Analysis /Strategic Goals /Pro's ft Con's: Public Works has completed the emergency repair construction for the above referenced project, and recommends authorization of Change Order No 1 which is necessary due to bid item quantity variation and the added Davis Bacon Act contract requirement necessitating the Contractor to pay, at a minimum, the Federal Prevailing Wage rate. Fiscal Impact /Cost Benefit Analysis: Public Works was successful in securing Federal Highway Administration Emergency Relief funding to fund the repair. Recommendation: Public Works recommends that the Board authorize Change Order No. 1 and return two signed originals to Public Works for further processing. The contract amount increase is necessary due to bid item quantity variation. Additionally, by virtue of securing FHWA Emergency Relief Funding, wage rates at a minimum must meet the Federal Prevailing Wage Rate. Consequently, the prime and subcontractor prepared a supplementary certified payroll and made payment to employees such that the Federal Prevailing Wage requirements were met.
