A Geotechnical Report prepared by Stratum Group dated September 22, 2008 and an addendum dated November 9, 2009 was submitted in conjunction with this application. The report addressed the stability of the geologic hazard area. 2.) A stormwater management plan shall be prepared and submitted at time of building permit application and shall comply with the Washington State Department of Ecology Stormwater Management Manual for Western Washington to control stormwater, erosion and sediment during construction, to address permanent measures to stabilize soil exposed during construction, and in the design and operation of a stormwater and drainage control system. Outdoor residential storage shall be maintained in an orderly 9 Y manner and shall create no fire, safety, health or sanitary hazard. 4.) Not more than 2 unlicensed vehicles shall be stored on any lot unless totally screened from view of neighboring dwellings and rights-of-way. Such screening shall meet all applicable performance and development standards specific to the district in which the storage is kept, and shall be in keeping with the character of the area. Screening shall meet the requirements of Chapter 18.30 JCC. Outdoor storage of 3 or more junk motor vehicles is prohibited except in those districts where specified as an automobile wrecking yard or junk (or salvage) yard and allowed as a permitted use in Table 3-1 or Chapter 18.18 JCC, and such storage shall meet the requirements of JCC 18.20.100, Automobile wrecking yards and junk (or salvage) yards. In no case, shall any such junk motor vehicles be stored in a critical area. 5.) A minimum of two (2) on-site parking spaces shall be provided for the single family residence. 6.) Duration of Approval - Several of the included findings shall become conditions upon the submittal of a building and septic permit. The duration of approval of the Site Plan shall be effective for five (5) years from the date of original approval by the Administrator. If a building permit has not been issued within the five (5) year period, the Site Plan Approval Advance Determination (SPAAD) cannot be revived or extended except by new application that must meet all the existing criteria and conditions listed in this Section. Knowledge of the expiration date shall be the responsibility of the applicant. The county will not provide notification prior to expiration. Limitations of Approval -Approval of the site plan shall not guarantee the performance of specific site features or improvements (e.g. wells, septic systems, stormwater drainage facilities, etc.) and shall not be immune from changes in state or federal law which are enacted or have an effective date after the date of the Site Plan Approval Advance Determination (SPAAD) and which may affect the performance and implementation of the site plan and associated use or activity. Any subsequent land division or boundary line adjustment of a parcel or lot which has received site plan approval advance determination under this Section 8.7 shall void such site plan approval and require a new site plan approval advance determination application. Approval of a site plan under this section does not constitute authority to comence any development or building activity until such time as final authorizing permits are issued (e.g., septic, wells, stormwater management, or building permit, etc.). Modification to an approved site plan may be required by the applicant and approved by the Administrator pertaining to modifications). 7.) Minimum setback from Camp Discovery Road right-of-way shall be 5 feet for the portion of the property located to the northeast. Minimum setback from Camp Discovery Road right-of-way shall be 10 feet for that portion of the property located to the northwest(shoreline portion). Minimum side yard setbacks shall be 5 feet. Minimum setback (per geotech report) shall be 20 feet from the top of the 30 degree slope. Minimum setback from top of shoreline bank is as follows: The standard setback for residential structures, including common appurtenant structures such as garages and workshops, shall be thirty (30) feet or one (1) foot for each foot of bank height, whichever is greater. This setback shall be measured from the bank's edge when the bank's height exceeds 10 feet. When the bank's height is less than 10 feet, the setback shall be measured from the ordinary high water mark. The setback shall not exceed 100 feet. 8.) The building height is not to exceed 35 feet. 9.) Maximum lot coverage is not to exceed 25%. Lot coverage is defined as amount of impervious surface which includes roof tops, driveways, concrete, etc. Pre-existing legal lots of record less than one acre in size in rural residential districts are subject to the stormwater requirements in Chapter 18.30 JCC and must meet the "Area of Impervious Surface Coverage"to the maximum extent practicable as determined by the administrator. Lot coverage is defined as amount of impervious surface, which includes rooftops, driveways, concrete, etc. 10.) Exterior lighting for residential uses shall not exceed twenty feet (20') in height from the finished grade, 9 9 excepting when such lighting is an integral part of a building or structure. Ground level lighting is encouraged. P 9 9 9 9 P 9 9 9 9 11.) The existing concrete slab has been located on the site on the order of 50 years or more and has not caused any slope stability or erosion issues. Leaving the concrete slab in place and utilzing the slab as a patio for support for a deck will not cause any slope stability or erosion issues on the site or off of the site. 12.) Lighting fixtures shall be designed and hooded to prevent the light source from being directly visible from outside the boundaries of the property. The intensity or brightness of all lighting, during construction and after project completion shall not adversely affect the use of surrounding properties or adjoining rights-of-way. 13.) The applicant shall apply for a Shoreline Substantial Development Permit Exemption at time of a building permit application. 14.) Residential developers and individual builders shall be required to preserve shoreline vegetation and reduce the associated risk of erosion during construction and any future activity which may impact the stability of the shoreline. 15.) The proposal is located within 200 feet of Ordinary High Water Mark, and is within shoreline jurisdiction per the Shoreline Master Program, Chapter 18.25 Jefferson County Code. The remainder of the parcel, landward of 200 feet from Ordinary High Water Mark is located outside of shoreline jurisdiction and is subject to the Growth Management Act and critical area codes under chapter 18.22 Jefferson County Code. 16.) The applicant shall provide proof of potable water at the time of building permit application. This application does not vest the parcel for potable water. 17.) As the slope is not a landslide hazard, no setback is required from top of slope. HOwver, because the slope is an erosion hazard area, a home should be setback at least 20 feet from the top of the slope (as defined by the 30 degree top of shoreline slope). The existing back foundation wall of the former building is located further than the 20-foot setback. 18.) Soils on the upland portion of the proepty are well drained. Stormwater should be dispersed as much as practical through dispersion/infiltration trenches. Due to the gravely and sandy soils underlying the site, infiltration should be readily accomplished. 19.) Site grading soils or debris, landscape debris, or any other material should not be disposed of on the shoreline slope. Over time, debris will break down and form an unstable mass that will slide, damaging the slopes below. 20.) Trees on the slope and within the recommended 20-foot setback buffer should be maintained along the top of the steep shoreline bluff slope. Thinning of trees is acceptable as long as at least one tree per 30-foot center is left in place. Limbing for view purposes is also acceptable as long as the limbing is done in a manner that will not kill the tree limbed. If trees are harvested or thinned or limbed for view purposes on the slope, all debris should be removed from the slopes. Native understory vegetation should be disturbed as little as possible. FINDINGS: 1.) The Administrator finds that this application complies with applicable provisions of the Unified Development Code,all other applicable ordinances and regulations, and is consistent with the Jefferson County Comprehensive Plan and Land Use map. 2.) Septic Permit approved under SEP09-17, approved 5-29-09, expires 5-29-2012. The SPAAD approval does not extend the expiration date of the onsite sewage permit. An existing finaled septic system exists on 701224013 that was permitted under SEP99-187. Any changes, alterations or modification of the site in the vicinity of the approved design or existing system may invalidate these permits. 3.) The application was reviewed by the Jefferson County Department of Community Development staff on September 23, 2009 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: conservancy shoreline designation; unstable shoreline slope stability; seismic; moderate to severe landslide hazard ara; SUSC aquifer recharge area; coastal SIPZ. 4.) Aquifer Recharge Areas in Jefferson County are characterized by porous geological formations that allow percolation of the surface water into the soils and the underlying zone of saturation. Aquifers are geologic formations that contain sufficient saturated permeable material to yield significant quantities of water to wells and springs. Aquifers serve as the source of drinking water within most of the rural portions of Jefferson County. 5.) Susceptible Aquifer Recharge Areas are those with geologic and hydrologic conditions that promote rapid infiltration of recharge waters to groundwater aquifers. 6.) Geologically Hazardous Areas in Jefferson County are characterized by slope, soil type, geologic material, and groundwater that may combine to create problems with slope stability, erosion, and water quality during and after construction or during natural events such as earthquakes or severe rainstorms. 7.) Marine shorelines and islands are susceptible to a condition that is known as seawater intrusion. Seawater intrusion is a condition in which the saltwater/freshwater interface in an aquifer moves inland so that wells drillec on upland areas cannot obtain freshwater suitable for public consumption without significant additional treatment and cost. Maintaining a stable balance in the saltwater/freshwater interface is primarily a function of the rate of aquifer recharge (primarily through rainfall) and the rate of groundwater withdrawals (primarily through wells). The Washington Department of Ecology is the agency with statutory authority to regulate groundwater withdrawal for individual wells in Jefferson County. New development, redevelopment, and land use activities on islands and in close proximity to marine shorelines in particular should be developed in such a manner to maximize aquifer recharge and maintain the saltwater/freshwater balance to the maximum extent possible by infiltrating stormwater runoff so that it recharges the aquifer. 8.) The parcel is located within a coastal SIPZ (seawater intrusion protection zone) according to the County GIS map. There are voluntary and mandatory measures identified in the Jefferson County Seawater Intrusion Policy (Resolution 44-22, effective September 23, 2002) that apply to well drilling proposals and building permit applications on existing lots of record. A Coastal SIPZ is defined as: all islands and area within one-quarter mile of marine shoreline, but no history of chloride concentration above 100 mg/L in groundwater sources within 1000 feet. 9.) Jefferson County determined that this proposal is categorically exempt from review under the State Environmental Policy Act(SEPA) pursuant to WAC 197-11-800(1)(b)(i). 10.) The revised site plan dated August 18, 2009 has been reviewed for consistency under the UDC, and has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated November 12, 2009 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 11.) This approval is for a SPAAD only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits. 12.) The parcel has been designated as RR 1:10 under the Jefferson County Comprehensive Land Use Map effective August 28, 1998. 13.) The proposal was reviewed against the site plan determination criteria of the Unified Development Code (Section 8.7). The criteria for approval is as follows: 1. The proposed site plan conforms to all applicable county, state, and federal land use, environmental and health regulations and plans, including but not limited to the following: The Jefferson County Comprehensive Plan and the provisions of the Unified Development Code. S taff comment: The a pp lication was reviewed for consistency under the provisions of the Unified Development Code, Comprehensive Plan, and Shoreline Master Program. The a pp lication was found in compliance with all ordinances pertaining to the proposed development. 2. Adequate provisions for utilities and other public services necessary to serve the needs of the proposed site plan have been demonstrated, including open spaces, drainage ways, roads, and other public ways, potable water, sewerage disposal, fire flow and other improvements. Staff comment: The parcels total approximately 1.16 acres, and the site plan as submitted complies with UDC Table 6-1: Density, Dimension and Open Space Standards. The soil test pits were reviewed by Environmental Health and approved for a septic system on site. A septic permit (SEP09-00017 was approved on May 29, 2009. The parcel will be served by an existing on-site well.. Potable water is required at time of building permit application. The SPAAD does not vest for potable water. An address of 1470 Camp Discovery Road, Quilcene has bee n assigned to the parcel. The approved site plan has not been reviewed for stormwater requirements. Sections JCC 18.30.060 and JCC 18.30.070 of the Jefferson County Code requires the project applicant prepare a stormwater plan in compliance with the Department of Ecology Stormwater Management Manual for Western Washington to control stormwater, erosion and sediment during construction, to address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. The SPAAD was not reviewed for fire flow due to the application as proposed identifies the parcel as utilizing a well. Jefferson County has no specific adopted fire flow requirements for utilization in permitting. Application of Coordinated Water System Plan (CWSP) fire flow requirements for individual projects is inappropriate since the primary purpose is for water system design to assure adequate pipe size, source and storage. 3. The probable significant adverse environmental impacts of the proposed site plan, together with any practical means of mitigating adverse impacts, have been considered such that the proposal will not have an unacceptable adverse effect upon the quality of the environment, in accordance with the State Environmental Policy Act(SEPA) implementing the provisions contained within Section 8 of this Code and Chapter 43.21C RCW. Staff comment: Single family residences are EXEMPT from the State Environmental Policy Act(SEPA). WAC 197-11-800(1)(b)(i) identifies the construction of any residential structure of four(4) dwelling units. 4. Approving the proposed site plan will serve the public use and interest and adequate provision has been made for the public health, safety and general welfare. Staff comment: The proposal will not affect the public health, safety, and general welfare. 14.) Due to a recent Washington State Supreme Court Case: Futurewise v. WA State DCTED, Ecology, Case #80396-0, the Critical Areas Ordinance (Chapter 18.22, JCC) does not apply to development within Shoreline jurisdiction. Only the Jefferson County Shoreline Management Master Program (Chapter 18.25, JCC) applies to development within 200 feet of the OHWM. 15.) An address of 1470 Camp Discovery Road, Quilcene has been assigned to the parcel. Camp Discovery Road is private. 16.) On November 12, 2009 the Administrator approved a minimum 10 foot right-of-way setback for the shoreline (northwest) portion of the property and a minimum 5 foot right-of-way setback for the northeast portion of the property. 17.) NOTICE: This permit does not excuse the proponent from complying with other local, state, and federal ordinances, regulations, or statutes applicable to the proposed development, but consistent with RCW 90.58. Development pursuant to this permit shall be undertaken subject to the applicable policies and performance standards of the Jefferson County Shoreline Management Master Program and the Jefferson County Unified Development Code. If during excavation or development of the site an area of potential archaeological significance is uncovered, all activity in the immediate area shall be halted, and the Administrator shall be notified at once. The Federal Endangered Species Act rules to protect threatened Chinook and Summer-run Chum salmon became effective on January 8, 2001. Bull trout have been listed as threatened since early 2000. Under the ESA, any person may bring lawsuit against any individual or agency that"takes" listed species (defined as causing harm, harassing, or damaging habitat for the listed species). In addition, the National Marine Fisheries Service can levy penalties. All areas in Jefferson County are included as"critical habitat" for a listed species. Development of property along any marine shoreline, freshwater shoreline, or floodplains could harm habitat if protective measures are not taken. To minimize the potential to damage habitat, all property owners developinc adjacent to marine shoreline, freshwater shoreline, or floodplains are advised to do the following: -All development activities should avoid unstable slopes, wetlands, and forested areas near surface waters - Remove minimal vegetation for site development, especially large trees -Allow trees that have fallen into surface waters to remain there - Infiltrate stormwater from buildings and driveways onsite through drywells rather than discharging directly into surface waters or roadside ditches Any individual, group, or agency can bring suit for a listed species "taking", even if you are in compliance with Jefferson County development codes. The risk of a lawsuit against you can be reduced by consulting with a professional fisheries habitat biologist, and following the recommendations for site development provided by the biologist. For more information, contact the National Marine Fisheries Service in Seattle, or the U.S. Fish and Wildlife Service. Aquifers are geologic formations that contain sufficient saturated permeable material to yield significant quantities of water to wells and springs. Aquifers serve as the source of drinking water within most of the rural portions of Jefferson County. 5.) Susceptible Aquifer Recharge Areas are those with geologic and hydrologic conditions that promote rapid infiltration of recharge waters to groundwater aquifers. 6.) Geologically Hazardous Areas in Jefferson County are characterized by slope, soil type, geologic material, and groundwater that may combine to create problems with slope stability, erosion, and water quality during and after construction or during natural events such as earthquakes or severe rainstorms. 7.) Marine shorelines and islands are susceptible to a condition that is known as seawater intrusion. Seawater intrusion is a condition in which the saltwater/freshwater interface in an aquifer moves inland so that wells drillec on upland areas cannot obtain freshwater suitable for public consumption without significant additional treatment and cost. Maintaining a stable balance in the saltwater/freshwater interface is primarily a function of the rate of aquifer recharge (primarily through rainfall) and the rate of groundwater withdrawals (primarily through wells). The Washington Department of Ecology is the agency with statutory authority to regulate groundwater withdrawal for individual wells in Jefferson County. New development, redevelopment, and land use activities on islands and in close proximity to marine shorelines in particular should be developed in such a manner to maximize aquifer recharge and maintain the saltwater/freshwater balance to the maximum extent possible by infiltrating stormwater runoff so that it recharges the aquifer. 8.) The parcel is located within a coastal SIPZ(seawater intrusion protection zone) according to the County GIS map. There are voluntary and mandatory measures identified in the Jefferson County Seawater Intrusion Polic} (Resolution 44-22, effective September 23, 2002) that apply to well drilling proposals and building permit applications on existing lots of record. A Coastal SIPZ is defined as: all islands and area within one-quarter mile of marine shoreline, but no history of chloride concentration above 100 mg/L in groundwater sources within 1000 feet. 9.) Jefferson County determined that this proposal is categorically exempt from review under the State Environmental Policy Act(SEPA) pursuant to WAC 197-11-800(1)(b)(i). 10.) The revised site plan dated August 18, 2009 has been reviewed for consistency under the UDC, and has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated November 12, 2009 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 11.) This approval is for a SPAAD only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits. 12.) The parcel has been designated as RR 1:10 under the Jefferson County Comprehensive Land Use Map effective August 28, 1998. 13.) The proposal was reviewed against the site plan determination criteria of the Unified Development Code (Section 8.7). The criteria for approval is as follows: 1. The proposed site plan conforms to all applicable county, state, and federal land use, environmental and health regulations and plans, including but not limited to the following: The Jefferson County Comprehensive Plan and the provisions of the Unified Development Code. Staff comment: The application was reviewed for consistency under the provisions of the Unified Development Code, Comprehensive Plan, and Shoreline Master Program. The application was found in compliance with all ordinances pertaining to the proposed development. 2. Adequate provisions for utilities and other public services necessary to serve the needs of the proposed site plan have been demonstrated, including open spaces, drainage ways, roads, and other public ways, potable water, sewerage disposal, fire flow and other improvements. Staff comment: The parcels total approximately 1.16 acres, and the site plan as submitted complies with UDC Table 6-1: Density, Dimension and Open Space Standards. The soil test pits were reviewed by Environmental Health and approved for a septic system on site. A septic permit(SEP09-00017 was approved on May 29, 2009. The parcel will be served by an existing on-site well.. Potable water is required at time of building permit application. The SPAAD does not vest for potable water. An address of 1470 Camp Discovery Road, Quilcene has been assigned to the parcel. The approved site plan has not been reviewed for stormwater requirements. Sections JCC 18.30.060 and JCC 18.30.070 of the Jefferson County Code requires the project applicant prepare a stormwater plan in compliance with the Department of Ecology Stormwater Management Manual for Western Washington to control stormwater, erosion and sediment during construction, to address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. The SPAAD was not reviewed for fire flow due to the application as proposed identifies the parcel as utilizing a well. Jefferson County has no specific adopted fire flow requirements for utilization in permitting. Application of Coordinated Water System Plan (CWSP)fire flow requirements for individual projects is inappropriate since the primary purpose is for water system design to assure adequate pipe size, source and storage. 3. The probable significant adverse environmental impacts of the proposed site plan, together with any practical means of mitigating adverse impacts, have been considered such that the proposal will not have an unacceptable adverse effect upon the quality of the environment, in accordance with the State Environmental Policy Act(SEPA) implementing the provisions contained within Section 8 of this Code and Chapter 43.21C RCW. Staff comment: Single family residences are EXEMPT from the State Environmental Policy Act(SEPA). WAC 197-11-800(1)(b)(i) identifies the construction of any residential structure of four(4) dwelling units. 4. Approving the proposed site plan will serve the public use and interest and adequate provision has been made for the public health, safety and general welfare. Staff comment: The proposal will not affect the public health, safety, and general welfare. 14.) Due to a recent Washington State Supreme Court Case: Futurewise v. WA State DCTED, Ecology, Case #80396-0, the Critical Areas Ordinance (Chapter 18.22, JCC) does not apply to development within Shoreline jurisdiction. Only the Jefferson County Shoreline Management Master Program (Chapter 18.25, JCC) applies to development within 200 feet of the OHWM. 15.) An address of 1470 Camp Discovery Road, Quilcene has been assigned to the parcel. Camp Discovery Road is private. 16.) On November 12, 2009 the Administrator approved a minimum 10 foot right-of-way setback for the shoreline (northwest) portion of the property and a minimum 5 foot right-of-way setback for the northeast portion of the property. 17.) NOTICE: This permit does not excuse the proponent from complying with other local, state, and federal ordinances, regulations, or statutes applicable to the proposed development, but consistent with RCW 90.58. Development pursuant to this permit shall be undertaken subject to the applicable policies and performance standards of the Jefferson County Shoreline Management Master Program and the Jefferson County Unified Development Code. If during excavation or development of the site an area of potential archaeological significance is uncovered, all activity in the immediate area shall be halted, and the Administrator shall be notified at once. The Federal Endangered Species Act rules to protect threatened Chinook and Summer-run Chum salmon became effective on January 8, 2001. Bull trout have been listed as threatened since early 2000. Under the ESA, any person may bring lawsuit against any individual or agency that"takes" listed species (defined as causing harm, harassing, or damaging habitat for the listed species). In addition, the National Marine Fisheries Service can levy penalties. All areas in Jefferson County are included as"critical habitat"for a listed species. Development of property along any marine shoreline, freshwater shoreline, or floodplains could harm habitat if protective measures are not taken. As noted in my original geology hazard assessment of the site dated September 22, 2008 there is no landslide hazard on the site. There is a slight erosion hazard associated with the steep slope. The existing concrete slab has been located on the site for on the order of 50 years or more and has not caused any slope stability or erosion issues. The existing slab is on the southwest slope and is not located in an area that would be subject or erosion as the slope in this area is well drained and is not as steep as the west slope that slopes down towards what is now an accrectionary shore. Leaving the concrete slab in place and utilizing the slab as a patio or for support fro a deck will not cause any slope stability or erosion issues on the site or off of the site. The purpose of this geology assessment was to 1) evaluate the potential risk of slope failures impacting proposed development of the site, 2) assess the potential impact of proposed development of the site and 3)provide general site development and maintenance recommendations for the property adjacent to a potentially unstable bluff Based on my investigation of the site and vicinity, it is my opinion that a home can be constructed on the site and will not be at risk provided the recommendations presented in this report are followed. This assessment included a visual inspection of the property, slopes on and in the vicinity of the property, available geologic mapping in the area, and investigation of the shoreline near the base of the bluff GENERAL GEOLOGY Northwestern Washington has been occupied by continental glaciers at least four times during the Pleistocene Epoch (1.6 million to 10,000 years ago). During these glacial and accompanying interglacial periods, the underlying bedrock was eroded and a relatively thick layer of glacial related and interglacial fluvial sediments were deposited over the underlying bedrock in the vicinity of the subject property. The Surficial Geologic Map of the Port Townsend 30 by 60 Quadrangle, Puget Sound Region, Washington (Pessl, Dethier, Booth and Minard, 1989) and the Geologic Map of East-Central Jefferson County, Washington (Birdseye, 1976) indicate the subject property and shoreline bluff slope are underlain pre-Vashon age sediments. These deposits consist of alluvial deposits deposited by rivers and streams prior to the last glacial period. Observations on the site are consistent with the above-described mapping. Sediments underlying the property consist primarily of compact sand and gravel. The shoreline bluff at the subject property and along the coast at this location is an accretionary shore form. A sand and gravel bar has built up out from the toe of the shoreline bluff over the September 22,2008 Parcel 701224017,Camp Discovery Road,Jefferson County,WA Geology Assessment for Beach Access Trail past number of years such that the base of the land between the base of the bluff and the ordinary high water mark is well vegetated. The age of this accretionary shore form is not know, but the beach appears to have become wider over the past few years at least as I noted a peat unit along the beach at this site four years ago and that unit is now covered with sand and gravel. SPECIFIC SITE OBSERVATIONS A Site Plan Sketch is provided in Figure 2 showing the relevant site features. A relatively level upland area is located between Discovery Road on the northeast side of the property and a shoreline bluff slope on the southwest side of the property. A cleared parking/driveway area that is grass, brush and gravel covered is located on the upland area as well as a small cabin and the concrete foundation of a former building. The shoreline slope is not a sharp slope break but gradually becomes steeper from the upland area till the slope reaches an angle of between approximately 33 to 35 degrees. For purposes of the definition of the top of the steep shoreline slope for this site, the top of the steep shoreline slope on this site is defined as the location where the slope reaches a steepness of 30 degrees. The shoreline bluff is tree-covered with mature Douglas fir and madrone with a thick understory predominantly consisting of salal and evergreen huckleberry. The slope is approximately 20 feet high from the point where the slope becomes at least 30 degrees. Except for minor soil creep there is no evidence of slope movement and no indication of landslides on the slope on the subject property. The beach below the base of the shoreline bluff slope is a sand and gravel beach and is at the present time an accretionary shoreline. That is the sand and gravel beach deposits have accumulated at the base of the bluff such that the ordinary high water mark is not that the base of the bluff but is waterward from the base of the bluff. Old beach deposits at the base of the bluff have become overgrown with brush and even trees and this elevated beach area appears to have expanded over the past few years as evidenced by brush growing out of old driftwood and the covering of peat layers formerly observed within the beach area. This is a result of sediment inputs from failed slopes to the south and from the stream located to the south of the property. A foot trail angles down the slope to the base of the bluff and across the old beach deposits to the shoreline. It appears that past grading may have taken place on the slope many years ago to access the shoreline. Stratum Group File.7.25.08 2 September 22,2008 Parcel 701224017,Camp Discovery Road,Jefferson County,WA Geology Assessment for Beach Access Trail CONCLUSIONS AND RECOMMENDATIONS The steep shoreline slope is not a landslide hazard area, but is susceptible to erosion and damage if development is not done in a manner protective of the slope. Hence the slope should be considered a geologically hazardous area due to its potential for erosion. Construction near the slope could be at risk of differential settlement due to foundation loads and soil creep. Building Setbacks' As the slope is not a landslide hazard so therefore no setback would be required per the Jefferson County CAO. However, because the slope is an erosion hazard area, a home should be setback at least 20 feet from the top of the top of the slope (as defined by the 30 degree top of shoreline slope). This distance is also constant with the setback requirements in the Jefferson County Shoreline Program that require a setback from the top edge of the bluff slope equal to the height of the bluff. The distance is also approximately equal to the present setback of the existing cabin on the property. The existing back foundation wall of the former building is located further than the 20-foot setback as well. The 20-foot setback distance would place any home on essentially level ground and will allow for storm water to be dispersed in a manner that would avoid placing water across the slope. Please note that the 20-foot setback described above is not a setback from a landslide hazard area so an additional 5-foot setback as per the Jefferson County CAO is not required. If a home is to be built within 20 feet of the top of the slope or on the slope itself, site specific drainage and engineering plans should be required. The 20 foot setback will also avoid the potential for differential settlement building near steep sloping ground. Storm and Septic Drainage Soils on the upland portion of the property are well drained. The soils appear to consist primarily of coarse grained deposits. Storm water should be dispersed as much as practical through dispersion/infiltration trenches. Due to the gravely and sandy soils underlying the site infiltration should be readily accomplished. As long as septic drainage is located at least 20 feet back from the top of the slope, the septic drain area should not cause any problems for slope stability. Over time debris will break down and form an unstable mass that will slide damaging the slopes below. Trees on the slope and within the recommended 20-foot setback buffer should be maintained along the top of the steep shoreline bluff slope. Thinning of trees is acceptable as long as at least one tree per 30-foot center is left in place. Limbing for view purposes is also acceptable as long as the limbing is done in a manner that will not kill the tree limbed. If trees are harvested or thinned or limbed for view purposes on the slope, all debris should be removed from the slope. Native understory vegetation should be disturbed as little as possible. Box 372 Port Townsend, WA 98368 Re: Slab Foundation and Geology Hazard Assessment Tax Parcel 701224017 Camp Discovery Road Dear Mr. Holland: An old concrete foundation is located along and partially down the slope on the south portion of the property and the remnants of an old road grade may be angling across the slope, but it is now completely overgrown with vegetation. As noted in my original geology hazard assessment of the site dated September 22, 2008 there is no landslide hazard on the site. There is a slight erosion hazard associated with the steep slope. The existing concrete slab has been located on the site for on the order of 50 years or more and has not caused any slope stability or erosion issues. The existing slab is on the southwest slope and is not located in an area that would be subject or erosion as the slope in this area is well drained and is not as steep as the west slope that slopes down towards what is now an accrectionary shore. Leaving the concrete slab in place and utilizing the slab as a patio or for support fro a deck will not cause any slope stability or erosion issues on the site or off of the site. Geologically Hazardous Areas in Jefferson County are characterized by slope, soil type, geologic material, and groundwater that may combine to create problems with slope stability, erosion, and water quality during and after construction or during natural events such as earthquakes or severe rainstorms. 22.) A vegetative buffer of 30-feet shall be permanently maintained from the top or edge of the Landslide Hazard Area. All buffers shall be measured perpendicularly from the top or toe of the Landslide Hazard Area located outside the 200 foot shoreline jurisdiction. 23.) Landslide Hazard Areas and their associated buffers shall remain naturally vegetated. Should buffer disturbance occur during construction, the Unified Development Code (UDC)Administrator shall require replanting with native vegetation. Susceptible Aquifer Recharge Areas are those with geologic and hydrologic conditions that promote rapid infiltration of recharge waters to groundwater aquifers. 29.) At such time of pemrit applications or land disturbing activities over 7,000 square feet, that are located landward of the 200 foot shoreline jurisdiction, may require the submittal of a geotechnical report due to the mapped moderate landsdlide hazard area, seismic and unstable shoreline slopes. 30.)
