SPECIAL MEETING
October 1, 2014 from 11:00 AM to 1:00 PM

MEETING MINUTES
OPENING
BUSINESS
Call to Order: Jane Storm, Vice-Chair, in Chair’s absence, called the meeting to order at 11:03 a.m.
Members Present: Clayton White, Greg Graves, Jane Storm, Mike McFadden,
Roger Hall, Chair (excused late arrival)
Members Absent: Rich Stapf, Jr., Commissioner Phil Johnson, Ex-Officio Member (excused)
Staff Present: Matt Tyler, Nancy Hert
Guest: Arvilla
Ohlde, Parks, Recreation and Open Space Plan Consultant
Public Present:
Doug Huber, Board Applicant for District #3

Public Comment: There were no comments at this time; however, just before adjournment an anonymous citizen stated that there were corrections needed on the
PROS plan handouts, the PT School District Enrollment figures were incorrect, and asked how the final documents would be proofed for accuracy. Arvilla suggested that corrections could
be directed to Matt Tyler, and he would forward them to her.
Agenda: Clayton made a motion to adopt the agenda as written. Greg seconded the motion, the Vice-Chair called for a vote
and the motion passed all in favor, none opposed.
Minutes: Mike made a motion to approve the minutes from August 13, 2014. Clayton seconded the motion, the Vice-Chair called for a
vote and the motion passed all in favor, none opposed.
NEW BUSINESS
Interviews with Tim Thomas, Doug Huber, and Evan Dobrowski, candidates for JCPRAB
The Board members took turns asking the three candidates the nine interview questions on the PARKS AND RECREATION ADVISORY BOARD INTERVIEW sheet. Immediately following, Roger asked
if there was a motion to recommend the candidates. Mike made a motion to recommend all three candidates to the BOCC for membership, Jane seconded the motion, the Chair called for a
vote and the motion passed all in favor, none opposed. It was mentioned that the next Board meeting will be November 5th, which will be the first meeting for the three candidates presuming
appointment in October.
Budget presentation for 2015
Matt gave a brief Power Point presentation of the Draft 2015 Proposed Budget.
Memorial Field roof project update
Matt gave a brief
Power Point presentation showing two possible budget scenarios for the project, favoring a 2-phase project to reroof while salvaging the existing steel structure. Mike suggested looking
into using a polyurethane finish, versus paint, for longevity. Meanwhile, the football and soccer games at the Field are going well.
Friends of Parks and Recreation Report
Jane hopes
the Memorial Field fencing project will be done by the end of October.
They are thinking of having a Fun Run in the spring.
OLD BUSINESS
Parks, Recreation and Open Space Comprehensive
Plan (PROS plan)
Matt noted the parks tour with, Clayton and Greg to 15 parks on September 17th, taking photos and surveying needs for the PROS plan.
Arvilla discussed her four chapters
of handouts, noting that this plan is a part of the County Comp. Plan. Some corrections were noted by Board members, and it was suggested by the Chair that corrections should be directed
to Matt, and he will pass on to Arvilla. Arvilla welcomes all input.
Mike sees many citizens going to Lake Leland, then turning around, and is concerned that keeping the campground
closed is costing the County money. He suggested opening it for tent camping, Matt noted that he walked through it just yesterday, and it is in poor shape. Clayton mentioned that if
there was electricity and water there, then a Camp Host could reside there.
The next step is Matt will email Chapters one through seven to the Board for feedback in November.
In December,
the JCPRAB will have the option of approving the final.
ADJOURN
The Chair adjourned the meeting at 12:40 p.m. The next meeting will be Wednesday, November 5th, from 11:00 AM to 1:00
PM in the Jefferson County Courthouse First Floor Conference Room, and will be a Special meeting because of the time change.
