Analysis /Strategic Goals /Pro's & Con's: Jefferson County has received funding from the Federal Emergency Management Agency (FEMA) and Washington State for the realignment of Dowans Creek Road between milepost 0.85 and milepost 1.53. The road realignment is necessary in order to move the road out of an active landslide area and preserve access to properties served by Dowans Creek Road beyond the slide area. This Call for Bids is for construction of the road realignment. Fiscal Impact /Cost Benefit Analysis: The Engineer's Estimate is $498,936. This will be funded at 75% by FEMA, 12.5% by Washington State, and 12.5% by the County Road Fund. Recommendation: The Board is requested to sign the Call for Bids, and return to Public Works. Date NOTICE TO CONTRACTORS CALL FOR BIDS Dowans Creek Road Realignment County Road No. 146809 County Project No. 17993 FEMA 1734 -DR -WA Notice is hereby given that the Board of County Commissioners of Jefferson County, State of Washington, will receive sealed bids up until the hour of 9:30 a.m. on Monday, March 9, 2015 at the Office of the County Commissioners, basement level of the Jefferson County Courthouse, 1820 Jefferson Street, P.O. Box 1220, Port Townsend, Washington, 98368, for construction of the Dowans Creek Road Realignment, County Project No. CR17993. Sealed bids will be opened and read publicly at 10:15 a.m., or shortly thereafter, on the same day in the Jefferson County Commissioners Chambers, basement level of the Jefferson County Courthouse. This Contract provides for the improvement of Dowans Creek Road in West Jefferson County near Forks, Washington by realigning 0.75 miles of the road to avoid a slide area. Work includes widening and resurfacing 0.43 miles of existing gravel logging road, constructing 0.32 miles of new gravel road, decommissioning 0.21 miles of gravel road, and other work, all in accordance with the Contract Plans, Contract Provisions, and the Standard Specifications. The Engineer's Estimate is $498,936. Bids shall be submitted in accordance with the plans and specifications on file at the Department of Public Works, 623 Sheridan Street, Port Townsend, Washington, where copies may be obtained by prospective bidders. Printed copies may also be obtained by calling the Department of Public Works at 360- 385 -9160 and electronic copies may be obtained by emailing pubworksaco.iefferson.wa.us. Each bid shall be accompanied by a surety bond, postal money order, cash, cashiers check or certified check payable to the Treasurer of Jefferson County in the sum of five (5 %) percent of the bid amount, to be forfeited to Jefferson County by the successful bidder if he/she fails to enter into a contract and file an acceptable surety bond in the amount of 100% of the contract price within ten (10) calendar days of the award. The Board of County Commissioners reserves the right to reject any and all bids and to accept the bid deemed most advantageous to Jefferson County and to waive all informalities in the bidding. The Jefferson County Public Works in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252.42 U.S.C. 2000d to 2000d -4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin or sex in consideration for an award.
