Statement of Issue: The attached Local Agency Supplement with WSDOT is necessary
in order to proceed with construction of the Upper Hoh Road, MP 3.338 Culvert
Replacement project. The Board originally signed this on May 27, 2014 and is being
resubmitted because of minor changes in project description requested by WSDOT.
The funding levels remain the same.
Analysis /Strategic Goals /Pro's ft Con's: This project consists of replacing the
substandard, failing culvert at Upper Hoh Road MP 3.338 with a new 48 -inch diameter
steel culvert. The new pipe is to be installed by pipe ramming through the fill
adjacent to the existing culvert in order to keep the road open and lower costs. This
Local Agency Supplement is for the construction contract and construction
engineering.
Fiscal Impact /Cost Benefit Analysis: This Local Agency Supplement will provide
$733,565 for construction of the project. This project has 100% funding through the
Public Lands Highway Discretionary fund, administered by the Federal Highway
Administration.
Recommendation: The Board is requested to sign the three originals of the Local
Agency Supplement, and return to Public Works.
