In accordance with the Habitat Management Plan ("HMP") (dated 3/4/14)issued with respect to the
above referenced Building Permit/SPAAD issued on 6/10/14 and 6/4/14, respectively,we hereby submit
and enclose photos,which show the state of the property buffer zone as of 12/13/14,as required under
the HMP. The photos are numbered(on the reverse side)and,generally,were taken in an approximate
location as the photos attached to the HMP. Enclosed is a digital copy,as well as a physical copy,for
your review.
You should note that the buffer zone has been properly marked as required in the SPAAD.
Also,most of the readily accessible English Ivy and Scots Broom located in the buffer zone has been
killed or removed.The Scots Broom located on the bank will be removed once it is safe to do so and the
balance of English Ivy located on the ground in the buffer zone will be removed, in the early to mid-
spring of 2015.

Dear Mr. Johnson:
Stratum Group is pleased to present the results of our geology evaluation of the above referenced
property on a shoreline bluff. The purpose of this geology evaluation was to determine the
suitability of the property for the siting of a residence,evaluate the risk of slope failures and
provide general site development and maintenance recommendations for development of the
property adjacent to a potentially unstable bluff. This evaluation included a visual inspection of
the property and vicinity, a visual inspection of the bluff face,review of available geologic
mapping in the area, and inspection of the shoreline at the base of the bluff.
Based on my assessment of the site and geology, a home built on the site should be setback at
least 40 feet from the top edge of the shoreline bluff. From a geologic perspective this distance
will provide adequate protection to the proposed home over the life of the structure(100 years).
However, as this is a shoreline property,the setback distance may be dictated by adjoining home
sites so that there is limited interference with views.
SCOPE OF SERVICES
The scope of our services included the following:
1) Conducted a site visit to visually inspect the subject property including the bluff
face slope conditions, shoreline conditions, and relevant conditions in the vicinity
of the property.
2) Observed surface soil conditions on the bluff face and on the uplands above the
bluff by excavating shallow hand dug test pits.
3) Prepared this report summarizing our findings, including an evaluation of the
feasibility of building a residence on the subject property, a qualitative evaluation
of the shoreline bluff stability,recommendations for site development,and
recommendations for further investigation,if necessary.

GENERAL GEOLOGY
• The Surficial Geologic Map of the Port Townsend 30 by 60 Quadrangle, Puget Sound Region,
Washington(Pessl,Dethier,Booth and Minard, 1989)indicates the steep shoreline bluff exposed
on the subject property is underlain by glacial till.
Observations on the bluff face on the subject property and on the bluff face in the vicinity of the
property are consistent with the mapping described above;however,due to map scale the soils
underlying the bluff slope are not depicted and the bluff consists primarily of advance glacial
outwash and ice contact deposits with no definitive till.
The till consists of very poorly sorted sediments ranging from clay to boulders deposited directly
by glacial ice approximately 15,000 years ago when glacial ice covered the Puget lowlands. Till
at this location is somewhat sandy due to the underlying units being predominantly sand. The
advance glacial outwash on the bluff face consists of poorly to well sorted sand and gravels
deposited by melt water streams associated with the advancing glacial ice approximately 18,000
years ago.
SPECIFIC SITE OBSERVATIONS
The property consists of very gentle sloping upland area that slopes to the west from Flagler
Road to the top of a shoreline bluff.The shoreline bluff is approximately 25 feet high.The
upland area is covered primarily with Douglas fir with a few madrone trees and a thick
understory of a variety of vegetation. A dirt road provides access to the site from Flagler Road
The overall slope of the steep shoreline bluff averages approximately 45 degrees;however,there
a few areas that are steeper and areas that are less steep. The bluff slopes consist of compact
sand and gravel layers with the uppermost portion of the bluff consisting of silty sand and gravel
that appears to be glacial drift due to the very poor sorting of sediment.
The steep shoreline bluff shows evidence of recent ravel and small scale sliding and erosion that
is in part from wind and in part from foot traffic including deer. Areas of bare soil and areas that
are grass and brush covered are located on the slope.
A set of wooden stairs traverses the lower portion of the bluff and an anchored ladder is located
on the slope above the stairs. The shoreline at the base of the bluff can be accessed using this
route,but there are also other steep path-like areas on the bluff slope of the subject property.
The bluff is periodically eroded by wave action that undermines the base of the bluff.However,
the beach at the base of the bluff is fairly built up such that high water reaching the toe of the

steep shoreline bluff slope is very infrequent and likely occurs less often than even an annual
basis based on the condition of vegetation established on the upper beach and stable drift wood.
The beach consists of sand and gravel and net drift is towards the north. The beach along this
reach of shoreline is in good condition and there are very few armored sections along the base of
the bluff.Very little recent toe of bluff erosion is evident along this shoreline reach,but slope
ravel and minor small scale slides are present.
CONCLUSIONS AND RECOMMENDATIONS
Based on my visual inspection of the subject property and vicinity, I conclude that a residence
can be located on the upland portion of the property such that bluff erosion or landsliding would
not threaten the structure within the expected life of the structure(100 years)as long as the
recommendations presented below are followed.
The residence should be located at least 40 feet from the top of the shoreline bluff. This distance
will be adequate to provide protection for a residence for at least 100 years even if an erosion rate
of 4 inches per year is used. It is my opinion that this rate of erosion is very conservative and is
likely much less rapid. Please note that this setback distance may be precluded by shoreline
setback regulations which may require a greater setback.
I do not anticipate that the development of the subject property will cause any negative impacts
on the stability of the slopes or the shoreline bluff as long as the following recommendations are
followed.
Because the bluff is an eroding bluff, slope failures should be expected to occur on a periodic
basis. The only way to prevent continued erosion of the base of the bluff is to construct hard
armoring at the shoreline at the base of the bluff. However,the eroding bluff acts as a feeder
bluff(erosion of the bluff provides sediment) for the beaches north of the subject property, and
any shoreline armoring will have a negative impact on properties down drift from the bluff. The
construction of shoreline armoring on other properties may cause an increase of erosion of the
subject property. The owner of the subject property should contact Jefferson County officials
regarding any proposed shoreline protection projects along the bluff or any shoreline protection
construction. There are currently few shoreline-armored areas along this stretch of coastline.
All storm water drainage should be directed away from the top of the bluff and should be
dispersed and infiltrated into the ground as much as practical through splash blocks or level
dispersion spreaders or dispersion trenches.

over the bluff face or placed at the top of steep bluff.
Bluff erosion and stability at this site is driven by shoreline process. If not for the erosion at the
base of the bluff,the bluff would be reach an angle of repose and stabilize. The rate of shoreline
erosion may be reduced if trees are left within the established setback from the top of the steep
slope.Large trees within landslide debris can effectively protect the base of the slope from
erosion for long periods of time. At least one tree per 30-foot center should be left within the
geology setback area. Trees left within the setback area can be limbed for view purposes.
The septic drain fields should be located at least 60 feet back from the top of the steep slope.The
minor volume of water from a household drain field will not cause slope stability problems at
this site.The septic drain field should not cause problems for slope stability, as the general slope
direction of the upland portion of the property will not direct drainage towards the top of the
bluff.
Please note that there are inherent risks associated with building on lots near or adjacent to steep
slopes. These are risks that the building owner should recognize and be willing to accept. If
conditions appear different than those described in this report, or other concerns arise,we request
that we be notified so we can review those areas and modify our recommendations as required.
