Kirkland,WA 98056 Parcel Number: 976500004 Site Address: 140 Maple Ln Quilcene, WA 98376 Re: Notice of Voluntary Correction No.2 Dear Ms. Kirkland Following up on our letter of August 15, 2013 we performed a courtesy inspection of the deck attached to your House at 140 Maple In, Port Ludlow, Wa 98365. We were committed to perform this inspection and if all was well we would sign it off as finaled at that time. If it failed you would be required to apply for a permit to install a new deck. Permit No: BLD94-00539 has expired and is not renewable. Mr. Frank Hall, Jefferson County Building Inspector, went out and performed the inspection with all intent to sign for completion and final. As per the inspection report of August 15, 2013. there were several issues that needed correction and the deck could not be finaled.. It is my understanding that this deck has now been reviewed by an engineer and re-built according to the engineer's plans. Our review of this case has revealed a probable violation of the County's Building codes. The violation is: 1 Construction of a deck without a Building Permit, pursuant to the 2012 International Building Code, Section 105.2. 2 Pursuant to JCC 18.50.050 of the Jefferson County Code you are requested to correct the violation(s) within 30 calendar days or no later than December 18, 2013. Our department is available to assist you by answering any questions you may have about the steps required for voluntary correction of this violation. If you feel this notice is not valid, or to seek assistance, please contact our office, at(360) 379-4450. Please take notice of the above deadline, as failure to correct the violation may result in the issuance of a Formal Notice and Order. A Notice and Order will typically assess a penalty of $100.00 per calendar day, per violation, for each day the violation(s) continues after December 18, 2013, and may lead to civil abatement proceedings and/or a "Notice to Title" recorded against this property. The penalty becomes a personal obligation and can become a lien against the property. A Notice and Order may be appealed in the manner permitted in JCC 18.50.080. Thank you for your cooperation. October 25, 2013 Tony Murray 5348 Country Club Way Port Orchard, WA 98367 RE: Inspection of Deck at 140 Maple Lane, Port Ludlow Mr. Murray, On August 30th, I met with you at 140 Maple Lane to inspect the construction of a deck that I understand was completed without a permit from Jefferson County. This letter is a summary of my inspection. The deck is located on the east side of the house and measures approximately 15' by 17'. The 2x6 joists run north-south and are supported on (4) rows of double 2x6 beams running east-west. The east-west beams are supported on(3) 4x4 posts on 12" pier footings, except the northernmost beams which are supported on(4) 4x4 posts. The stairs are located on the northeast corner of the deck. Some observations of the deck that were a little unconventional include: 1) Instead of blocking the southern end of the joists over the beam, a structural 2x6 rim joists was added. This is acceptable. 2) At first glance, it appears that the joists were not spliced over the interior beam lines, but a second joist was added at each splice to span from beam-to-beam. 3) The stair handrail posts were embedded into the ground. This actually provided better handrail stability than an above-ground solution. 4) A couple of the 4x4 posts were using existing concrete for support at the northwest corner of the deck. The existing concrete appears adequate to support the posts. In my opinion, the deck is adequate to support the minimum required load. The 2x6 joists span a maximum distance of 7'. The double 2x6 beams are adequate for the 7' span. The handrail is of appropriate height and construction. Please forward a copy of this letter to Jefferson County with your after-the-fact permit application. Feel free to contact me with any questions.
