 minutes, motion carried. Correspondence: None 2. OPERATIONAL REPORTS: Education: Pinky has left the Health Department for her new position with ORCAA. Since Laura is attending a meeting in Olympia today, she sent an e-mail with updates. Laura’s presentation on the local effects of climate change on waste management will be scheduled for the next SWAC meeting. (September) Recycling: Matt: Currently working on proposals to Public Works for plastics and handling of glass. Lisa brought in 4 plastic containers for clarification/discussion on shape versus number for recycling purposes. Discussion followed on types and descriptions of plastics. Glass will change to a 3 mix of brown, green and clear. The glass bay is being rebuilt. Glass is no longer being hauled to Portland. There are now two (2) companies in the Seattle area taking glass. Jerry has information on a NW Portland company that is working on synthetic liquid fuel using plastic. Compost: John: The compost sold out last week. Samples have already been sent for testing. DOE wants samples taken more often – 4 times a year versus 2, so testing is being done from smaller piles of compost more often. Solid Waste: Richard: He sent out his staff report via e-mail. The first HHW event using the Offset Cycle Coordinated Prevention Grant funding is scheduled for September. The scale repair in August should take two (2) days to complete. Richard will be encouraging patrons not to use the facility on those days if possible. The intersection with Jacob Miller Road has been improved with the removal of the old corner post. Jerry reported headway on the renewed content for the web site. 3. OLD BUSINESS: Product Stewardship: Paint Initiative by Jerry. How does a small county like this effect change with waste prevention when so many decisions are made at the manufacturer and distributor level? One thing is to support the larger regional/state initiatives for producer responsibility. Examples are the E-cycle and Mercury Light initiatives. (Mercury lights begin January 2015) Currently in the front are paints. Jerry provided a draft resolution (that would be presented to the BoCC for support and signature) for “Support of extended producer responsibility in end-of- life management of paint” that has been used by other jurisdictions. Discussion followed on the costs and disposal options for latex paints. Waste Not Want Not is accepting only full cans of paint with legible labels. Motion from John and seconded by Jenifer that SWAC supports staff drafting a resolution. Brief discussion about questions and clarification this supports creating a resolution for SWAC to support. Motion carried. Staff will bring back to SWAC. Status of Solid Waste Management Plan Revision: Report from Richard: Richard presented a draft covering the suggested revision areas and process timeline. Staff review of the Plan is nearly complete; next step will be to present recommendations to the PW Director. Sub-committee meetings will take place into September. Julie Robertson with DOE will be here for the September SWAC meeting. Brief discussion on the how the plan is used. Review 2014 Solid Waste Quantities: Richard presented regional waste disposal comparisons, quantities, costs, year to date numbers, some of which information was recently presented to the commissioner candidates. Richard will send the power point presentation to the committee. 4. NEW BUSINESS: There are vacancies in all 3 districts for SWAC members. Solid Waste will be advertising and members are encouraged to also seek candidates for the positions. 5. FROM THE FLOOR: Kent: The City of Port Angeles will be excavating and moving the old landfill site on the bluff. It has been sloughing into the strait. DOE is requiring that all recovered metals are to be washed and recycled. This will be an interesting process to watch. The project is expected to take 4 months. Next meeting will be Thursday, September 25th. John moved and Kent seconded to adjourn at 4:30. Motion carried.
