IT IS HEREBY RESOLVED that Jefferson County Public Works is authorized to proceed with the
Olympic Discovery Trail, South Discovery Bay - Segment A, construction project funded primarily via (2)
Recreation & Conservation Office (RCO) Aquatic Lands Enhancement Account (ALEA) Grants.
IT IS FURTHER RESOLVED that an appropriation from the officially adopted road fund budget and
based on the County Engineer's estimate is hereby made in the amounts and for the purpose shown:

Statement of Issue:
A Resolution creating County Project:
Olympic Discovery Trail (ODT), South Discovery Bay - Segment A
Analysis /Strategic Goals /Pro's ft Con's:
The Olympic Discovery Trail is a 126 -mile long regional trail, planned to extend from Port
Townsend to La Push, connecting communities and recreational areas in between. Steep
slopes, sensitive habitat and Highway 101 have limited this essential segment of the Trail to a
single viable location within the narrow corridor along the shoreline of South Discovery Bay.
Project design, engineering it permitting are substantially complete via an RCO NOVA grant
authorized through Resolution 48 -13. Construction of this portion is being considered now in
order to take advantage of the environmental and financial benefit gained from occurring
concurrently with the estuary restoration currently in process through the North Olympic
Salmon Coalition (NOSC) and partners.
Fiscal Impact /Cost Benefit Analysis:
In 2012 and again in 2014, Jefferson County Public Works was awarded grants from the
Recreation ii Conservation Office (RCO) Aquatic Lands Enhancement Account (ALEA) program
for this trail construction project. The sum total of the two grant amounts was $2,000,000.
The grants each required a 50% match with 10% (of the total grant amount) in the form of
Local funds. The North Olympic Salmon Coalition (NOSC) provided $800,000 in matched
restoration grant grants. The (10 %) remaining $200,000 local match is comprised of $55,000
contributed by the Peninsula Trails Coalition and $145,000 in local funds.
Recommendation:
Sign the attached Resolution authorizing Public Works to begin construction of the project.
