Rd. No. 503608, CR1873, R.A.P. Project No. 1609 -02 Statement of Issue: The issue is requesting execution of the Call for Bids document for the above referenced County project CR1873, providing for advertisement of the Call for Bids. Analysis /Strategic Goals /Pro's ft Cons: This project is included in the officially adopted 2015 -2020 Transportation Improvement Program as Item No. 10. This project is also included in the adopted 2015 Annual Construction Program as item No. 8. This project will be advertised for a period of three (3) weeks. Execution of the Call for Bids will allow for the advertisement of this project for construction. Fiscal Impact /Cost Benefit Analysis: The signing of the Call for Bids authorizes the spending of funds for advertisement costs. Once the bids are opened and analyzed the Board at that time would authorize the contract amount. This project is funded at 90% by the Rural Arterial Program, through the State of Washington County Road Administration Board. The Engineer's Estimate is $1,109,469.96. This project is included in the adopted 2015 roads budget. Recommendation: Public Works recommends that the Board authorize the chair to sign the one (1) original Call for Bids where indicated, and return the one signed original to Public Works (attn. John Wayand). Reviewed By: P itip Moreft, ounty Administrator Date NOTICE TO CONTRACTORS CALL FOR BIDS Paradise Bay Road, Phase II M.P. 0.37 to M.P. 1.53 County Road No. 503608 County Project No. CR1873 R.A.P. Project No. 1609 -02 Notice is hereby given that the Board of County Commissioners of Jefferson County, State of Washington, will receive sealed bids up until the hour of 10:00 a.m. on Monday, March 23, 2015 at the Office of the County Commissioners, basement level of the Jefferson County Courthouse, 1820 Jefferson Street, P.O. Box 1220, Port Townsend, Washington, 98368, for construction of Paradise Bay Road, Phase II, M.P. 0.37 to M.P. 1.53. Sealed bids will be opened and read publicly at 10:30 a.m., or shortly thereafter, on the same day in the Jefferson County Commissioners Chambers, basement level of the Jefferson County Courthouse. This Contract provides for the improvement of Paradise Bay Road in Jefferson County from M.P. 0.37 to M.P. 1.53, in Port Ludlow, Washington. This work includes clearing and grubbing, grading, installation of storm drainage structures, shoulder construction, minor profile reconstruction, asphalt paving, guardrail installation, pavement marking, signing, seeding, roadside restoration, and other work, all in accordance with the Contract Plans, Contract Provisions, and the Standard Specifications. The Engineer's Estimate is $1,109,469.96. Bids shall be submitted in accordance with the plans and specifications on file at the Department of Public Works, 623 Sheridan Street, Port Townsend, Washington, where copies may be obtained by prospective bidders. Printed copies may also be obtained by calling the Department of Public Works at 360 - 385 -9160 and electronic copies may be obtained by emailing pubworks @co.jefferson.wa.us. Each bid shall be accompanied by a surety bond, postal money order, cash, cashiers check or certified check payable to the Treasurer of Jefferson County in the sum of five (5 %) percent of the bid amount, to be forfeited to Jefferson County by the successful bidder if he /she fails to enter into a contract and file an acceptable surety bond in the amount of 100% of the contract price within the time stated in the specifications. The Board of County Commissioners reserves the right to reject any and all bids and to accept the bid deemed most advantageous to Jefferson County and to waive all informalities in the bidding. Jefferson County, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000 -4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.
