Describe significant geographic features and critical areas (i.e., environmentally sensitive areas such as wetlands, streams, steep slopes,etc.)on the site. Indicate location on the site map. The site/parcel is Lot 52,Cape George Village-Division 4,Jefferson County;it is bound:on the north and south by developed single-family residential parcels,on the east by an undeveloped single-family residential parcel;and west by Pine Drive-a community/private right-of-way. There are no sensitive/critical areas or their buffers encumbering the parcel. Permanent Stormwater Control Plan This portion of the Stormwater Site Plan consists of the selection and installation of the appropriate stormwater control BMPs and facilities to remain in place after construction of the project is completed. "Medium" size projects are required to have the totals calculated of all impervious surfaces, pollution-generating impervious surfaces, and pollution-generating pervious surfaces to verify that the thresholds for treatment facilities and flow control facilities are not exceeded. g. Describe the developed site hydrology, as proposed. Indicate whether stormwater will be fully dispersed(i.e., per BMP T5.30 in the Manual)or, if not, what types of stormwater flow control will be utilized for the site or specific threshold discharge areas within the site. Locate these facilities on the site plan and differentiate proposed facilities from existing facilities. Stormwater will be dispersed thru the rain garden. Overflow from the rain garden will be directed into the regraded existing drainage swale along _ the north boarder of the parcel. This drainage swale discharges into an existing ditch along the Pine Drive right-of-way. To protect the on site septic system an 85-LF interceptor drain will direct water into a stormdrain which discharges into the Pine Drive right-of-way. - 10. If the project requires the use of stormwater treatment facilities, describe the types of stormwater treatment facilities proposed for use on the site. Locate these facilities on the site plan and differentiate proposed facilities from existing facilities. [This is normally for"large"projects or projects that involve the potential for dispersion of contaminants.] Not Applicable 11. Describe the performance goals and standards applicable to the project. Performance goals for treatment facilities are not applicable. 12. Describe the flow control system. The use of a flow control facility is not applicable. The minimum requirements will be met by using BMPs in the form of temporary silt barriers or silt fencing,a stabilized constuction entrance,and a rain garden to prevent erosion and to improve water quality. 14. Describe the conveyance system analysis and design. An existing conveyance system is located along the Pine Drive right-of-way in the form of a drainage ditch. This ditch is continous and _ increases in size for more than 1700-LF. This existing system will be adequate to except stormwater flows from the proposed project site. 15. Describe the source of fill material,physical characteristics of fill material,and deposition of excess material. No fill material will be used on the site. Any excess material will be incorporated in berms,driveway,or top soil. 16. Proposed methods of placement and compaction consistent with the applicable standards on Appendix Chapter 33 of the Uniform Building Code. Not Applicable 17. Describe the proposed surfacing material. The proposed surfacing will be grass or gravel per the site plan. 18. Describe methods for restoration of the site. Once site work is completed the site will be seeded and the temporary BMPs will be removed once a permanent ground cover has been established. 19. An Operation and Maintenance Manual is required for each flow control and treatment facility. The BMPs indicated by the applicant in the template that follows must be installed on the ground during all construction phases of the project. The proponent is responsible for preventing sediment and erosion impacts to environmentally sensitive areas and off-site areas. Consult the Construction Stormwater Pollution Prevention (SWPP) Best Management Practices (BMPs) Packet for guidance, particularly with rural residential development. SECTION I—CONSTRUCTION SWPPP NARRATIVE 1. Construction Stormwater Pollution Plan Elements. Describe how each of the Construction SWPPP elements has been or will be addressed. Identify the type and location of BMPs used to satisfy the required element. If an element is not applicable to the proposal,justify in writing. Descriptions of the 12 Elements are found at section 2.5.2 of the Manual(beginning on page 2-15). 12 Required Elements—Construction SWPPP 1. Mark Clearing Limits. The project site was previously cleared. 2. Establish Construction Access. A 40ft constuction entrance will be placed at the location of the new driveway. 3. Control Flow Rates. Flow will be controled by limiting disturbed areas and through the use of a compost berm silt barrier. 4. Install Sediment Controls. A temporary silt barrier or silt fence,a construction entrance,and a temporary sediment barrier or geotextile encased check dam will be used for sediment control during constuction. During constuction exposed,disturbed areas of the site will be seeded or stabilized with other ground cover as required to provide erosion control. 5. Stabilize Soils. Soils will be stabilized by permanent seeding or other permanent ground cover immediately upon completion of construction. 6. Protect Slopes. The existing drainage ditch along the Pine Drive right-of-way will be protected with rip rap at the intercepter outfall and will remain and not be removed with other temporary measures. 7. Stabilize Channels and Outlets. Outfalls will be rip rapped&fill for the driveway will be sloped at 3:1 and permanetly seeded. 9. Control Pollutants. Although treatment is not required a rain garden will help control pollutants on the site. 10. Control De-Watering(the act of pumping groundwater or stormwater away from an active construction site). If de-watering is required the water will be directed up slope and allowed to infiltrate thru the length of the parcel. 11. Maintain Best Management Practices(BMPs). Maintaing BMPs will be the responsibility of the contractor until after the acceptance of the completed project. Instructions and details regarding the recomended BMPs are included on the site plan and site details. 12. Manage the Project. The ower and/or contractor will be responsible for managing the project and ensuring that it meets all codes and regulations. 2. Adjacent Areas. a. Description of the adjacent areas that may be affected by site disturbance (e.g., streams, lakes, wetlands, residential areas, roads). Runoff from the adjoining properties will be conveyed around/thru the site. Access to the site will be provided along the Pine Drive right-of-way. The residential properties to the South,North and East will experiance the normal effects associated by developing a parcel for a single-family residence. b. Description of the downstream drainage path leading from the site to the receiving body of water(minimum distance of 400 yards). The downstream drainage path is an existing continuous drainage ditch system located along the Pine Drive right-of-way. The existing ditch is 8"in size and increases to 12"in size when it connects to a catch basin at Dennis St. The system continues for more than 400 yards and will be adequate to accept the additional flows associated with the proposed improvements of the project site. 3. Description of special requirements for working in or near environmentally sensitive areas. Not Applicable 4. Erosion Problem Areas. Description of potential erosion problems on site in the context of the characteristics of the on-site soils(e.g.,erodibility,settleability,permeability,depth,texture,soil structure). The NRCS for the site indicates the soil type as Clallam gravelly sandy loam(CmC)with thefollowing characteristics: hydrologic soil group of"C";permeability of 0.6 to 2.0 in/hr(moderate)to a depth of 23"with very low permeability through cemented glacial till layer below 23";clay:5-15%(0"to 23"depth)&5-10%(23"to 60"depth)with a low shrink-swell potential;depth to water table is 18-36 inches;low water capacity&well drained;water erosion hazard is slight,excavation for roads and buildings increases the risk of erosion;use of heavy equipment compacts the soil&thus reduces permeability. BMPs will be used to negate the effects that proposed/new improvements will have on the site. 5. Construction Phasing. a. This is a checklist to ensure that the following are depicted on a site plan: 1. General. a. Vicinity Map b. Jefferson County Approval Block c. Erosion and Sediment Control Notes 2. Site Plan. a. Legal description of subject property. b. North arrow. c. Indicate boundaries of existing vegetation(e.g.,tree lines, pasture areas,etc.). d. Identify and label areas of potential erosion problems. e. Identify FEMA base flood boundaries and Shoreline Management boundaries(if applicable). f. Show existing and proposed contours. g. Indicate drainage basins and direction of flow for individual drainage areas. h. Label final grade contours and identify developed condition drainage basins. i. Delineate areas that are to be cleared and graded. j. Show all cut and fill slopes indicating top and bottom of slope catch lines. 3. Conveyance Systems. a. Designate locations for swales,interceptor trenches,or ditches. b. Show all temporary and permanent drainage pipes,ditches,or cut-off trenches required for erosion&sediment control. c. Indicate on the site plan the water quality sampling locations to be used for monitoring water quality on the construction site. Sampling stations should be located upstream and downstream of the project site. 11 stormwater site plan template.doc—rev.10/12/2003 b S Stormwater Site Plan Changes If the designer wishes to make changes or revisions to the originally approved Stormwater Site Plan, the proposed revisions shall be submitted to DCD prior to construction. The submittal shall include substitute pages that include all proposed changes, revised drawings showing any structural changes,and any other supporting information that explains and supports the reason for the change. Final Corrected Plan Submittal If the project included construction of conveyance systems, treatment facilities, flow control facilities, or structural source control BMPs (not standard on-site stormwater management BMPs), the applicant shall submit a final corrected plan ("as-builts")when the project is completed. These should be engineering drawings (stamped by a licensed civil engineer) that accurately represent the project as constructed. Conditions of Use Construction entrances shall be stabilized wherever traffic will be leaving a construction site and traveling on paved roads or other paved areas within 1,000 feet of the site. On large commercial,highway,and road projects,the designer should include enough extra materials in the contract to allow for additional stabilized entrances not shown in the initial Construction SWPPP. It is difficult to determine exactly where access to these projects will take place;additional materials will enable the contractor to install them where needed. Design and • See Figure 4.2 for details.Note:the 100'minimum length of the Installation entrance shall be reduced to the maximum practicable size when the Specifications size or configuration of the site does not allow the full length(100'). • A separation geotextile shall be placed under the spalls to prevent fine sediment from pumping up into the rock pad. The geotextile shall meet the following standards: _ Grab Tensile Strength(ASTM D4751) 200 psi min. Grab Tensile Elongation(ASTM D4632) 30%max. Mullen Burst Strength(ASTM D3786-80a) 400 psi min. AOS(ASTM D4751) 20-45(U.S.standard sieve size) • Consider early installation of the first lift of asphalt in areas that will paved;this can be used as a stabilized entrance. Also consider the installation of excess concrete as a stabilized entrance. During large concrete pours,excess concrete is often available for this purpose. • • Hog fuel(wood-based mulch)may be substituted for or combined with quarry spalls in areas that will not be used for permanent roads.Hog fuel is generally less effective at stabilizing construction entrances and should be used only at sites where the amount of traffic is very limited. Hog fuel is not recommended for entrance stabilization in urban areas. The effectiveness of hog fuel is highly variable and it generally requires more maintenance than quarry spalls. The inspector may at any time require the use of quarry spalls if the hog fuel is not preventing sediment from being tracked onto pavement or if the hog fuel is being carried onto pavement. This can substantially increase the effectiveness of the pad and reduce the need for maintenance. Maintenance • Quarry spells(or hog fuel)shall be added if the pad is no longer in Standards accordance with the specifications. • If the entrance is not preventing sediment from being tracked onto pavement,then alternative measures to keep the streets free of sediment shall be used. This may include street sweeping,an increase in the dimensions of the entrance,or the installation of a wheel wash. • Any sediment that is tracked onto pavement shall be removed by shoveling or street sweeping. The sediment collected by sweeping shall be removed or stabilized on site. The pavement shall not be cleaned by washing down the street,except when sweeping is ineffective and there is a threat to public safety. If it is necessary to wash the streets,the construction of a small sump shall be considered. Outdoor residential storage shall be maintained in an orderly manner and shall create no fire, safety, health or sanitary hazard. 6.) Not more than 2 unlicensed vehicles shall be stored on any lot unless totally screened from view of neighboring dwellings and rights-of-way. Such screening shall meet all applicable performance and development standards specific to the district in which the storage is kept, and shall be in keeping with the character of the area. Screening shall meet the requirements of Chapter 18.30 JCC. Outdoor storage of 3 or more junk motor vehicles is prohibited except in those districts where specified as an automobile wrecking yard or junk(or salvage)yard and allowed as a permitted use in Table 3-1 or Chapter 18.18 JCC, and such storage shall meet the requirements of JCC 18.20.100, Automobile wrecking yards and junk(or salvage)yards. In no case, shall any such junk motor vehicles be stored in a critical area. 7.) A minimum of two (2) on-site parking spaces shall be provided for the single family residence. i 8.) Maximum lot coverage is not to ex 25%. Lot coverage is defined as amount impervious surface which includes ro tops, driveways, concrete, etc. Pre-existi egal lots of record less than one acre in size in rural residential districts are subject to the stormwater requirements in Chapter 18.30 JCC and must meet the"Area of Impervious Surface Coverage"to the maximum extent practicable as determined by the administrator.
