Statement of Issue:
Create a County project known as South Discovery Road Pavement Preservation MP
3.20 -4.56.
Analysis /Strategic Goals /Pro's ft Con's:
Through the Rural Arterial Program (RAP) administered by the County Road
Administration Board (CRAB), Jefferson County was awarded $450,000 for a
resurfacing and restoration project for the segment of South Discovery Road, milepost
3.20 -4.56. This road segment has poor structure and surface condition. The project
includes dig -out repair and pavement resurfacing. This project is #21 on the 2015-
2020 Six -Year Transportation Improvement Program. Construction is scheduled for the
summer of 2018.
Fiscal Impact /Cost Benefit Analysis:
The RAP Grant provides 90% of the needed project funds. The County road fund will
be used to match the RAP grant at 10% of the project cost. The project cost is
estimated at $500,000.
Recommendation:
Public Works recommends the Board adopt this resolution thereby creating a County
project known as South Discovery Road Pavement Preservation MP 3.20 -4.56.

IT IS HEREBY RESOLVED that the South Discovery Road, County Road No. 601508, from
M.P.3.20 to MY 4.56, be improved as follows:
Resurfacing and Restoration Project: Pavement preservation overlay. The purpose is to preserve
the structure and improve ride quality and safety. The project will include dig -out repair and
pavement resurfacing maintaining the current 22' — 24' width.
IT IS FURTHER RESOLVED that an appropriation from the officially adopted road fund budget and
based on the County Engineer's estimate is hereby made in the amounts and for the purpose shown:

This project is included in the officially adopted annual road program as Item No.
X The project is hereby made a part of the officially adopted annual road program in accordance
with R.C.W. 36.81.130.
IT IS FURTHER RESOLVED that:
X The construction is to be accomplished by contract in accordance with R.C.W. 36.77.020 et. seq.
The construction is to be accomplished by County forces in accordance with R.C.W. 36.77.065
and W.A.C. 136.18.
