The purpose of this geology assessment was to evaluate the potential geologic risk at the property. Based on my geology hazard assessment of the slope and geologic conditions there is no landslide risk on the site and the site is not within a geologic hazardous area. I met you on site to discuss the home site location. It is my understanding that the proposed building area for a home will be on a relatively level to very gentle slope area on the western end of the property. The building site is accessed via a gravel driveway off of Blue Ridge Road. There is a steep slope to the east and southeast of the proposed home site. Some soil creep and settlement should be expected on the steepest sections of this slope, but the slope is not susceptible to landslides or rapid erosion. SCOPE OF SERVICES The scope of our services included the following: 1) Conducted a site visit to visually inspect the subject property including the slope conditions and relevant conditions in the vicinity of the property. 2) Observed surface soil conditions on the slopes of the subject property and vicinity by excavating shallow hand dug test pits. 3) Reviewed available geologic mapping and other pertinent information for the site and vicinity including our own notes on geology in the vicinity. 4) Prepared this report summarizing our findings and recommendations for site development. June 18,2013 Tax Parcel 001305023,Jefferson County,WA Geology Hazard Assessment GENERAL GEOLOGY Several geology maps cover the area where the property is located. The Surficial Geologic Map of the Port Townsend 30 by 60 Quadrangle, Puget Sound Region, Washington(Pessl,Dethier, Booth and Minard, 1989),the Geologic Map of the Port Townsend South and Part of the Port Townsend North 7.5-minute Quadrangles, Jefferson County, Washington(Schasse and Slaughter, 2005)and the Geologic Map of Northeastern Jefferson County, Washington(Gayer, 1976)all indicate that the uppermost part of the property is underlain by glacial till with the majority of the site on the slope to the east underlain by glacial advance outwash. The glacial till was deposited directly by glacial ice during the last glacial period approximately 18,000 to 15,000 years ago and consists of a poorly sorted mix of silt through gravel with occasional boulders.The advance glacial outwash was deposited by melt water streams from the advancing glacial ice as the glacial ice approached the area prior to approximately 18,000 years ago. My observations on the site are consistent with the above mapping. The glacial till is very thin on the upland area and the underlying outwash consists predominantly of gravel. SPECIFIC SITE OBSERVATIONS There is an existing shop building on the site. The proposed home site is located on gentle to nearly level ground on the upper western end of the property. The upper western most portion of the property is nearly level with a gentle slope towards the east. Soils underlying the upland area and the slopes consist of compact sand and gravel and appear to be well drained. The slope to the east descends into a side valley down to the larger valley below. The slope starts out on the upper slope of the valley at an angle of as much as 40 degrees but this is in part due to grading of upland site many years ago. The slope becomes less steep and the side valley slopes are stable except for minor soil creep. No water drainage or indication of water flow seasonal or otherwise is present in the valley suggesting that this topographic feature is a very old feature and not reflective of current geologic processes. The slopes to the east of the proposed building area are underlain by compact to loose sands and gravels consistent with advance glacial outwash that may have been partially reworked. The soils are well drained and no unstable slopes were observed other than minor soil creep. Stratum Group File:4.15.13 • • June 18,2013 Tax Parcel 001305023,Jefferson County,WA Geology Hazard Assessment CONCLUSIONS AND RECOMMENDATIONS Based on my visual inspection of the slope on the subject property and area,I conclude that a residence can be located on the level to gentle sloped upland area on the western portion of the site. In addition the development of the site will not cause an increase risk of landsliding or erosion on or off of the site. There are no landslide hazards on the property. The steeper parts of the slope immediately to the east of the level upland area may be subject to minor soil creep,but will not be subject to landslides.As there is no landslide hazard,there is no need to have a setback from this slope for landslide purposes;however,the building foundation footings should be set back at least 10 feet as measured from the base of the footing horizontally to the slope. It is my understanding that this recommendation will be exceeded planned foot print area of the home. Storm water should be dispersed via splash blocks or dispersion trenches. To qualify to claim this credit,the building permit drawings shall specify the option being selected and shall specify the water heater equipment type and the minimum equipment efficiency and,for solar water heating systems,the calculation of the minimum energy savings. 6 RENEWABLE ELECTRIC ENERGY: 0.5 For each 1200 kWh of electrical generation provided annually by on-site wind or solar equipment a 0.5 credit shall be allowed,up to 3 credits.Generation shall be calculated as follows: For solar electric systems,the design shall be demonstrated to meet this requirement using the National Renewable Energy Laboratory calculator PV WATTS. Documentation noting solar access shall be included on the plans. For wind generation projects designs shall document annual power generation based on the following factors: The wind turbine power curve;average annual wind speed at the site;frequency distribution of the wind speed at the site and height of the tower. To qualify to claim this credit,the building permit drawings shall specify the option being selected and shall show the photovoltaic or wind turbine equipment type, provide documentation of solar and wind access,and include a calculation of the minimum annual energy power production. a. Interior Duct Placement.Ducts included as Option 4 of Table R406.2 shall be placed wholly within the heated envelope of the housing unit.The placement shall be inspected and certified to receive the credits associated with this option. Exception: Ducts complying with this section may have up to 5%of the total linear feet of ducts located in the exterior cavities or buffer spaces of the dwelling.If this exception is used the ducts will be tested to the following standards: Post-construction test: Leakage to outdoors shall be less than or equal to 1 CFM per 100 ft2 of conditioned floor area when tested at a pressure differential of 0.1 inches w.g.(25 Pa)across the entire system,including the manufacturer's air handler enclosure.All register boots shall be taped or otherwise sealed during the test. b. The Federal Endangered Species Act rules to protect threatened Chinook and Summer-run Chum salmon became effective on January 8, 2001. Bull trout have been listed as threatened since early 2000. Under the ESA, any person may bring lawsuit against any individual or agency that"takes" listed species (defined as causing harm, harassing, or damaging habitat for the listed species). In addition, the National Marine 2013-03-07 SFR StdConditions 3/7/2013 1 • Fisheries Service can levy penalties. Portions of Jefferson County, including marine waters, are included as "critical habitat"for a listed species. Development of property along any marine shoreline, freshwater shoreline, or floodplains could harm habitat if protective measures are not taken. To minimize the potential to damage habitat, all property owners developing adjacent to marine shoreline, freshwater shoreline, or floodplains are advised to do the following: All development activities should avoid unstable slopes, wetlands, and forested areas near surface waters Remove minimal vegetation for site development, especially large trees Allow trees that have fallen into surface waters to remain there Infiltrate stormwater from buildings and driveways onsite through drywells rather than discharging directly into surface waters or roadside ditches The Federal Bald and Golden Eagle Protection Act requires landowners within 660 feet (1/8th of a mile) of an eagle nest to consult with the US Fish and Wildlife Service. This Eagle Act prohibits anyone from "taking" bald eagles. This federal law defines the term "take" and describes the possible legal consequences when a "take" occurs. Among other actions, "take" includes a disturbance of bald eagles or their habitat. Under federal law a permit may still be required for activities that impact bald eagles or their habitat. Contact the US Fish and Wildlife Service (http://www.fws.gov/pacific/eagle/) to learn more about how this law affects your project. Any individual, group, or agency can bring suit for a listed species "taking", even if you are in compliance with Jefferson County development codes. The risk of a lawsuit against you can be reduced by consulting with a professional fisheries habitat biologist, and following the recommendations for site development provided by the biologist. For more information, contact the National Marine Fisheries Service in Seattle, or the U.S. Fish and Wildlife Service. 2013-09-06_SFR_StdConditions 9/6/2013 2 S Design Criteria for Splashblocks A typical downspout splashblock is shown in Figure 3.1.7. In general, if the ground is sloped away from the foundation and there is adequate vegetation and area for effective dispersion, splashblocks will adequately disperse staun runoff. If the ground is fairly level, if the structure includes a basement, or if foundation drains are proposed, splashblocks with downspout extensions may be a better choice because the discharge point is moved_away from the foundation. Downspout extensions can include piping to a splashblock/discharge point a considerable distance from the downspout, as long as the runoff can travel through a well-vegetated area as described below. The following apply to the use of splashblocks: 1. Maintain a vegetated flowpath of at least 50 feet between the discharge point and any property line, structure, slope steeper than 15%, stream, wetland, lake,or other impervious surface. Sensitive area buffers may count toward flowpath lengths. 2. A maximum of 700 square feet of roof area may drain to each splashblock. 3. For purposes of maintaining adequate separation of flows discharged from adjacent dispersion devices,the vegetated flowpath segment for the splashblock must not overlap with other flowpath segments, except those associated with sheet flow from a non-native pervious surface. 4. Place a splashblock or a pad of crushed rock(2 feet wide by 3 feet long by 6 inches deep) at each downspout discharge point. 5. No erosion or flooding of downstream properties may result. 6. Have a geotechnical engineer or a licensed geologist,hydrogeologist, or engineering geologist evaluate runoff discharged towards landslide hazard areas.
