ENVIRONMENTAL CHECKLIST JEFFERSON COUNTY OCO
Purpose of checklist:
The State Environmental Policy Act(SEPA), chapter 43.21C RCW, requires all governmental agencies to consider the
environmental impacts of a proposal before making decisions. An environmental impact statement(EIS)must be prepared for all
proposals with probable significant adverse impacts on the quality of the environment. The purpose of this checklist is to provide
information to help you and the agency identify impacts from your proposal(and to reduce or avoid impacts from the proposal,if it
can be done)and to help the agency decide whether an EIS is required.
Instructions for applicants:
This environmental checklist asks you to describe some basic information about your proposal. Governmental agencies use
this checklist to determine whether the environmental impacts of your proposal are significant, requiring preparation of an EIS.
Answer the questions briefly,with the most precise information known,or give the best description you can.
You must answer each question accurately and carefully,to the best of your knowledge. In most cases,you should be able
to answer the questions from your own observations or project plans without the need to hire experts. If you really do not know the
answer, or if a question does not apply to your proposal,write"do not know" or "does nqt apply." Complete answers to the
questions now may avoid unnecessary delays later.
Some questions ask about governmental regulations,such as zoning, shoreline, and landmark designations. Answer these
questions if you can. If you have problems,the governmental agencies can assist you.

We propose that the subject property should be rezoned from RR 1:10 to RR 1:5 in order
to reflect the established pattern of zoning and land use that exists on at least three sides
of the property.
In the immediate future, we do not have any plans to develop the property. However, if
the rezone is accepted,we will at some point apply to divide the 15 acre property into two
parcels, a five acre parcel that we will offer for sale and a ten acre parcel that we will
retain for our own home. Thus the likely ultimate use of the land would be just one
residence more than it currently supports. This represents a negligible future impact on
the environment and public facilities and services.

a. To our knowledge,the circumstances of the area have changed in only one major
way,namely the provision of public water to Marrowstone Island. This means
that new development will have less of an impact on the island's local resources
since new homes will draw largely their water from off-island. We view this as an
argument in favor of the proposed rezoning.
b. We believe the assumptions that form the basis for the Jefferson County
Comprehensive Plan are still valid.
c. We do not believe that the proposed rezone runs counter to the current widely
held values of Jefferson County residents regarding land use and development.
The proposed amendment and potential future uses of the property are consistent
with the land use patterns of surrounding properties.
d. The change from RR 1:10 to RR 1:5 would not affect transportation.
e. The change from RR 1:10 to RR 1:5 would not negatively affect the county's
current service standards.
f. The proposal is consistent with the goals,policies and implementation strategies
of the Jefferson County Comprehensive Plan.

i. Access is available from East Marrowstone Road. Electrical utilities are at the
road, and public water is coming. The eventual probable use of the land is
consistent with both surrounding properties and the island as a whole.
j. This proposal will not create pressure to change the land use designation of
surrounding properties. In terms of upzoning,RR 1:5 is the absolute minimum
allowable density for this area, and a look at the map will show that all but one
neighboring property is already at or below this minimum size,which is the
dominant zoning for the entirety of Marrowstone Island. No increased density is
therefore possible. The sole exception to this is the approximately 20 acre parcel
to the north of the property; however,the current zoning already allows for this
parcel to be subdivided (into two 10 acre parcels)if the owner wishes. Hence we
strongly believe that our proposed rezone will have zero impact on the land use
designation of neighboring properties.
k. The proposal will not materially affect the land use and population growth
projections that are the bases for the Comprehensive Plan. County reports show
that population growth has actually slowed in recent years.

1.) Based on requirements of Subsection 5.211, Final Short Plat and Appendix B, Final Short Plat Checklist, the final plat
shall be prepared in accordance with the final short plat checklist. A copy is attached.
2.) An accurate vicinity map shall be graphically portrayed on the face of the final mylar.
3.) All easements of record shall be graphically portrayed on the final plat with the Auditor's File Number(AFN) of the
easement(s) also referenced on the face of the plat.
4.) A right-of-way 30 feet from the centerline of East Marrowstone Road shall be conveyed to Jefferson County by either
statutory warranty deed or dedication on the plat, if such right-of-way has not been previously conveyed.
5.) The distance to and the name of East Marrowstone Road shall be portrayed on the final plat.
6.) In accordance with the Jefferson County Department of Public Works Fee Schedule, the applicant shall pay all costs
of work incidental to approval for the subdivision before final approval is granted. The Department's development
review fee is currently$50.00 per hour.
7.) Prior to final approval by the Department, the applicant shall submit lot closures of the survey ONE WEEK in advance
of approval. If lot closures are incomplete or inaccurate, the applicant shall re-submit them ONE WEEK in advance of
approval. After lot closures are approved by the Department final fees will be calculated and submitted to the
applicant for payment.
8.) Upon all conditions being met, the applicant shall submit a final mylar of the plat to the Department THREE DAYS in
advance of approval by the Director of Public Works.
9.) In accordance with Section 12 of the Subdivision Ordinance, the applicant may apply for a variance from these
conditions.
10.) Based on the requirements of Subsection 5.305, Open Space Land and Appendix F Open Space Standards, prior to
final plat approval the proponent shall dedicate open space lands for the life of the project by recording of a separate
instrument or by declaration of dedication graphically portrayed on the final plat.
11.) Based on the requirements of Subsection 5.305(b), Open Space Land, the applicant may elect to pay a fee-in-lieu of
dedication of land for open space. Fees-in-lieu shall be equal to the average fair market value of the land in the
proposed short subdivision which the applicant would have been required to dedicate. This fee shall be based on
either an appraisal performed by the Jefferson County Assessor's Office or an independent professional appraiser. If
the applicant does not elect to pay a fee-in-lieu of open space, then an open space tract shall be dedicated as
originally proposed.
12.) An agreement for the operation and maintenance of the open space shall be graphically portrayed on the face of the
final plat or by recording of a separate instrument and referencing said instrument on the face of the final plat.
13.) A reserve drainfield area for Lot 1 shall be identified and graphically portrayed on the face of the final mylar.
14.) Soil test pits for Lot 2 shall be identified and graphically portrayed on the face of the final mylar.
15.) Lots created herein shall not be further divided in any manner within a period of five (5)years without the filing of a
final long plat.
16.) Any further subdivision of the lots within this plat will be subject of the densities permitted in the Jefferson County
Ordinances and Codes in effect at time of such application. These lots may or may not be further subdivided in the
future.
17.) Approval of this subdivision does not constitute approval of building or sewage disposal permits on each lot. Permit
approvals will be subject to building lot plans, type of use, contours, and soils on individual lots. Permits will be
reviewed in accordance with site conditions and regulations existing on the date the permit is applied for.
18.) Lot 2 has not been provided with a potable water supply. No building permit will be issued by Jefferson County
without first satisfying the potable water requirements established by the Jefferson County Health and Human
Services.

19.) When drilled, wells shall not encumber the adjacent properties without prior written consent of the adjacent landowner.
20.) Wells shall not be located closer than 100 feet to any sewage disposal system or any area approved for future
