Subject: Call for Bids, Upper Hoh Road MP 3.338 Culvert Replacement,
Project No. CR18960, Federal Aid Project No. PLH- A160(001)
Statement of Issue: The Board is asked to approve the Call for Bids for the Upper
Hoh Road, MP 3.338 Culvert Replacement project, County Project No. CR18960.
Analysis /Strategic Goals /Pro's Et Con's: This project consists of replacing the
substandard, failing culvert at Upper Hoh Road MP 3.338 with a new 42 -inch diameter
steel culvert. The new pipe is to be installed by pipe ramming through the fill
adjacent to the existing culvert in order to keep the road open and lower costs. This
Call for Bids is for installation of the new culvert at Upper Hoh Road MP 3.338.
Fiscal Impact /Cost Benefit Analysis: The Engineer's Estimate is $550,752. This will
be funded at 100% by the Fede r" ighway Administration,
Recommendation: The Board is requested to sign the Call for Bids, and return to
Public Works.

CALL FOR BIDS
Upper Hoh Rd. MP 3.338 Culvert Replacement
County Project No. CR18960
Notice is hereby given that the Board of County Commissioners of Jefferson County, State of
Washington, will receive sealed bids up until the hour of 9:30 a.m. on Monday, March 16, 2015 at
the Office of the County Commissioners, basement level of the Jefferson County Courthouse, 1820
Jefferson Street, P.O. Box 1220, Port Townsend, Washington, 98368, for construction of the Upper
Hoh Road MP 3.338 Culvert Replacement, County Project No. CR18960. Sealed bids will be
opened and read publicly at 10:00 a.m., or shortly thereafter, on the same day in the Jefferson
County Commissioners Chambers, basement level of the Jefferson County Courthouse.
This contract provides for the improvement of Upper Hoh Road by replacing the culvert at Upper
Hoh Road MP 3.338 in West Jefferson County near Forks, Washington. Work includes
replacement of the culvert by the pipe ramming method, lining the pipe, and other work, all in
accordance with the attached Contract Plans, these Contract Provisions, and the Standard
Specifications. The Engineers Estimate is $550,752.
Bids shall be submitted in accordance with the plans and specifications on file at the Department of
Public Works, 623 Sheridan Street, Port Townsend, Washington, where copies may be obtained
by prospective bidders. Hard copies and /or electronic copies may also be obtained by calling the
Department of Public Works at (360) 385 -9160.
Each bid shall be accompanied by a surety bond, postal money order, cash, cashiers check or
certified check payable to the Treasurer of Jefferson County in the sum of five (5 %) percent of the
bid amount, to be forfeited to Jefferson County by the successful bidder if he /she fails to enter into
a contract and file an acceptable surety bond in the amount of 100% of the contract price within ten
(10) days of the award. The Board of County Commissioners reserves the right to reject any and
all bids, and to accept the bid deemed most advantageous to Jefferson County, and to waive all
informalities in the bidding.
Jefferson County, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42
U.S.C. 2000d to 2000 -4 and Title 49, Code of Federal Regulations, Department of
Transportation, Subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally
assisted programs of the Department of Transportation issued pursuant to such Act, hereby
notifies all bidders that it will affirmatively insure that in any contract entered into pursuant
to this advertisement, disadvantaged business enterprises will be afforded full opportunity
to submit bids in response to this invitation and will not be discriminated against on the
grounds of race, color or national origin in consideration for an award.
