HEALTH APPROVAL OF THIS SPAAD IS CONTINGENT APON CONNECTION TO THE "PLEASANT TIDES WATER CO-OP" HEALTH APPROVAL OF FUTURE BUILDING PERMITS OR SEPTIC PERMITS ARE DEPENDANT UPON THIS WATER CONNECTION. 2.) All development on this parcel shall be in compliance with the Geotechnical Report prepared by NTI Engineering dated March 19, 2009 or addendums to this report. 3.) PRIOR TO THE FIRST INSPECTION FOR A BUILDING PERMIT A LICENSED GEOLOGIST SHALL STAKE AND FLAG THE 50 FT. SETBACK FROM THE TOP OF BLUFF THAT IS RECOMMENDED IN GEOTECHNICAL REPORT PREPARED BY NTI ENGINEERING DATED MARCH 19, 2009. 4.) PRIOR TO FINAL BUILDING OCCUPANCY, PROPONENT SHALL SUBMIT A WRITTEN LETTER FROM THE GEOLOGIST WHO PREPARED THE GEOTECHNICAL REPORT DATED MARCH 19, 2009 STATING THAT THE STRUCTURE AND/OR FACILITIES HAVE BEEN CONSTRUCTED IN CONFORMANCE WITH THE REQUIREMENTS OF THE "GEOTECHNICAL REPORT." THE LETTER SHALL BE STAMPED BY THE LICENSED GEOLOGIST/ENGINEER. 5.) DEVELOPMENT IS PROPOSED IN CLOSE PROXIMITY TO A GEOLOGICALLY HAZARDOUS AREA. PRIOR TO ISSUANCE OF A BUILDING PERMIT A HOLD HARMLESS INDEMNIFICATION COVENANT IN A FORM SATISFACTORY TO THE PROSECUTING ATTORNEY SHALL BE RECORDED IN THE JEFFERSON COUNTY AUDITOR'S OFFICE. 6.) At the time of a building permit application a stormwater plan in compliance with the Stormwater Managment Manual for Western Washington (current edition) shall be submitted. If the proposal can not meet the prescriptive requirements of the stormwater manual, an engineered stormwater plan shall be required. 7.) This parcel is within a no shooting area per JCC 8.50. 8.) To help prevent seawater from intruding landward into underground aquifers, all new development activity on Marrowstone Island, Indian Island and within 1/4 mile of any marine shoreline shall be required to infiltrate all stormwater runoff onsite. 9.) VOLUNTARY MEASURES OF COASTAL &AT RISK SIPZ: Water conservation measures: 1. Roof and other intercepted precipitation shall be routed to on-site detention ponds and/or other approved means and allowed to be released to the soil slowly. 2. Water collected from Storm water and roof catchments may be used for watering lawns and gardens. Unless catchment water has been treated to meet drinking water standards, there shall be no cross connections allowed between the potable supply and impounded water. 3. Water withdrawn from wells on each property shall not be used for watering of lawns and/or gardens. 4. Ground water withdrawn from each property shall be restricted to a rate of three (3) gallons per minute. 5. Installation of water conserving fixtures such as low flow toilets, faucets and shower restrictors and other water saving plumbing fixtures. 6. Landscaping plan (xeriscaping, native vegetation with minimal amounts of irrigation). Please NOTE that the above listed measures are not intended to be exhaustive, but rather is intended to be illustrative of the types of water conservation measures. 10.) VOLUNTARY MEASURES OF COASTAL &AT RISK SIPZ: 1. Installation of a flow meter. 2. On-going well monitoring for chloride concentration. 3. Submittal of monitoring data to County. 11.) MANDATORY MEASURES FOR COASTAL SIPZ: 1. For proof of potable water on a building permit application, applicant must utilize DOH-approved public water system if available. 2. If public water is unavailable, a qualifying alternative system may be used as proof of potable water or an individual well may be used as proof of potable water subject to the following requirement: a. Chloride concentration of a laboratory-certified well water sample submitted with building permit application. 3. If public water is unavailable, a qualifying alternative system may be used as proof of potable water. 12.) The applicant shall fully adhere to all conditions and requirements of the approved Eagle Habitat Management Plan. 13.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 14.) Outdoor residential storage shall be maintained in an orderly manner and shall create no fire, safety, health or sanitary hazard. 15.) Not more than 2 unlicensed vehicles shall be stored on any lot unless totally screened from view of neighboring dwellings and rights-of-way. Such screening shall meet all applicable performance and development standards specific to the district in which the storage is kept, and shall be in keeping with the character of the area. Screening shall meet the requirements of Chapter 18.30 JCC. Outdoor storage of 3 or more junk motor vehicles is prohibited except in those districts where specified as an automobile wrecking yard or junk (or salvage)yard and allowed as a permitted use in Table 3-1 or Chapter 18.18 JCC, and such storage shall meet the requirements of JCC 18.20.100, Automobile wrecking yards and junk (or salvage) yards. In no case, shall any such junk motor vehicles be stored in a critical area. 16.) A minimum of two (2) on-site parking spaces shall be provided for the single family residence. 17.) Duration of Approval - Several of the included findings shall become conditions upon the submittal of a building and septic permit. The duration of approval of the Site Plan shall be effective for five (5) years from the date of original approval by the Administrator. If a building permit has not been issued within the five (5) year period, the Site Plan Approval Advance Determination (SPAAD) cannot be revived or extended except by new application that must meet all the existing criteria and conditions listed in this Section. Knowledge of the expiration date shall be the responsibility of the applicant. The county will not provide notification prior to expiration. Limitations of Approval -Approval of the site plan shall not guarantee the performance of specific site features or improvements (e.g. wells, septic systems, stormwater drainage facilities, etc.) and shall not be immune from changes in state or federal law which are enacted or have an effective date after the date of the Site Plan Approval Advance Determination (SPAAD) and which may affect the performance and implementation of the site plan and associated use or activity. Any subsequent land division or boundary line adjustment of a parcel or lot which has received site plan approval advance determination under this Article VII, Chapter 18.40 JCC shall void such site plan approval and require a new site plan approval advance determination application. Approval of a site plan under this section does not constitute authority to commence any development or building activity until such time as final authorizing permits are issued (e.g., septic, wells, stormwater management, or building permit, etc.). Modification to an approved site plan may be required by the applicant and approved by the Administrator subject to the provisions for Type I decisions. (Please request a copy of Article VII, Chapter 18.40 JCC for criteria pertaining to modifications). 18.) A Geotechnical Report prepared by NTI Engineering and Surveying dated March 19, 2009 was submitted in conjunction with this application. The report addressed the stability of the geologic hazard area. A setback of 50-feet shall be measured perpendicularly from the top or toe of the geologic hazard to the proposed single-family residence. The full geotechnical report is filed in MLA10-00010 at the Jefferson County Department of Community Development. 19.) The applicant shall apply for a Shoreline Substantial Development Permit Exemption for development located within 200 feet of ordinary high water mark (OHWM). 20.) Setback from Wildwood Shores right-of-way is no less than 20 ft., side setbacks are no less than 5 ft. The setback from the 50 ft. shoreline bluff is no less than 50 ft. FINDINGS: 1.) The Administrator finds that this application complies with applicable provisions of the Unified Development Code, all other applicable ordinances and regulations,and is consistent with the Jefferson County Comprehensive Plan and Land Use map. 2.) The applicant shall provide proof of potable water at the time of building permit application. This application does not vest the parcel for potable water. 3.) The application was reviewed by the Jefferson County Department of Community Development staff on April 26, 2010 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review, the following ESAs were confirmed to be present on the subject property: Shoreline Designation: Suburban, Shoreline Slope Stability: Stable, Bald Eagle Habitat Area, Coastal Seawater Intrusion Protection Zone. 4.) Marine shorelines and islands are susceptible to a condition that is known as seawater intrusion. Seawater intrusion is a condition in which the saltwater/freshwater interface in an aquifer moves inland so that wells drillec on upland areas cannot obtain freshwater suitable for public consumption without significant additional treatment and cost. Maintaining a stable balance in the saltwater/freshwater interface is primarily a function of the rate of aquifer recharge (primarily through rainfall) and the rate of groundwater withdrawals (primarily through wells). The Washington Department of Ecology is the agency with statutory authority to regulate groundwater withdrawal for individual wells in Jefferson County. New development, redevelopment, and land use activities on islands and in close proximity to marine shorelines in particular should be developed in such a manner to maximize aquifer recharge and maintain the saltwater/freshwater balance to the maximum extent possible by infiltrating stormwater runoff so that it recharges the aquifer. 5.) The parcel is located within a coastal SIPZ (seawater intrusion protection zone) according to the County GIS map. There are voluntary and mandatory measures identified in the Jefferson County Seawater Intrusion PolicS (Resolution 44-22, effective September 23, 2002)that apply to well drilling proposals and building permit applications on existing lots of record. A Coastal SIPZ is defined as: all islands and area within one-quarter mile of marine shoreline, but no history of chloride concentration above 100 mg/L in groundwater sources within 1000 feet. 6.) Jefferson County determined that this proposal is categorically exempt from review under the State Environmental Policy Act (SEPA) pursuant to WAC 197-11-800(1)(b)(i). 7.) The site plan as submitted with the SPAAD application on January 11, 2010 has been reviewed for consistency under the UDC, and has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated May 4, 2010 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 8.) This approval is for a site plan approval advanced determination (SPAAD) for single-family residential development only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits. 9.) The parcel has been designated as Rural Residential 1:5 under the Jefferson County Comprehensive Land Use Map effective August 28, 1998. 10.) The proposal was reviewed against the site plan determination criteria of the Jefferson County Code Chapter 18.40 Article VII. (Site Plan Approval Advance Determinations). The criteria for approval are as follows: 1. The proposed site plan conforms to all applicable county, state and federal, land use, environmental and health regulations and plans, including, but not limited to the following: (a)The Jefferson County Comprehensive Plan; and (b)The provisions of this code, including any incorporated standards. Staff comment: The application was reviewed for consistency under the provisions of the Unified Development Code and Comprehensive Plan. The application was found in compliance with all ordinances pertaining to the proposed development. 2. Adequate provisions for utilities and other public services necessary to serve the needs of the proposed site plan have been demonstrated, including open spaces, drainage ways, roads, and other public ways, potable water, sewage disposal, fire flow and other improvements. Staff comment: Parcel 502142005 is approximately .75 acre in size and the site plan as submitted on January 11, 2010 and stamped approved on May 5, 2010 complies with JCC 18.30.050, Table 6-1: Density, Dimension and Open Space Standards. Jefferson County Department of Environmental Health reviewed the application with regards to septic. The department commented on May 5, 2010 as follows, "Health approval of this SPAAD is contingent upon connection to the"Pleasant Tides Water Co-op. Health approvals of future building permits or septic permits are dependant upon this water connection." Pleasant Tides Water Co-op (State ID 03313) is proposed to provide potable water to this location. The applicant shall provide proof of potable water at the time of a building permit application. This application does not vest the parcel for potable water. The SPAAD was not reviewed for fire flow due to the application as proposed identifies the parcel as utilizing an individual well. Jefferson County has no specific adopted fire flow requirements for utilization in permitting. Application of Coordinated Water System Plan (CWSP) fire flow requirements for individual projects is inappropriate since the primary purpose is for water system design to assure adequate pipe size, source and storage. Access is provided by Wildwood Shores (P382)which is a private local access road. No road approach is required. An address of 102 E. Wildwood Rd. has been assigned to this parcel. The approved site plan has not been reviewed for stormwater requirements. JCC 18.30.060 and JCC 18.30.070 of the Jefferson County Code requires the project applicant prepare a stormwater plan in compliance with the Department of Ecology Stormwater Management Manual for Western Washington (current edition) to control stormwater, erosion and sediment during construction, to address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. An engineered stormwater plan shall be submitted at the time of a building permit application. 3. The probable significant adverse environmental impacts of the proposed site plan, together with any practical means of mitigating adverse impacts, have been considered such that the proposal will not have an unacceptable adverse effect upon the quality of the environment, in accordance with the State Environmental Policy Act (SEPA) implementing provisions contained within this chapter and Chapter 43.21C RCW. Staff comment: Single-family residences are EXEMPT from the State Environmental Policy Act (SEPA). WAC 197-11-800(1)(b)(i) identifies the construction of any residential structure of four(4) dwelling units. 4. Approving the proposed site plan will serve the public use and interest and adequate provision has been made for the public health, safety and general welfare. Staff comment: The proposal will not affect the public health, safety, and general welfare. 11.) NOTICE: This permit does not excuse the proponent from complying with other local, state, and federal ordinances, regulations, or statutes applicable to the proposed development, but consistent with RCW 90.58. Development pursuant to this permit shall be undertaken subject to the applicable policies and performance standards of the Jefferson County Shoreline Management Master Program and the Jefferson County Unified Development Code. If during excavation or development of the site an area of potential archaeological significance is uncovered, all activity in the immediate area shall be halted, and the Administrator shall be notified at once. The Federal Endangered Species Act rules to protect threatened Chinook and Summer-run Chum salmon became effective on January 8, 2001. Bull trout have been listed as threatened since early 2000. Under the ESA, any person may bring lawsuit against any individual or agency that"takes" listed species (defined as causing harm, harassing, or damaging habitat for the listed species). In addition, the National Marine Fisheries Service can levy penalties. All areas in Jefferson County are included as "critical habitat" for a listed species. Development of property along any marine shoreline, freshwater shoreline, or floodplains could harm habitat if protective measures are not taken. To minimize the potential to damage habitat, all property owners developinc adjacent to marine shoreline, freshwater shoreline, or floodplains are advised to do the following: -All development activities should avoid unstable slopes, wetlands, and forested areas near surface waters - Remove minimal vegetation for site development, especially large trees -Allow trees that have fallen into surface waters to remain there - Infiltrate stormwater from buildings and driveways onsite through drywells rather than discharging directly into surface waters or roadside ditches Any individual, group, or agency can bring suit for a listed species "taking", even if you are in compliance with Jefferson County development codes. The risk of a lawsuit against you can be reduced by consulting with a professional fisheries habitat biologist, and following the recommendations for site development provided by the biologist. For more information, contact the National Marine Fisheries Service in Seattle, or the U.S. Fish and Wildlife Service. 12.) The applicant submitted a Bald Eagle Management Plan signed on March 18, 2010. APPEALS: Pursuant to RCW 36.70C,the applicant or any aggrieved party may appeal this final decision to Jefferson County Superior Court within twenty-one (21)calendar days of the date of issuance of this land use decision. (NTI) performed a geotechnical assessment of the marine bluff at the above referenced property. This assessment consisted of research of available literature and geologic maps of the area and a site visit on March 6, 2009 for visual observations. The purpose of this assessment was to examine the marine bluff at the subject site by visual means in order to provide an opinion regarding the relative stability of the bluff and make recommendations in regards to future development of the property. Site Description The subject waterfront property is located on Wildwood Shores off of Rhododendron Lane at Black Point south of Brinnon. Subject Property is Wooded Lot in Center of Photo Geology of the Site & Vicinity The Department of Ecology's "Geology and Ground-Water Resources of Eastern Jefferson County, Washington" maps the soils in the area of the subject property as Lodgment till (Qvt) overlying Advance outwash (Qva). The till is described as boulders, cobbles and pebbles in a matrix of sand, silt and clay; a compact and unsorted mixture. The outwash is composed of gravel and sand with some silt and clay. The Washington State Department of Ecology's Coastal Zone Atlas maps the soils in the area of the subject property as Vashon lodgment till(Qvtl). This soil is described as consisting mostly a compact mixture of boulder to sand size particles with some silt and clay. The Atlas lists this soil as excellent for foundation stability, good for seismic stability, and that that they stand in steep natural and/or cut slopes for long periods. Two common processes are the erosion of the toe of the bluff by wave action, and the sloughing of upper bluff soils due to saturation of the soil during the rainy season. Both of these processes seem to be occurring along the bluff in the vicinity of the subject property. The rock bulkhead at the subject property has mostly suspended the toe erosion by wave action. However, the bluff is steep due to erosion and sloughing prior to the placement of the bulkhead. When waves attack the toe of an unprotected bluff, the lower bluff soils are eroded away. Eventually, this erosion will oversteepen the bluff to a point where the soil can no longer support itself at such a steep angle. Then the bluff soils will slough off, depositing material at the toe of the bluff. This will have the effect of temporarily reducing the angle of the bluff to a more stable angle. Eventually, currents will wash away the deposited material and then the whole process will start over again. JAN 1 2010 6 Many of the landslides that occur in our region happen in the winter or spring when the ground is saturated with water, and especially after heavy rainfall events. When the soil becomes saturated, there is a decrease in the cohesion between the soil grains and an increase in the pore-water pressure. This condition can trigger landslides and debris flows on slopes. Often, there will be an impermeable soil layer part way down the bluff, which prevents the downward migration of groundwater and causes the water to migrate laterally, exiting the bluff above the impermeable layer. Surface runoff flowing down the face of the bluff can also cause erosion and damage vegetation on the bluff. For this reason, it is important to control on-site drainage and runoff in order to minimize negative impacts to the bluff. It is also important to maintain vegetation on the bluff face, where possible, in order to reduce erosion of the bluff soils. Vegetation on Coastal Bluffs Vegetation on the bluff face is beneficial in many ways. The root system provides structural stability to the soil in the root zone which in turn helps protect the underlying soil. The depth of the root zone varies with plant type and age, soil type and soil density as well as other factors. For example, fir trees in sandy soil may have roots that penetrate several feet while the same trees on a bluff composed of glacial till or colluvium overlying bedrock may only penetrate several inches to a foot or so. Some trees like alder or willow can remove considerable amounts of water from the bluff via transpiration. These trees are often seen on bluffs where there is a spring or seep, a natural weak zone on bluffs. The trees anchor the soil and "drink" the water. Dense vegetation also shades the soil reducing evaporation allowing the soil to remain moist in order to better support plant growth. Dense vegetation also protects the soil from the direct impact of rain drops and reduces erosion from runoff. Wind erosion is also reduced or eliminated with a dense cover of vegetation on the bluff. The bluff environment also impacts vegetation type, density and age. At the head of a quiet bay with a low, gently sloping bank, vegetation can become well established, dense and mature. On the other hand, there will be little or no vegetation on a steep bluff in a high energy environment where slides occur frequently. On bluffs where erosion is slow and slides infrequent, trees often become large. Eventually, persistent erosion and periodic sloughing can undermine the roots of these mature trees causing them to fall over. High winds during storms can also blow trees over, especially when the soil is saturated with water. Large trees are more susceptible to windthrow than small ones. When a large tree on the bluff falls over, the root mass is wrenched out of the soil leaving a large scar that is susceptible to accelerated erosion. Surrounding healthy vegetation may also be damaged by the falling tree. During periods of prolonged or heavy rainfall, the bluff soil often becomes saturated and thus weakened due to high pore water pressure and the excess weight of water in the soil. On marginally stable bluffs the added weight of a large heavy tree can sometimes trigger a landslide, where in a case of the vegetation being smaller, a slide may not have occurred. Sometimes, large trees will slide downslope and remain standing. 7 On some bluffs, a shallow covering of loose soil has formed over bedrock or compact glacial till as this underlying material has weathered over time. As the bluff surface is weathered and softened, vegetation can begin to take root and grow. As the vegetation grows, its roots further loosen the surface layer of soil, typically a foot or so thick depending on the size of vegetation. When a slide occurs, this thin surface layer of soil that has weathered and been loosened by roots is typically what slides down taking the vegetation with it. The resulting bare slope has a visually dramatic appearance but the now exposed dense underlying soil or rock is usually left relatively undisturbed and the process begins all over again resulting in a typically slow landward retreat of the bluff. As can be seen from this discussion, vegetation on coastal bluffs can be both beneficial and detrimental depending on the circumstances. In general, existing established healthy vegetation on the bluff should be left in as natural state as possible. Minor thinning and pruning for view enhancement should be done in such a way that minimizes disturbance to the soil and root zone and that insures the continued health of the vegetation. Limbing trees can also reduce the susceptibility to windthrow. Trees on the bluff or along the top of the bluff that are in danger of falling over should be evaluated for possible removal, especially if there is a danger to life or property. If trees are removed, the stumps should be left in place so that the root mass can continue to provide stabilization to the soil until they eventually rot. A tree expert could provide valuable consultation in this matter should the need arise. Conclusions and Recommendations The bluff at the subject property is in a relatively high energy environment. Periodic storm driven waves batter the shoreline and erode the base of the bluff, eventually resulting in sloughing or shallow block type slides of the upper bluff material. This is evidenced by the steepness of the bluff and the undercutting visible along unprotected portions of the bluff. The composition of the bluff varies from basalt bedrock to the north, glacial till at the subject property, to outwash sands farther south. This geologic variation controls the rate of bluff recession and the type of sliding that occurs. Our observations around the Puget Sound and Strait of Juan de Fuca indicate that these materials generally do not form large rotational slides on costal bluffs. Instead, they gradually recede by weathering, shallow block failure, sloughing and scouring of the slide debris from the beach by storm waves. Overall average rates of bluff recession for the Puget Sound region have been reported to be on the order of an inch or two a year, but in some areas may be as much as six inches per year. However, several feet of bluff could be lost during one event, with little or no loss for years between events. The existing rock bulkhead at the subject property greatly reduces or eliminates the bluff toe erosion which appears to be the major factor of bluff recession in this area. Therefore, the average rate of bluff recession at the subject site is expected to be low. However, portions of the bluff are steep and in some cases overhanging. While these till soils can stand in steep slopes for long periods, future sliding is possible. JAN 1 1 2010 8 Based upon our investigation, we recommend that the building setback distance from the top of the bluff to the proposed house be set at no less than 50 feet. This distance should provide an adequate buffer for at least the typical 30-year economic life of the house and more than likely considerably longer. We further recommend that the landslide hazard vegetative buffer be established at 20 feet from the top of the bluff. Temporary, lightweight structures that can be easily moved such as gazebos, sheds and decks can be constructed closer than the 50-foot building setback but not within the 20-foot vegetative buffer. As the bluff erodes closer to such structures, eventually they will need to be relocated further back from the bluff. The following recommendations should also be considered with regards to the proposal: 1. It will be necessary to maintain ground cover in order to reduce erosion from surface runoff. Any bare areas that develop should be revegetated. Native deep-rooted vegetation that requires little or no irrigation would be the most beneficial. On and near the bluff, low growing vegetation is preferable from a geotechnical perspective. It should be noted however that vegetation establishment in the steep compact soil on the bluff may not be possible. Please consult the enclosed Department of Ecology (DOE) publications for further information. 2. Vegetation on the bluff face provides stabilization to the bluff face soils and helps remove water from the soil. Existing established vegetation on the bluff should be left in as natural state as possible. As far as pruning for a better view, minor thinning and pruning should be done in such a way that minimizes disturbance to the soil and root zone and that insures the continued health of the vegetation. There are some trees at the top edge of the bluff that are undermined and leaning. If these trees fall over, they will cause considerable disturbance to the soil when their root structure gets pulled out. They may also damage the stairs. We recommend that those trees that are in danger of falling over be removed. The trunks should be left in place so that the root mass can continue to provide stabilization to the soil until they eventually rot. A tree expert could provide valuable consultation in this matter should the need arise. 3. Tree limbs, lawn clippings, etc. should not be thrown over the bluff because these piles have a tendency to damage/kill the underlying vegetation which in turn increases the erosion potential of the bluff soils. These piles also add unnecessary weight to the bluff soils, especially when saturated with water. 4. Heavy irrigation or other activities that would contribute large quantities of water to the soil should be avoided. 5. Surface water should not be allowed to flow over the face of the bluff as an uncontrolled or concentrated flow and cause erosion of the bluff face. This can be controlled with vegetation and using berms or swales to direct runoff to a drainage system. Please see the attached DOE publications for more information on this subject. 9 6. Surface runoff generated from hard surfaces should be controlled such that surface water discharge off site does not exceed predevelopment conditions. For this site, we recommend a tightline drain to the base of the bluff above the ordinary high water mark following current DOE regulations. 7. Silt fences or other sediment control devices may be needed during construction such that sedimentation off site does not significantly exceed predevelopment conditions. Standard erosion control best management practices (BMP's) should be utilized as necessary to prevent erosion and off- site runoff. Temporary stabilization might include silt fences and/or hay bails or straw waddles staked with rebar. Permanent stabilization might include replanting, mulching or gravel. 8. Drainage control devices should be maintained in good working order and inspected at least once a year. 9. NTI can develop an engineered drainage, sediment and erosion control plan for this project if desired. The Board evaluation proces- included I..mparisons of the costs for quantity meter installations by two qualified outside venders,Washi gton Water Service and Lydel Construction, as well as an evaluation of the costs for he water eter hardware itself. A letter outlining our progress to date was mailed to all Associ.tion water users in October 2009. This letter summarizes the final Board recommendations reg-rding wate meter installation in 2010. The Board evaluation proses- included t•.mparisons of the costs for quantity meter installations by two qualified outside venders,Washi gton Water Service and Lydel Construction, as well as an evaluation of the costs for he water star hardware itself. After consideration of the various options, the lowest cost optio identified by the Board would be for the Association to directly implement meter installation rider the pervision of Don Herrin,our Pleasant Tides Water Commissioner(PTWC). Thi approach ould be the most cost-effective method, results in uniform meter installations a. oss our e tire system, and provides us with greater flexibility in the timing of the work.
