The project shall adhere to the Best Management Practices (BMPs)to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 2.) The tree shall be replaced with a similar native species to maintain shoreline and critical area functions and values. FINDINGS: 1.) The Administrator finds that this application complies with applicable provisions of the Unified Development Code,all other applicable ordinances and regulations,and is consistent with the Jefferson County Comprehensive Plan and Land Use map. 2.) The application was reviewed by the Jefferson County Department of Community Development staff on May 14 2014for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: Conservancy Designation ; Intermediate Shoreline Slope Stability. 3.) Photographic evidence reveals a large severly diseased tree that should be removed as a hazard. 4.) The site plan as submitted with the Zoning Tree Removal Permit application on May 7, 2014 has been reviewed for consistency under the UDC, and has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated May 14, 2014 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 5.) This approval is for Removal and Replacement of one Large Native Fir Tree as Indicated on the Approved Site Plan only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits. 6.) The proposed tree removal has been reviewed and found to be consistent with JCC 18.22 and the Shoreline Master Program (JCC 18.27). APPEALS: Pursuant to RCW 36.70C,the applicant or any aggrieved party may appeal this final decision to Jefferson County Superior Court within twenty-one(21)calendar days of the date of issuance of this land use decision. The size determines whether a Stormwater Site Plan is required in conjunction with a stand-alone stormwater management permit application, building permit application, or other land use approval application that involves stormwater review. A hard surface area which causes water to run off the surface in greater quantities or at an increased rate of flow from the flow present under natural conditions prior to development. Proponents of"medium" projects—those that must meet only Minimum Requirements #1 through #5—and for "large" projects—those that must meet all '10 Minimum Requirements—are required to submit a Stormwater Site Plan. DCD has prepared a submittal template of a Stormwater Site Plan, principally for rural residential projects. Complete the template in the Stormwater Site Plan Instructions and Submittal Template or prepare a Stormwater Site Plan using the step-by-step guidance in the Stormwater Management Manual. ' . . - Inner Harbor Village Condominium Association (IHVCA)—03/13/14 BOD Meeting The meeting was called to order at 10:14 a.m. Attending were Board Members Dan Quail, Pegi Graham, Bev Rothenborg, Gregg Hupp(via Skype), and Michael Snelling. Property Manager Dan Lanksbury was also present. Treasurer Milton Lum was absent. It was MSP to approve the minutes of the last meeting.They will be posted on the website. Quail reviewed Lum's Financial Report. One homeowner has not paid the first quarter assessment and will be called. Lanksbury reviewed his monthly Activity Log. He has done his spring building maintenance and landscape maintenance inspections. He reviewed plans for spring/summer maintenance activities. Moss Out is being given a 2-year trial to see whether or not it does control moss on our roofs. It was MSP to remove a dead,dangerous tree. Old Business: Hupp will do an email to all homeowners who expressed an interest in participating in an IHVCA garage sale.Snelling will speak to Karen Gebala about organizing the event. Lanksbury will get two estimates from pest control companies to compare with what we are currently paying for the service. Three board members have indicated that they will not be serving on the board after the current year. They are Quail, Hupp and Rothenborg. Hupp will do an article for the next newsletter requesting member participation on a full-time or a part-time basis. The Annual Meeting will be held on Saturday,June 28 at 11:00 a.m. at the Bay Club.
