STATEMENT OF ISSUE:
The nine - member Jefferson County Planning Commission currently has one vacancy for a District
1 representative, with a term that will expire March 17, 2017. One `statement of interest" has been
received by the Department of Community Development (D C D) .
ANALYSIS:
The Board of County Commissioners (Board) has established a "Planning Agency" comprised of the
Department of Community Development (DCD) and the Planning Commission. Pursuant to the
originating action (Resolution #54 -97), the Commission is to assist DCD in carrying out its duties by
engaging the public in the preparation and review of comprehensive plans and development
regulations. Recommendations made by the Planning Commission are forwarded to the Board on
matters before the Board.
In August of 2014, Mr. William Miller, a District 1 representative, resigned before the expiration of
his term (March 2017). This position was advertised o n t h e J e f f e r s o n C o u n t y a n d D C D
websites from August until December 2014. During that period, one application was
submitted in October 2014 (Cynthia Koan).
As a Port Townsend native, Ms. Koan has a wealth of community knowledge and with her many
previous volunteer positions, is familiar with various issues within the County. Ms. Koan was
interviewed by DCD staff on December 12, 2014, and DCD recommends her appointment to the
District 1 vacancy.
FISCAL IMPACT/COST-BENEFIT ANALYSIS:
There is no fiscal impact to the County's General Fund for appointing a member to serve on
the Planning Commission (PC).
Appoint Ms. Cynthia Koan as a District 1 representative on the Planning Commission to serve the
remainder of the four -year term ending on March 17, 2017.
