This building approval accounts for 150 GPD of septic system capacity, as designed and approved SEP05-19. This septic system is NOT designed for any wastewater other than for sanitary needs of the 3 proposed employees. 2.) Approval of this permit does not provide any assurance of future approvals for onsite sewage disposal on the property or use of any existing septic systems. Actions taken to date and proposed as part of this project may limit or prevent future development of an onsite sewage system. Future proposals must meet current code at the time of application. 3.) JCPH approval is based on the proponent's statement that no processing of'edibles'will be taking place on the premises. If production of'edibles' is proposed at a later date further review is required to determine if there is adequate capacity in the onsite sewage system. Water use information and waste strength testing will be required prior to further review and approval. 4.) JCPH approval for the septic system connection is approved based on the growing operation using soil as the growing medium. The use of hydroponic or water based growing media IS NOT approved. 5.) The applicant shall install one (1)designated and signed handicapped parking space near the main entrance. 6.) The project shall adhere to the Best Management Practices (BMPs)to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 7.) The storage and handling of inflammable liquids, liquified petroleum, gases and explosives shall comply with rules and regulations falling under the jurisdiction of the fire marshal, the laws of the state and other local ordinances. Bulk storage of inflammable liquids below ground shall be located no closer to the property line than the greatest dimension (diameter, length, or height) of the tank. 8.) The intensity of sound emitted by any commercial or industrial activity shall not exceed levels estabished by the Washington State Department of Ecology under WAC 173-60, and by Jefferson County under Resolution No. 67-85, "Establishment of Environmental Designations for Noise Abatement Areas for Jefferson County." 9.) Lighting fixtures shall be designed and hooded to prevent the light source from being directly visible from outside the boundaries of the property. The intensity or brightness of all lighting, during construction and after project completion shall not adversely affect the use of surrounding properties or adjoining rights-of-way. 10.) Exterior lighting for commercial and industrial uses shall not exceed thirty feet(30') in height from the finished grade. Exterior lighting for residential uses shall not exceed twenty feet(20') in height from the finished grade, excepting when such lighting is an integral part of a building or structure. Ground level lighting is encouraged. 11.) Maximum lot coverage is not to exceed 55%. Lot coverage is defined as amount of impervious surface which includes roof tops, driveways, concrete, etc. FINDINGS: 0 0 1.) The Administrator finds that this application complies with applicable provisions of the Unified Development Code, all other applicable ordinances and regulations, and is consistent with the Jefferson County Comprehensive Plan and Land Use map. 2.) See MLA08-00499 for building and land use approval of existing building. No change to exsiting structure or site, with the exception of minor infill of gravel. Addition of 4,320 square feet of greenhouse only. 3.) The site plan as submitted with the Building Permit application on July 23, 2014 has been reviewed for consistency under the UDC, and has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated September 5, 2014 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 4.) This approval is for a Cannabis Growing only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits. 5.) The ground shifts often when applying for a license to grow and process cannabis under I-502. 3. proposed use of the kitchen, including what products will be produced and how, We need the kitchen space licensed by Department of Agricultural (WSLCB reg) so we can create value added products sooner than later. We have submitted a plan than asks for licensing to produce an array of"potential products" in the period of the next 12 months. This was done on advice of WSLCB investigator who said we might not be able to adapt our plan for growing, processing, financing for at least a year. They want to get thru every applicant before they start looking at amending the first applicants. Hundreds of folks have not gotten their initial phone call that starts the process. We will be rolling pre-ground blended cannabis into joints for packaging, 2 gm packaging of buds, and the extraction of THC and CBDs using 180 proof ethyl alcohol and a vacuum extraction system that recaptures all of the solvent. The resultant oil will be stored under refrigeration at 40 degrees or less. It will then be available for inclusion in tinctures, bitters, soda, or other non-baked or heated consumables. ORCAA will, however, continue to enforce applicable state and local regulations for odors and dust, which apply generally to all sources of emissions including marijuana facilities. Marijuana facilities are required to comply with general state and local air regulations prohibiting nuisance odors and dust, and requiring control of emissions consistent with best management practices for the industry. Per ORCAA Rule 8.5(c), no person shall cause or allow the emission or generation of any odor from any source, which unreasonably interferes with another person's use and enjoyment of their property. Complying with this prohibition will require air pollution control technology and measures sufficient to prevent nuisance odors and dust. At this time, ORCAA recognizes Denver's Best Management Practices as an applicable guideline for determining baseline controls for odors and dust, with the exception of masking agents, which are prohibited in Washington State (see Attachment). 1 • ORCAA's decision to not require air permitting or registration of marijuana facilities is due to the limited environmental value these regulatory processes would add once a facility has been given a license to site. Sensible land use and siting criteria applied during facility licensing to prevent siting marijuana facilities in too close proximity to residences and sensitive receptors is the first and best means for preventing odor issues. Therefore, ORCAA intends to engage in a regulatory capacity with marijuana facilities if and when they are identified as a nuisance due to their air emissions. ORCAA anticipates this engagement will be triggered when nuisance odor or dust complaints are received by the agency, or if requested by a local city or county official. ORCAA staff have reviewed the Jefferson County Cannabis SPC Project BLD14-00263 proposal. Based on the information submitted, the project does not include any equipment or processes that will require pre-approval from ORCAA. The only item that Larry and I looked at was determining the necessity of the monitoring inspection. He stated that the system had never been used, so a monitoring inspection would not be required. HOWEVER; I highly recommend that the original designer do a check on the system pump controls to make sure the settings have not changed and are functional and ensure the pump is operating(sometimes the impellers freeze up over extended periods of no use). I will need a complete description of project intentions to determine adequacy of the septic system and to provide review by the Water Quality Division of the Department of Ecology for Industrial wastewater discharge requirements.
