1.0 BACKGROUND AND SCOPE OF WORK
NTI Engineering and Land Surveying (NTI) was requested by the subject property owner, Mr. Ray
McCanna,to perform a geologic hazard study of a proposed garage development site within Jefferson
County parcel number 721095010.The site is located at 265 Bluejay Lane, Port Ludlow, WA 98365.The
property lies south of Port Ludlow,Washington, within the Southwest Quarter of Section 9,Township
27N, Range 1E,W.M.,Jefferson County,Washington.
A new garage is planned to be constructed northwest of the existing residence on the property. Due to
the topography of the parcel and other site constraints,the position selected for the garage is near a
steep slope leading down to an erosional ravine on the north.Jefferson County mapping designates the
parcel and much of the surrounding area as having a "moderate" landslide hazard due to the presence
of large scale creeping slides in the vicinity. A significant slide of this type, covered only by jack-straw
Alder trees, lies about 400 feet north of the site.
The proposed site of the garage was cleared of vegetation and excavated to provide a level surface for
construction prior to the site study by NTI which was completed late in February of 2014.
This reconnaissance study was completed to evaluate the landslide hazard as it may affect the proposed
garage and to form the basis of steep slope setbacks and buffers.The report below also includes some
recommendations intended to enhance the long term stability of the site.
2.0 SITE DESCRIPTION
The mapped landslide hazard area cited by Jefferson County includes a lengthy portion of the slope
running along the west side of South Point Road.A deep ravine carved by flowing water and lying
perpendicular to South Point was of particular concern in this study due to its position near the
proposed garage site.

The ravine is approximately forty(40)feet in depth in the vicinity of the garage with side slopes ranging
from fifty (50) to sixty (60)degrees from horizontal.At the time of the NTI field work on February 25th,
2014 about 20 gallons a minute was flowing in the bottom of the ravine from an upland drainage basin.
The existing single-family residence with a gravel driveway lies on the south of the project area. On the
east, a broad slope, covered with trees and shrubs, slopes down to South Point Road.
3.0 THE GEOLOGIC SETTING
The Department of Ecology(DOE)Coastal Zone Atlas of Washington (1978) indicates that the property is
underlain by stratified sediments older than the lodgement till of the Vashon Stade of Pleistocene
glaciation. Fine-grained silt and related silt loam deposits were observed within the excavated area at
the project site and in several exposures on the slopes in the vicinity. The uniform sorting of silt particles
and the stratification of the silt member suggests that it may be a lacustrine (glacial lake bottom)
deposit.
Vashon lodgement till,formed at the bottom of the glacial ice column,overlies the silt member and was
mapped on the nearby higher ground to the west.There is little doubt that the Vashon glaciers over-
rode this silt deposit prior to its shaping by subsequent erosional processes, leading to the consolidation
and densification of the older silt deposit.
4.0 GEOTECHNICAL OBSERVATIONS AND INDICATORS
Field examination of the silt subsoil showed that it is tough and moderately dense in the un-weathered
and un-reworked sections below the surface soils and loose slope cladding(colluvium).The material was
moderately dense as was shown by probe testing at several locations within the footprint of the garage
site. Probes of the material in undisturbed exposures on the slope and exposures below the site along
South Point Road also showed silt of moderate density in a nearly impervious condition.
Approximately four feet of loose silt and silt loam colluvium overlies the denser undisturbed silt at depth
on the nearby descending slopes and the sides of the ravine.The silt loam slope colluvium has been
slowly eroded and detached from the stronger mass of the underlying formation by cycles of saturation
and drying and by frost heave.Slumping and the slow translational creep of the detached silt and
weathered silt loam were observed below the proposed garage site within the ravine.
In the vicinity and especially on the north, deposits of the loose silt within broad drainages have formed
thin creeping landslides, leading to the landslide hazard that was mapped as a critical area by Jefferson
County.The more prominent ridges and higher ground in the vicinity are underlain at shallow depth by
the stronger undisturbed silt as shown by probe resistance and direct examination of several exposures.

Our field examinations of February 2014 did not reveal larger scale rotational or deep seated slides in
the underlying silt formation near the site or in the vicinity.Seeps and springs on the face of the slope
were not seen at the time of this study.
5.0 CONCLUSIONS CONCERNING GEOLOGIC HAZARD
Due to the local topography of the proposed garage site, the principal hazard is one of land sliding
toward the ravine on the north.The larger-scale creeping slides mapped along the exposed slope of the
Pre-Vashon silt above (west of)South Point Road are not a factor at this site, in our opinion.
Dangerous,deep-seated rotational slides are unlikely to occur at the proposed garage site due to the
moderate to good shear strength of the underlying undisturbed silt and the low permeability of the silt
formation. Instead, creep and slow slumping of the detached slope colluvium will continue at a slow
rate.The walls of the ravine may also be subject to thin translational slides after heavy rain. Through
these mechanisms and over long periods of time,the ravine will slowly widen as the loose silt loam
colluvium and fine-grained slide debris is removed by the water flowing through the ravine.
Due to the slow,generally steady and more predictable rates of these erosional processes, a thirty-two
(32)foot the setback is recommended.This setback includes the expected long term recession of the
ravine wall, an allowance for the loose slope cladding that is already present and additional setback for
thin translational slides that might occur over the economic life of the structure.

In our opinion,a 32 foot total setback measured from the rim of the slope and the northern building
line is sufficient to provide safety for the economic life of the proposed structure under normal
geologic and hydrologic conditions.The project, if carried out as recommended below,will have no
affect on the stability of the adjoining properties.

6.0 RECOMMENDATIONS FOR DEVELOPMENT OF THE SITE
We recommend that the north building line of the proposed garage be set back thirty-two (32)feet from
the average position of the rim of the descending slope on the north. The northerly 25 feet of the
setback zone (that twenty-five feet closest to the ravine slope) should be restored to the original
conditions at the conclusion of the work.Thus, a buffer of native plants should extend 25 feet from the
rim of the ravine south toward the garage. The buffer between the proposed garage and rim of the
slope should be replanted with the native vegetation of the area.
During the initial excavation for the garage project, spoils from the excavation were dozed over the rim
of the ravine. Unless removed,this material will slump into the ravine and block the drainage.This may
induce saturation of the loose soil and destabilize the original slope.Thus, we strongly suggest that
these spoils be removed and hauled away. A large track-excavator would be an efficient machine for
this work.
Planting of Alder trees and sword ferns on the ravine slope below the garage is recommended to
strengthen the soil and to slow the erosional processes that are occurring there. Planting of Alder
seedlings in winter or early spring on roughly 8 foot centers would be very effective here and low in
cost.

Stormwater runoff from the proposed garage should not be directed across the face of the slope of the
ravine. Instead,as suggested by Mr. McCanna, drainage from the garage roof may be routed to the
bottom of the ravine within a pipe that can withstand tensile forces. A 2 or 3-inch high-density
polyethylene pipe(PE pipe)that is fuse welded at the joints is suggested.The pipe may be buried near
the garage for anchorage and run above-ground on the slope. Subsequent movement of the slope soil
will not break or pull apart the fuse-welded PE pipe.
7.0 THE LIMITATIONS OF OUR INVESTIGATION AND FINDINGS
This reconnaissance study was completed without the use of deep subsurface borings and without
observations and measurements over long periods of time.The observations and conclusions were
derived from surface observations and inferences from surface observations. Undiscovered and unseen
conditions could exist that would affect the observations and conclusions of this report. Users who
require a higher degree of reliance on this assessment may wish to obtain more detailed studies.
The observations and conclusions of this report apply only to the subject property and they are not
transferable to nearby or adjoining property. This report is the sole property of Mr. Ray McCanna and
may be used by others only with his permission.

CONDITIONS for Building Permit# :BLD14-00021
1.) VOLUNTARY MEASURES OF COASTAL&AT RISK SIPZ:
Water conservation measures:
1. Roof and other intercepted precipitation shall be routed to on-site detention ponds
and/or other approved means and allowed to be released to the soil slowly.
2. Water collected from Storm water and roof catchments may be used for watering
lawns and gardens. Unless catchment water has been treated to meet drinking water
standards, there shall be no cross connections allowed between the potable supply and
impounded water.
3. Water withdrawn from wells on each property shall not be used for watering of lawns
and/or gardens.
4. Ground water withdrawn from each property shall be restricted to a rate of three (3)
gallons per minute.
5. Installation of water conserving fixtures such as low flow toilets, faucets and shower
restrictors and other water saving plumbing fixtures.
6. Landscaping plan (xeriscaping, native vegetation with minimal amounts of irrigation).
Please NOTE that the above listed measures are not intended to be exhaustive, but rather
is intended to be illustrative of the types of water conservation measures.
2.) A vegetative buffer of 25-feet shall be permanently maintained from the top or edge of the
Landslide Hazard Area. All buffers shall be measured perpendicularly from the top of the
Landslide Hazard Area. The buffer shall be comprised of native vegetation. See the list of
native vegetation species included with this permit.
3.) A Geotechnical Report was submitted in conjunction with this application. The report
addressed the stability of the geologic hazard area. A setback of 32-feet shall be
measured perpendicularly from the top or toe of the geologic hazard to the proposed
Garage.
4.) PRIOR TO FINAL BUILDING OCCUPANCY, PROPONENT SHALL SUBMIT WRITTEN
LETTER FROM THE GEOLOGIST WHO PREPARED THE GEOTECHNICAL REPORT
BY NTI (STEVE LUXTON) DATED MARCH 3, 2014 STATING THAT THE STRUCTURE
AND/OR FACILITIES HAVE BEEN CONSTRUCTED IN CONFORMANCE WITH THE
REQUIREMENTS OF THE "GEOTECHNICAL REPORT." THE LETTER SHALL BE
STAMPED BY THE LICENSED GEOLOGIST/ENGINEER.
5.) Landslide Hazard Areas and their associated buffers shall remain naturally vegetated.
Should buffer disturbance occur during construction, the Unified Development Code
(UDC)Administrator shall require replanting with native vegetation. No alterations shall be
made to the Landslide Hazard Area or its associated buffer without prior authorization by
the UDC Administrator.
6.) Prior to and during approved construction activities, the perimeter of the landslide hazard
area buffer shall be marked with a temporary sign. The sign shall be placed in such a
manner that it can be directly observed from the construction area. The sign shall contain
the following statement: "Landslide Hazard Area and Buffer- Do not Remove or Alter
Existing Vegetation."
7.) The applicant shall permanently separate the boundary of the Landslide Hazard Area
Buffer from the remainder of the subject property through installing logs, trees, a hedge
row, or any other prominent physical marking approved by the UDC Administrator.
8.) The project shall adhere to the Best Management Practices (BMPs)to control stormwater,
erosion and sediment during construction. BMPs shall address permanent measures to
stabilize soil exposed during construction, and in the design and operation of stormwater
and drainage control systems.

9.) Stormwater runoff from the proposed garage shall be tightlined to the bottom of the
ravine/drainage using a 2-3 inch high-density polyethylene (PE) pipe that is fuse welded at
the joints per the Geotechnical Report dated March 3, 2014. The pipe should be buried
near the garage and run above ground on the slope to the botton of the ravine. Contact
NTI regarding engineering questions or specifications for the tightline. The tightline must
be inspected and approved by the Geologist prior to final building approval.
10.) PRIOR TO FINAL BUILDING OCCUPANCY, PROPONENT SHALL SUBMIT WRITTEN
LETTER FROM NTI (Steve Luxton) STATING THAT THE STORMWATER FACILITY HAS
BEEN CONSTRUCTED IN ACCORDANCE WITH THE REQUIREMENTS OF THE
"GEOTECHNICAL REPORT DATED MARCH 3, 2014 AS SIGNED BY STEVE LUXTON
OF NORTHWESTERN TERRITORIES, INC.
11.) THE APPLICANT SHALL COMPLY WITH ALL THE RECOMMEDATIONS OF THE
GEOTECHNICAL REPORT DATED MARCH 3, 2014 BY NTI (STEVE LUXTON).
12.) The site plan as submitted with the building permit application on January 14, 2014 has
been reviewed for consistency under the UDC, and has been approved by Jefferson
County Department of Community Development. Any modifications, changes, and/or
additions to the stamped, approved site plan dated April 22, 2014 shall be resubmitted for
review and approval by Jefferson County Department of Community Development.
13.) Outdoor residential storage shall be maintained in an orderly manner and shall create no
fire, safety, health or sanitary hazard.
14.) Not more than 2 unlicensed vehicles shall be stored on any lot unless totally screened
from view of neighboring dwellings and rights-of-way. Such screening shall meet all
applicable performance and development standards specific to the district in which the
storage is kept, and shall be in keeping with the character of the area. Screening shall
meet the requirements of Chapter 18.30 JCC. Outdoor storage of 3 or more junk motor
vehicles is prohibited except in those districts where specified as an automobile wrecking
yard or junk(or salvage)yard and allowed as a permitted use in Table 3-1 or Chapter
18.18 JCC, and such storage shall meet the requirements of JCC 18.20.100, Automobile
wrecking yards and junk(or salvage)yards. In no case, shall any such junk motor
vehicles be stored in a critical area.
15.) The building height is not to exceed 35 feet.
16.) Maximum lot coverage is not to exceed 25%. Lot coverage is defined as amount of
impervious surface which includes roof tops, driveways, concrete, etc.
17.) The spoils that were moved/pushed to the top of the bank during excavation shall be
removed and hauled away. A large excavator would be an efficient machine for this work.
