STATEMENT OF ISSUE: Schedule a Public Hearing to accept testimony on a new Animal
Responsibility Ordinance.
ANALYSIS: Staff recommends scheduling a Public Hearing for a Proposed Animal
Responsibility Ordinance, to be held Monday, December 8, 2014 at 10:00 a.m. at the Cotton
Building, 607 Water Street, Port Townsend. The proposed Animal Responsibility Ordinance
would apply to unincorporated Jefferson County.
Section One of the proposed ordinance would repeal chapter 6.05 Animal Responsibility of the
County Code.
Section Two would create a new chapter 6.07 Animal Responsibility in the County Code with
the following sections:
Purpose.
Definitions.
Seizing and Impounding.
Enforcement.
Running at large on public property.
Female in heat.
Hybrids
Harboring vicious or dangerous
domesticated animal.
Howling and barking.
Injury to property or person.
Entry into food establishments.
Waste.
Chasing vehicles.
Jumping and barking at pedestrians.
Running in packs.
Animal at large.
Tethered animals.
Releasing stray to Sheriff, Animal
Control or Shelter Operator.
Injured or diseased animals.
Quarantine.
Adoption from Animal Shelter or
Animal Welfare Facility — Spay /neuter
requirement — License requirement.
Shelter Operator — Duties.
Shelter Operator — Employees.
Notice of impounding.
Redemption of animal.
Interference with impounding.
Dog control zone established.
Dog license — Required.

Section Three would amend Section I -030 Animal Services Fee Schedule in the County Code.
Section Four would address Severability.
Section Five would establish an Effective Date.
An earlier working draft of new code provisions was posted on the county's web page for public
comment. Review comments were submitted by approximately 35 citizens and organizations. A
detailed summary of the comments was provided to the Commissioners on Monday, November
17. The comments were very helpful in preparing a revised and improved proposal for the
public hearing.
In scheduling the updated proposed Ordinance for a Public Hearing, it will provide all citizens
and organizations an opportunity to offer verbal and written testimony on the current draft,
which will inform the Commissioners' deliberations on finalizing and adopting an ordinance.
FISCAL IMPACT: None, other than the cost of publishing a hearing notice.
RECOMMENDATION: Pass a motion to approve the attached Hearing Notice.
