HomeMy WebLinkAbout031615_ca11Department of Public Works O Consent Agenda Page 1 of 2 Jefferson County Board of Commissioners Agenda Request To: Board of Commissioners Philip Morley, County Administrator From: Monte Reinders, Public Works Director /County Enginee�/XIZ✓ Agenda Date: March 16, 2015 Subject: Recycling Services Contract - Change Order #3 - Designated Recyclable Materials Statement of Issue: Solid Waste Division received a letter Proposal in August 2014 from Skookum, the County's recycling contractor, to add specified additional plastic packaging to the list of designated recyclable materials accepted in Jefferson County. County staff has worked with Skookum, City of Port Townsend and DM Disposal staff to develop an effective program that can be jointly implemented in 2015. This Contract Change Order is written to add the additional plastics to the contracted recyclable materials that Skookum is required to collect and process for the life of its contract (through March 2021 when the County exercises its right to renew the contract for a second five -year term). As required by the County's Solid Waste Management Plan the Proposal to change the designated recyclables was also reviewed by the Solid Waste Advisory Committee in October 2014 and members present voted unanimously to support the Proposal. Analysis /Strategic Goals /Pro's It Con's: One goal of the Solid Waste Management Plan is to increase the diversion of waste material from landfill disposal. Benefits of this additional waste diversion are lower transportation costs and impacts, less material to landfill, and the opportunity to meet community requests for recycling additional plastic tubs, buckets and plant pots, including the popular and prevalent dairy tubs. This enhanced recycling helps Solid Waste Division meet County Goal #3, "Maintain and enhance environmental quality, while providing opportunity for sustainable natural resource utilization ", and also contributes to meeting transportation reduction targets set out by the Climate Action Committee. Department of Public Works O Consent Agenda Page 2 of 2 Fiscal Impact /Cost Benefit Analysis: There is no added contract cost to the County. Skookum will use the market value of the material to offset their collection and processing costs. The City and DM Disposal have agreed to incorporate this material in their curbside collection program. Public Works and Public Health staff, Skookum, and DM Disposal have collaborated to coordinate handling practices and public outreach information that will be widely circulated when the program is launched. Recommendation: The Board of County Commissioners is requested to approve and sign the Recycling Services Contract Change Order #3 to enable this added program to proceed. Table 3 (attached) is modified to add Other Plastic Containers including: Plastic tubs Plastic buckets Plastic rigid plant pots These additional plastic containers will be collected at all Recycle Collection Sites listed in the Recycling Services Contract Specifications. Skookum will also provide an educational awareness program to include a newspaper article and new signs on its recycle boxes and at the collection sites. Skookum will also work cooperatively with Jefferson County Public Works, Public Health, and DM Disposal to provide additional information to the general public in other formats on how and where to recycle these additional materials. There will be no change to the current Contract Amount resulting from this Change Order. This Change Order to expand the material types accepted for collection, processing and sale is implemented as provided for in the Recycling Services Contract - Specifications - Special Provisions - Processing and Marketing. Any request by the Contractor to add materials to those presently designated by the County shall be in writing with supporting documentation provided. A request may be approved if the additional material meets the standards and spirit of the Recyclable Materials Policy Statement, attached as Exhibit E Materials to be Collected The Contractor shall collect the designated groups of materials as listed in Exhibit A, Table 3: Recyclables Materials Description to achieve the minimum level of service.
