Analysis /Strategic Goals /Pro's & Con's: This project is included in the officially adopted 2015 -2020 Transportation Improvement Program and the 2015 Annual Construction Program as Item No. 13. The purpose of this project is to improve the Chimacum School crossings at SR19 and West Valley Road and their associated approaches. This project also includes Education, Encouragement and Enforcement components. Fiscal Impact /Cost Benefit Analysis: The Engineer's Estimate for Construction is $191,425. Construction of this project is funded at 100% by a WSDOT Safe Routes to School grant. Recommendation: The Board is requested to sign the Call for Bids and return to Public Works. Department Contact: Eric Kuzma, Project Manager, (360) 385 -9167 Reviewed By: Phili Orley, C n ministrat Date NOTICE TO CONTRACTORS CALL FOR BIDS Safe Routes To School SR19 & West Valley Road County Road No. C514109 County Project No. CR1917 WSDOT Project No. HLP- SR12(003) Notice is hereby given that the Board of County Commissioners of Jefferson County, State of Washington, will receive sealed bids up until the hour of 9:30 a.m. on Tuesday, February 17, 2015 at the Office of the County Commissioners, basement level of the Jefferson County Courthouse, 1820 Jefferson Street, P.O. Box 1220, Port Townsend, Washington, 98368, for construction of Safe Routes to School, SR 19 & West Valley Road. Sealed bids will be opened and read publicly at 10:00 a.m., or shortly thereafter, on the same day in the Jefferson County Commissioners Chambers, basement level of the Jefferson County Courthouse. This contract provides for the construction of the Safe Routes To School, SR19 & West Valley Road, improvements, County Project Number CR1917, in Jefferson County, Washington. This work shall include installation of both pedestrian activated flashing beacon and school zone flashing beacons, improvements to the existing SR19 as well as West Valley Road crosswalks, and the construction of a multi -use path along the Chimacum Grange property frontage. All work will be in accordance with the attached Contract Plans, these Contract Provisions, and the 2014 Standard Specifications for Road, Bridge and Municipal Construction. The engineer's estimate for this project is $191.425. Bids shall be submitted in accordance with the plans and specifications on file at the Department of Public Works, 623 Sheridan Street, Port Townsend, Washington, where copies may be obtained by prospective bidders. Printed copies may also be obtained by calling the Department of Public Works at 360- 385 -9160 and electronic copies may be obtained by emailing pubworksna,co.iefferson.wa.us. Each bid shall be accompanied by a surety bond, postal money order, cash, cashiers check or certified check payable to the Jefferson County Treasurer in the sum of five percent (5 %) of the bid amount, to be forfeited to Jefferson County by the successful bidder if he /she fails to enter into a contract & file an acceptable surety bond in the amount of 100% of the contract price within ten (10) calendar days of the award. The Board of County Commissioners reserves the right to reject any and all bids and to accept the bid deemed most advantageous to Jefferson County and to waive all informalities in the bidding. The Jefferson County Public Works in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252.42 U.S.C. 2000d to 2000d -4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full discriminated an award.
