PROJECT DESCRIPTION:
SHORELINE DEVELOPMENT PERMIT EXEMPTION THE WORK WOULD REPLACE TWO FAILING CULVERTS
WITH NEW FISH PASSABLE CULVERTS AT SITE MP 3.3 AND SITE MP3.5 THE CURRENT AND PROPOSED USE
OF THE C-2400 FOREST ROAD IS TO SUPPORT COMMERICAL TIMBER HAUL AND TO PROVIDE
RECREATIONAL ACCESS. THE NEW CULVERTS WILL RESTORE ACCESS TO 2,350' OF UPSTREAM SLAMON
HABITAT.

PROJECT LOCATION: Parcel Number: 512 022 000, Site Address: DNR forest road C-2400 stream crossing culverts
at MP 3.3 and 3.5. From Clearwater Mainline, MP 19.1, trn north on C-2400 for 3.3 and 3.5 miles. S-T-R: 2-25-12.
FINDINGS:
1.) The Administrator finds that this application complies with applicable provisions of the Unified Development
Code, all other applicable ordinances and regulations, and is consistent with the Jefferson County
Comprehensive Plan and Land Use map.
2.) The application was reviewed by the Jefferson County Department of Community Development staff on
December 8, 2014 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of
the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review and an
investigative site inspection, the following ESAs were confirmed to be present on the subject property: Shoreline
Master Program Stream designated Conservancy; DNR designated fish habitat stream; spotted owl buffer;
Susceptible Aquifer Recharge Area. .
3.) The Development Review Division finds that this proposal is consistent with Shoreline Master Program Section
18.25.510 (18): "a public or private project, the primary purpose of which is to improve fish or wildlife habitat or
fish passage..."and is consequently exempt from the substantial development permit (SDP) requirements.
Exemptions from the substantial development permit requirements do not exempt a proposed development
from compliance with the applicable policies and standards of the Shoreline Master Program or other applicable
Federal, State, or local permit or license requirements.
4.) The proposed activity replaces two failing culverts that are fish passage barriers with new culverts. The
applicant demonstrates in the Joint Aquatic Resources Permit Application (JARPA) Form, in the Forest
Practices Application/Notification (FPA) No. 2612613 and FPA No. 2612677, and the WDFW approvals of
Hydraulic ProjectApproval Control Numbers 132217-1 and 132443-1, respectively, that the project will result in
a net benefit to the aquatic environment by replacing the undersized and failing culverts with stream simulation
fish passage culverts that are better for transport of sediment and debris, and passage for all fish species at all
life stages. The application is found to be exempt from the requirements of a Shoreline Substantial
Development Permit under JCC 18.25.510 (18) --A public or private project, the primary purpose of which is to
improve fish or wildlife habitat or fish passage.
5.) The Shoreline Substantial Development Permit Exemption is valid for one year from the date of issuance. If the
project is not completed in one year, DNR will need to re-apply for another exemption review when additional
work is restarted.
6.) The project is found to meet the exemption in Stormwater Management Standards at JCC 18.30.070 (2): road
maintenance activities and forest practices regulated under WAC Title 222.
7.) The project is found to meet the clearing and grading exemption at JCC 18.30.060 (5)(b)(iii)and (5)(b)(iv): "All
grading of 500 cubic yards or more shall be subject to a stormwater management permit, as specified in JCC
18.30.070(6)with the exception of...(iii)--Construction of a Class I-Ill logging road (per RCW 76.09.050 and
WAC Title 222); ...(iv) --Drainage improvements constructed in accordance with subsection (2) of this section
and JCC 18.30.070."
8.) The site plan as submitted with the culvert replacement application on December 8, 2014 has been reviewed
for consistency under the UDC, and has been approved by Jefferson County Department of Community
Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated January
27, 2015 shall be resubmitted for review and approval by Jefferson County Department of Community
Development.
9.) This approval is for a fish passage culvert replacement only. Any future permits on this site are subject to
review for consistency with applicable codes and ordinances and does not preclude review and conditions
which may be placed on future permits.
10.) The Washington Department of Natural Resources (DNR) is the lead agency for SEPA compliance for the
project. DNR determined that the project is categorically exempt from SEPA pursuant to WAC 222-10-125,
DNR Forest Practices.
11.) Susceptible Aquifer Recharge Areas are those with geologic and hydrologic conditions that promote rapid
infiltration of recharge waters to groundwater aquifers.
12.) Aquifer Recharge Areas in Jefferson County are characterized by porous geological formations that allow
percolation of the surface water into the soils and the underlying zone of saturation. Aquifers are geologic
formations that contain sufficient saturated permeable material to yield significant quantities of water to wells
and springs. Aquifers serve as the source of drinking water within most of the rural portions of Jefferson
County.
CONDITIONS:
1.) The applicant shall follow best management practices for Temporary Stream Flow Bypass as specified in the
WDFW Hydraulic Project Approvals and shown in the General Stream Diversion Plan in the application
materials to avoid delivering sediment downstream during construction.
2.) The project shall adhere to the Best Management Practices (BMPs)to control stormwater, erosion and
sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during
construction, and in the design and operation of stormwater and drainage control systems.

resubmitted for review and approval by Jefferson County Department of Community Development.
9.) This approval is for"replacement of existing ford crossing with a new 24-inch diameter cross culvert and replacement
of undersized, fish impasse culvert with 12-foot diameter stream simulation culvert at Mile Post 3.3, DNR Forest Roa(
C-2400; and replacement of fish barrier culvert with 12-foot diameter simulated stream design culvert at Mile Post 3.E
DNR Forest Road C-2400" only. Any future permits on this site are subject to review for consistency with applicable
codes and ordinances and does not preclude review and conditions which may be placed on future permits.

Dear Mr.Peterson,
The Washington Department of Natural Resources (DNR) is requesting an extended or new Shoreline
Substantial Development Permit Exemption for our proposed fish passage culvert replacements on forest
road C-2400. This work will be performed within Tax Parcel 512022000.
The DNR is proposing to replace two failing culverts with new fish passable culverts on forest road
C-2400. The culverts are on tributary streams to Christmas Creek and within 200' of shorelines
jurisdiction along Christmas Creek.These two culverts are at the end of their service life and they are fish
passage barriers. This work in necessary to maintain and preserve the forest road for the purpose of
hauling commercial timber and to provide recreation access to forest land.The culvert replacements will
also restore access to approximately 2,350' of upstream habitat for salmon. The primary species that
would benefit from this work are coho salmon, steelhead and cutthroat trout.
This is a multi-year project and last winter the DNR applied for and received a Shoreline Substantial
Development Permit Exemption,MLA14-00002, and Case Number SDP14-00001. That exemption
expires on 3/10/2015, and our expected construction schedule goes from July through September of 2015.
Please refer to the previous application for project information. Everything is the same except that some
of the cross-drains at the MP 3.3 site have been installed to support the construction of a bridge further up
the road.Work that was completed last summer at the MP 3.3 site is shown on an updated plan sheet.
Please accept this request for an exemption. At your request we have attached an updated Master Permit
Application,updated plan sheet to show work completed last summer and a check for$551.00.
