Statement of Issue: Execution of the attached Project Prospectus and the Local Agency
Agreement with Washington State Department of Transportation ( WSDOT) in order to obtain
federal funding for the Upper Hoh Rd emergency repair and permanent restoration work at
milepost 3.9.

Analysis /Strategic Goals /Pro's £t Con's: A series of storms resulted in high -flows in the Hoh
River that partially washed -out Upper Hoh Road at MP 3.9. After the Board of County
Commissioners declared an emergency, Public Works took immediate action and awarded an
emergency repair contract to Seton Construction through a competitive low -bid procurement
process. The emergency repair has been completed and the road remains open to traffic.
Fiscal Impact/Cost Benefit Analysis: Public Works was successful in securing emergency
relief funding through Federal Highways, funding 100% of the emergency repair and
permanent restoration. Funding included $250,000 for the emergency repair and incidental
permanent repair and $100,000 for future permanent restoration and mitigation.
Recommendation: The Board is asked to approve and execute the three (3) originals of the
Local Agency Federal Aid Prospectus and the three (3) originals of the Local Agency
Agreement where indicated, and return all six (6) signed originals to Public Works for further
processing.

Upper Hoh Road is a Rural Major Collector (FFC 07) and a T -4 (100,000 to 300,000) truck route. It consists of two 10 -foot lanes
with 2 -foot gravel shoulders, providing a total existing operational width of 24 feet. The travel way pavement section is
composed of 6 to 8 inches of BST on top of 4 to 8 inches of imported base material. The vertical and horizontal ali nment is

Emergency Repair work will include constructing 200 linear feet of riprap revetment adjacent the road to stabilize the bank and
prevent further road wash -out. Incidental permanent restoration work will include; 300 linear feet of Hot Mix Asphalt overlay at a
depth of 3 inches, in -kind replacement of an 18 inch diameter culvert, and installation of guardrail adjacent the riprap revetment.
Permanent restoration work may include habitat mitigation measures.

Environmental Considerations
Project requires placing riprap in the active river channel to restore the roadway embankment. A HPA permit from the WDFW is
required. The HPA requires mitigation measures to offset the loss of aquatic habitat. An ECS form will be prepared for the
permanent restoration work.

The Local Agency having complied, or hereby agreeing to comply, with the terms and conditions set forth in (1) Title 23, U.S. Code Highways, (2)
the regulations issued pursuant thereto, (3) 2 CFR 225, (4) Office of Management and Budget Circulars A -102, and A -133, (5) the policies and
procedures promulgated by the Washington State Department of Transportation, and (6) the federal aid project agreement entered into between the
State and Federal Government, relative to the above project, the Washington State Department of Transportation will authorize the Local Agency to
proceed on the project by a separate notification. Federal funds which are to be obligated for the project may not exceed the amount shown herein on
line r, column 3, without written authority by the State, subject to the approval of the Federal Highway Administration. All project costs not
