HomeMy WebLinkAboutOctober 23 Staff ReportJefferson County WA October 23, 2014 SWAC Solid Waste Staff Report  Tonnage/Revenue Overall solid waste tonnage through September is down less than 1% compared to the same period in 2013; almost all of that 93 ton drop (94%) has occurred in the minimum fee range, 0 to 140 lbs. While customer trips for minimum fee customers have also gone down, the quantity hauled per trip is essentially the same. Conclusion – the new fees have not resulted in more efficient disposal habits for this group of self-haul customers. Recycling quantity reported through September is unchanged from 2013 to 2014; however, there is a backlog of unshipped glass. The reported data doesn’t generally support the notion that increased recycling has offset any reduction in waste disposal.  Coordinated Prevention Grant – Offset Cycle 2013 – 2015 This grant funds two HHW collection events; the first event is in Quilcene on October 18th, the second will be in Port Ludlow in April. Opportunity will be taken to solicit for SWAC members.  Contracts A 5-year contract for quarterly scale maintenance and certification services was signed with Unitec Corporation in August. A contract for landfill gas flare annual preventive maintenance services was signed with John Zink Corp. in July.  Operations Surplused solid waste equipment (trailer jockey@$1,150 bid, recycle sorting conveyor@$2,000 bid) was sold at the County equipment auction in August. The conveyor is scheduled for removal in October. Staff is also working on: 1. Routine equipment and facilities annual maintenance and winterization. 2. Updating Solid Waste and MRW Operations & Maintenance Plans. 3. Schedule and Plan for Revising the 2008 SWMP.  Capital Projects - 2014 Replacement of the main arm on the Grizzly knuckleboom compactor at the transfer station. This was successfully installed after a long day on Sunday, October 12th.  Legislation The Resolution for the Board of Commissioners to sign in support of a proposal for Extended Producer Responsibility for Paint Stewardship, with the letter of support from SWAC attached, has been submitted to the County Administrator and the Board.  SWAC Membership We still have openings for Committee members representing Districts 2 and 3.
