Statement of Issue: Authorization of Change Order No. 1 in the amount of $8,826.65
for the above referenced project.
Analysis /Strategic Goals /Pro's ft Con's: Public Works has completed the emergency
repair construction for the above referenced project, and recommends authorization
of Change Order No 1 which is necessary due to bid item quantity variation and the
added Davis Bacon Act contract requirement necessitating the Contractor to pay, at a
minimum, the Federal Prevailing Wage rate.
Fiscal Impact /Cost Benefit Analysis: Public Works was successful in securing Federal
Highway Administration Emergency Relief funding to fund the repair.
Recommendation: Public Works recommends that the Board authorize Change Order
No. 1 and return two signed originals to Public Works for further processing.

You are ordered to perform the following described work upon receipt of an approved copy of this change order:
This change order is an administrative change necessary to increase the contract amount above the authorized
award amount of $140.000. The contract amount increase is necessary due to bid item quantity variation.
Additionally, by virtue of securing FHWA Emergency Relief Funding, wage rates at a minimum must meet the
Federal Prevailing Wage Rate. Consequently, the prime and subcontractor prepared a supplementary certified
payroll and made payment to employees such that the Federal Prevailing Wage requirements were met. Federal
funding was secured after the project was phyisically complete.
