Subject: Planning Commission District 1 and District 2 temporary re- appointments
STATEMENT OF ISSUE:
The nine - member Jefferson County Planning Commission has two positions that will expire on
March 17, 2015; Kevin Coker of District 1 and Patricia Farmer of District 2. Both of these
members have indicated they would like to continue serving; Mr. Coker for a full term and Ms.
Farmer for a limited term until a replacement can be found. The Department of Community
Development recommends that both of these members be reappointed for limited terms until the
required open recruitment process is fulfilled.
ANALYSIS
The Planning Commission by -laws specify that any vacancy must be advertised twice in the County's
paper of record to allow any member of the public to apply. If anyone should apply, then DCD staff
will interview the applicants and forward the names of those most qualified for final selection by the
Board. This process will take several weeks or more. In the meantime, the Planning Commission will
be under - represented. DCD proposes that Mr. Coker and Ms. Farmer be reappointed to limited
terms until June 30, 2015, or in the case of Ms. Farmer, until a replacement is duly appointed; and in
the case of Mr. Coker, until he or another member of the public is duly appointed. As a side note,
DCD intends to evaluate with the Planning Commission the by -laws regarding reappointment and
may bring forward proposed amendments at a later date to allow reappointment more directly. The

FISCAL IMPACT /COST- BENEFIT ANALYSIS:
There is no fiscal impact to the County's General Fund for re- appointing one member to serve
on the Planning Commission (PC). There will be minor costs for DCD to advertise the
positions. The 2014 DCD and PC Budgets are based on nine (9) PC members and these
appointees would serve as part of the group.
RECOMMENDATION:
Reappoint Kevin Coker as a District 1 representative on the Planning Commission to serve until June
30, 2015; or until he or another member of the public is duly appointed by the Board. Reappoint
Patricia Farmer as a District 2 representative on the Planning Commission until June 30, 2015, or
until a new member is duly appointed.
