HomeMy WebLinkAbout020215_cabs01GA Geas,�da JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST TO: Board of Commissioners Philip Morley, County Administrator FROM: Cheryl Lowe, MRC coordinator DATE: February 2, 2015 RE: MRC annual report STATEMENT OF ISSUE: Jefferson County Marine Resources Committee (JCMRC) provides an annual report to the BOCC to keep them informed about grants, accomplishments and goals accomplished in 2014 and plans for 2015. ANALYSIS: This committee brings together community expertise on marine resource issues of interest to the County. They identify priority actions consistent with the Puget Sound Partnership Action Agenda and the Northwest Straits Benchmarks and implement those actions. This annual report gives the BOCC an opportunity to provide input and guidance regarding marine resource education, outreach and nearshore restoration activities. FISCAL IMPACT: No fiscal impact. Jefferson County receives grant funds for this program from the Northwest Straits Commission (Dept of Ecology) and the Northwest Straits Foundation. RECOMMENDATION: A 30- minute presentation on the 2014 accomplishments and 2015 plans of the JCMRC. Completed. $73,000 (Sept 2014 -Sept 2015) for MRC administration and local projects (EPA $ thru WA Dept of Ecology). Current. Northwest Straits Foundation (NWSF): $70,000 for NWSF to manage design study and prepare permits for Fort Townsend State Park Shoreline Restoration. Completed. • $350,000 to NWSF for construction phase of Fort Townsend State Park Nearshore Restoration. Current. $50,000 to NWSF for removal of derelict crab pots in Port Townsend Bay. In addition, 57 derelict nets removed from Jefferson marine waters. Completed. $14,000 (2014- 2016). MRC funding to support local outreach, education and volunteer monitoring of various projects. Current. $2,700 (2013 -2015) for MRC assistance with Oil Spill Preparedness Workshops. Current. Three workshops in partnership with NWS Foundation. Current. • Jefferson County SoundIQ: (NWS Commission) On -line, easy -to- access, shoreline mapping platform. Jefferson County is in process. Current. • Diggin' for Dinner (2014 -15): Annual hands -on, family- oriented programs on safe and sustainable clam harvesting at local public beaches, in partnership with WDFW and WSU Beach Watchers. Current. • Oil Spill Preparedness Workshop. January 2015. Co- hosted with NWS Foundation and designed for local officials. Current. • Forage Fish Spawning Survey Training: In partnership with NWS Commission and PT Marine Science Center. Completed. • Information tables at festivals, presentations to local groups, local media articles, paid advertisements in local media and Rose Theatre trailer ads. Current. 2014 -15 MRC Projects & Programs • Nearshore Restoration Planning Workshop (Feb 2014): In partnership with Jefferson Dept of Community Development, this meeting with local nearshore restoration partners reviewed progress on the SMP Restoration Plan, shared information about current projects, and discussed implications of sea level rise. Completed. • Fort Townsend State Park Shoreline Restoration (2014 -16): Project goal is to improve beach access and enhance nearshore processes and habitats. Anticipated construction in 2015 and outreach programs in 2015 -16. Current. • Eelgrass and Shellfish Voluntary No- anchor Zones: Maintenance /outreach for voluntary no- anchor zones in Port Townsend, Port Hadlock and Mystery Bay. Current. • Rain Gardens (2014): Two rain gardens on Garfield St constructed through collaboration with City of Port Townsend, WSU Extension and Sound Experience. Also new interpretive LID sign near Port's Boat Haven facility. Completed. • Olvmoia Oyster Habitat Enhancement (2014): Enhanced Olympia oyster habitat by adding shell to target site in Discovery Bay. Installed in August 2014 and will be monitored for 3 -5 years. Currently monitoring. • Puget Sound Partnership: MRC members participate in Strait ERN, Chumsortium and Hood Canal Coordinating Council's Eco -Net meetings. Current.
