The purpose of our study was to observe current geologic conditions of the slope and beach with regard to the proposed beach access stair structure. The proposed project is presented in the project plans titled Site Plan Stair Project, Stephen and Belinda Graham, 764 Point Whitney Road, Brinnon, Parcel#601074005 prepared by Brockman Builders, Inc. These plans were provided to us on September 17,2013. Existing Conditions The site is located on the west shore of Hood Canal overlooking Dabob Bay. The site was developed with the existing Graham residence house,driveway,and surrounding yard and landscaping. Part of our scope of work included reviewing an existing geotechnical report titled Geotechnical Report, Prepared for Steve Graham by Northwestern Territories,Inc., dated December 10,2003. This report was prepared as part of the house construction on the upland portion of the site. The upland portion of the site where the house was located consisted of a gentle slope that descended to the west away from the Hood Canal. The eastern beach slope was on the order of 45 degrees with portions of the slope near vertical. Site measurements were based on existing developed features at the site and the stair layout as provided by Brockman Builders,Inc. Total vertical relief from the top of the slope west toward the road was on the order of 30 feet. Total vertical relief from the top of the slope down to Hood Canal was on the order of 70 vertical feet. The top of the beach slope was the highest point at the site. Proposed Project The owners plan to install a wood-frame beach access stair that will consist of an upper landing at the top of the slope,three mid-slope landings,and a base landing located waterward of the ordinary high water(OHW)line at the beach. The lower stair run will be fitted with a let-down or"drawbridge"style landing. When not in use the lower stair can be raised using a winch and cable system and lowered when needed to access the beach. • • Stephen Graham November 6,2013 Project No. 13026 Vegetation Vegetation on the upland portion of the site consisted of grass lawn and landscaping around the house. Within approximately 10 feet of the top of the slope,vegetation consisted of scattered mature fir trees and dense native plant groundcover. Vegetation on the slope consisted of moderately dense stands of fir and madrona trees,with a dense understory of native shrubs including Oregon grape,salal,and berry bushes. The upland vegetation extended down to the inferred OHW mark at toe of the slope. Geology. Various geologic maps published by the Washington Department of Natural Resources(DNR), Jefferson County,and the United States Geological Survey(USGS)mapped the area as lodgment till,ablation till,and undifferentiated glacial sediments, The site is located at the margin of the Puget lowland and is geologically complex due to the interplay of regional ice sheets flowing south from Canada and local alpine glaciers flowing east from the nearby Olympic Mountains. Field observations indicate that the slope is comprised of relatively thin layer of lodgment till overlying consolidated silt sand and gravel lenses on the lower slope. A discussion of each unit encountered is presented below from youngest to oldest. Vashon Lodgment till The upper approximately 10 feet of the beach slope showed exposed,very dense,silty sand with gravel interpreted as Vashon lodgment till. These sediments were deposited during the last major glaciation of the Puget lowland,between approximately 15,000 and 18,000 years ago.As the regional Vashon ice sheet advanced south through the area,a mixture of gravel, sand,silt and clay entrained in the lower portion of the glacier which was deposited directly onto the pre-existing landscape. The upper 2 to 3 feet of weathered till is less dense and showed signs of bioturbation(root wedging,animal burrows)and reduced gravel content due to cycles of freeze-thaw. The unweathered till exhibits high shear-strength and low compressibility characteristics but is subject to undercutting and mass-wasting through spalling and toppling. The mid and lower portions of the slope consisted of randomly interbedded sand and gravel with isolated lenses of silt. These sediments are interpreted as older undifferentiated glacial sediments deposited prior to the Vashon ice sheet and may represent Vashon outwash sediments or older sediments derived from alpine glaciation of the area Similar to the overlying Vashon lodgment till,these undifferentiated sediments have been overridden by the weight of thousands of feet of glacial ice and typically exhibit low compressibility characteristics. Despite their relative strength,these older sand and gravel sediments are highly susceptible to wave erosion when exposed. Colluvium The outer 1 to 3-feet of soils on the slope consists of colluvium. Colluvium is the collection of eroded soils and the products of mass-wasting that collects at the toe of steep slopes. While Coastal Solutions, LLC Page 2 • • Stephen Graham November 6,2013 Project No. 13026 not considered a landslide hazard,the colluvium is loose,bioturbated,and is the growing medium for woody root structured plants on the slope. The colluvium and weathered soils on the slope are subject to soil creep,which is the natural,slow,downward movement of the soils over time Soil creep can be seen in the form of gently curved tree trunks and other vegetation growing outward instead of straight up. The toe of the slope consisted of discontinuous colluvium where landslide debris and eroded sediments from the upper slope collected at the beach. Slope angles were on the order of 1H1V. Colluvium is highly susceptible to erosion where exposed to wave action due to the lack of soil structure and low density. Colluvium is actively recruited by wave action and contributes to littoral sediment in the area When the supply of eroded material contributing to the colluvial toe exceeds the volume of soil being eroded by wave action at the toe,the colluvium tends to build. In contrast when the volume of soil eroded at the toe exceeds the supply of eroded material from above,the colluvial toe recedes. Drainage We noted that roof drains were routed to an underground drainage system that discharged to the west toward the road and a small existing pond between the road and the house. We saw no evidence of uncontrolled surface water drainage on the site and no indications of erosion or concentrated surface water flow that could result in destabilizing the slope. All surface water drainage systems should be closely monitored for proper function and to verify that all collected stormwater from the upland is routed to a safe,low-energy discharge point near the toe of the slope. Conclusions Stair Structure From a geotechnical perspective,construction of the proposed stair structure is feasible. Due to the presence of loose,weathered surficial soils on the slope we recommend a deep,pier- style foundation for all structural elements of the stairs. Stairs properly founded on 6 x 6-inch diameter wood beams encased in concrete and embedded a minimum of 4-feet below the surface of the slope will have the highest resistance to surficial soil creep with no adverse affect on the slope. The foundation elements,estimated to penetrate 4-feet below the ground surface,will effectively transfer vertical structure loading through the loose unsuitable soils subject to soil creep into the more competent sand and gravel below. Minor disturbance of vegetation on the slope where the foundation elements will be located will occur during construction. However revegetation of the area and care taken to re-establish the beach grade using hand tools will minimize any impact. Coastal Solutions, LLC Page 3 Stephen Graham November 6,2013 Project No. 13026 Recommendations • We recommend the use of 6 x 6-inch treated wood posts with concrete support as shown on the project plans provided by Brockman Builders. This type of foundation provides downward vertical capacity only and minimal lateral or uplift capacity. If either lateral or uplift capacity is required,beyond that which is provided by the stair structure itself,an alternative piling design should be considered. • Once installed,the owner should perform routine, long-term monitoring of the stair structure foundation and slope in the area. Repairs should be made as necessary. While the construction of the stair structure will not decrease slope stability,all steep slopes are subject to natural erosion and landslide activity that could result in damage to the stairs. The piling foundation will support the stair structure but will not buttress or reinforce the slope in any way. • All disturbed areas should be replanted with native,low-growing,woody root structure plants where appropriate. Construction should occur landward of the ordinary high water(OHW)mark and care should be taken to minimize disturbance along the lower colluvial toe. The placement of the lower landing at the toe of the slope will have no adverse impacts to shoreline geomorphic conditions including littoral sediment movement along the shore. Limitations This letter was prepared based on a limited field reconnaissance that consisted of identifying on-site soil and topographic conditions that could give rise to the existence of landslide hazard areas at the site. With the exception of shallow hand excavated test holes on the slope,no subsurface explorations were performed by our firm and quantitative slope stability or seismic analyses for the site was beyond the scope of work for this study. Landslide activity to varying degrees will occur on the slope in the future. The conclusions and/or recommendations in this report cannot provide a guarantee of stable slopes,but are meant to aid the owner in understanding and managing landslide hazard areas on the site. The steep beach slope is a landslide hazard area and should be monitored closely for any signs of instability.The opinions in this letter do not constitute a legal opinion or a warranty,express or implied.
