Subject: Local Agency Agreement Supplement No. 3 with the Washington
State Dept. of Transportation ( WSDOT), Access Preservation:
Upper Hoh Road MP 3.338, Olympic National Park, CR1896,
Federal Aid Project No. PLH- A160(001)
Statement of Issue: The attached Local Agency Agreement Supplement with WSDOT
is necessary in order to transfer a portion of the Preliminary Engineering funding from
the Agency line to the State line.
Analysis /Strategic Goals /Pro's Et Con's: Jefferson County has been awarded Federal
funding through the Public Lands Highways Discretionary (PLHD) Program to replace
substandard and failing culverts at Upper Hoh Road MP 3.3, 4.3, and 6.9. WSDOT
administers the funding and is the lead agency for the federal environmental process.
Fiscal Impact /Cost Benefit Analysis: This supplement will transfer $5,000 from the
Preliminary Engineering Agency line to the Preliminary Engineering State line. There
is no net change to the total approved funding amount. This will be funded at 100%
by the Federal Highway Administration.
Recommendation: The Board is requested to sign the three originals of the Local
Agencv Agreement SuDDlement. and return to Public Works.
