Subject: Local Agency Agreement Supplement #3 with the Washington
State Department of Transportation

Statement of Issue: A Local Agency Agreement Supplement #3 with the Washington State
Department of Transportation is necessary to obligate additional Preliminary Engineering
funds for the Quinault S. Shore Rd Mitigation Project.
Analysis /Strategic Goals /Pro's ft Con's: This project will provide additional road
protection for Quinault S. Shore Rd while also mitigating the impact to the riparian and
aquatic habitat caused by the emergency repair made in April, 2010.
Fiscal Impact/Cost Benefit Analysis: Preliminary Engineering (PE) was previously being
managed by WSDOT which no longer has adequate staffing or resources to commit to the
project. This supplement will allow the County to manage the project using private sector
consultants for PE. This supplement provides an additional $186,300 for PE. County match
for PE is 13.5 %, Future Right -of -Way and Construction phases will be funded at 100% by
FHWA.
Recommendation: The Board is requested to sign the three original Local Agency
Agreement Supplement #3 documents and return to Public Works. One fully executed
original will be returned to the Board after execution by the Washington State
Department of Transportation.
