The project shall adhere to the Best Management Practices(BMPs)to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 2.) Per the Building Division, structures must be affixed to the ground to prevent movement while on-site. 3.) Landscaping per the approved plan shall be installed and inspected prior to final permit sign-off. Contact David Wayne Johnson for landscaping inspection at 360-379-4465. 4.) Any signage will require zoning and/or building permit review and approval. FINDINGS: 1.) The Administrator finds that this application complies with applicable provisions of the Unified Development Code, all other applicable ordinances and regulations, and is consistent with the Jefferson County Comprehensive Plan and Land Use map. 2.) The proposal complies with the required standards for commercial development in a Rural designation. No water or sewer are required. Public restrooms are available for use at the adjacent Community Center as approved by the Environmental Health Department. Access to the site is via Highway 101 and local County roads. Traffic to the site will be minimal and stormwater will be treated on-site. Adequate parking is provided per JCC 18.30.100. Screening is adequate per JCC 18.30.130 as depicted on the approved site plan. The sigr will require separate zoning and/or building permit review and approval. All setbacks have been met. 3.) A Pre-application conference was held on August 15, 2013 and attended by Environmental Health and Public Works. 4.) The proposal is to site temporary storage structures on-site as displays. Two of the structures may be occupied to sell products to visitors to the site, which is an allowed use in the RVC zone. 5.) The application was reviewed by the Jefferson County Department of Community Development staff on August 15, 2013 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: Susceptible Aquifer Recharge Area. 6.) Susceptible Aquifer Recharge Areas are those with geologic and hydrologic conditions that promote rapid infiltration of recharge waters to groundwater aquifers. 7.) Jefferson County determined that this proposal is categorically exempt from review under the State Environmental Policy Act(SEPA) pursuant to WAC 197-11-800(b)(iii). 8.) The site plan as submitted with the Zoning Consistency Review application on September 2, 2014 has been reviewed for consistency under the UDC, and has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated January 14, 2014 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 9.) This approval is for a Temporary Storage Building Display Site only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits. 10.) Road Approach permit RAP14-00023 has been approved and issued for this project. APPEALS: Pursuant to RCW 36.70C,the applicant or any aggrieved party may appeal this final decision to Jefferson County Superior Court within twenty-one(21)calendar days of the date of issuance of this land use decision. Are the parking spaces off W Rose St for public access only adequate for the use of this site? The parking area needs to show the paved apron area within the right-of-way, including the radius. The original permit has expired and the access points reviewed and approved under that permit have changed as well as the Applicant/Owner. Therefore, a new road approach permit will be required for the latest proposal. The road approach application shall address any access to be used for bringing the building models onto and off the property as well as the parking area (and apron/radius). Landscaping shall be provided for commercial, industrial, small-scale recreational and tourist uses, and multifamily residential use surface parking lots, with five or more parking stalls, as follows: (a) Screening shall be provided on each side, front, and/or rear of a parking lot where such side, front, and/or rear abuts any residential use or district, except that no screening is required where the elevation of the parking area lot line is four feet higher than the finished elevation of the parking area surface. (b) Parking lot screening and landscaping shall be kept in good condition and shall meet the following conditions: (i) It shall be continuous where required along a side, front or rear of a parking area and shall not be less than four feet in height above the grade of the parking lot surface, broken only for accessways and aisles; provided, that the screening shall not be permitted for a distance of 20 feet on each side of a parking area accessway to ensure proper sight distance.Where screening is prohibited by the above provisions, low lying shrubs or other similar plantings shall be placed; such plantings shall not be allowed to exceed three feet in height. When screening is required, a landscaping plan shall be submitted with the project application to indicate how the minimum screening requirements are met. The plan must meet the following requirements: (a) The landscape plan shall be drawn on the same base map as the development plans or on a separate sheet properly labeled and shall identify the following: (i)Total landscape area; (ii) Landscape materials, plant names, and applicable size; (iii) Property lines; (iv) Impervious surfaces; (v) Existing or proposed structures, fences, and retaining walls; and (vi) Natural features or vegetation left in natural state. The applicant shall be responsible for the cost to repair any and all damage to the county roadway and rights-of-way, including the integrity of all survey monuments or boundary markers. 7.) Hey David I had a call from a John today regarding his re13-17 He is ready to submit the permit for this, he says they are placing 4 sample sheds and that he is placing one travel trailer that is approximately 400sp ft. That would be permitted though L&I and he was told he would not need a building permit for this travel trailer-but that he would required a Consistency review of$228.00 For the overall project and the sheds. I don't totally understand-and advise John that I would pull the Pre-App and then talk to the planner that was involved on this and get back to him with clear directions and we could schedule him an appointment for submittal. John also advise that he was going to possible let a woman sale quilts out of one of the shed's and said something about using the Community Centers bathroom for this and that this was discussed in and during the Pre-App process as well. I went to pull the PRE—App and it is not there. Therefore I am hoping you have this at your desk and could possible help me to review this new project and explain what applications will be required.
