Statement of Issue: Execution of Funds Transfer Agreement Amendment 1 for the
Upper Hoh Road /Olympic National Park MP 0.0 - 12.0 Project.
Analysis /Strategic Goals /Pro's Ft Con's: The Funds Transfer Agreement executed by
the Board April 7, 2014 authorized payment of $85,000 to Western Federal Lands
Highway Division (WFLHD) as County match for the above referenced project. In May
of 2014, Public Works was successful in obtaining WSDOT Toll Credits to be used as
match in lieu of cash. WFLHD has requested the Funds Transfer Agreement
Amendment 1 be executed to document closure of the original agreement.
Fiscal Impact /Cost Benefit Analysis: The purpose of Funds Transfer Agreement
Amendment 1 is to close the original agreement executed by the Board in April of
2014. There is no fiscal impact associated with this agreement. The match payment of
$85,000 was not made to WFLHD.
Recommendation: Public Works recommends the Board executes the Funds Transfer
Agreement Amendment 1 and return three signed originals to Public Works for further
processing.

This letter is to confirm that Western Federal Lands Highway Division, FHWA is returning funds to Jefferson County in the
amount of ($85,000) for project work and /or a construction contract to reduce risk of catastrophic road failure on the Upper
Hoh River Road (County Road # 91420).
The Agreement is hereby decreased by $85,000 from $85,000 to new FTA funding level of $0 by reason of this amendment
