SUBJECT: Request to Appoint David Wilkinson to the Conservation Futures
Citizen Oversight Committee
STATEMENT OF ISSUE:
Conservation Futures Citizen Oversight Committee (CF Committee) Chair Loma Smith, Vice Chair Rob
Harbour and staff recommend that the County Commissioners appoint David Wilkinson to serve a full, 4-
year term on the CF Committee as a Citizen — District 41 representative.
ANALYSIS /STRATEGIC GOALS/PRO'S and CON'S:
A District 91 Open Interest vacancy on the CF Committee was advertised in the The Leader on April 15,
2015. Mr. Wilkinson expressed interest by the April 29 deadline.
David Wilkinson resides in the City of Port Townsend, and was the only applicant for this seat. Lorna
Smith, Rob Harbour and staff reviewed Mr. Wilkinson's application materials. Rob Harbour and staff
interviewed Mr. Wilkinson in person on May 6. We agreed that David is very well qualified and would
make an excellent addition to the Committee.
Mr. Wilkinson moved to Port Townsend about a year ago. His career spanned 35 years in natural resources
issues related to water quality, air quality, fish habitat and watershed restoration through the Oregon
Department of Agriculture and the Soil and Water Conservation District. His extensive knowledge of
effective conservation practices and habitat goals, in particular, will be a wonderful asset to the Committee.
Mr. Wilkinson is also a volunteer member of the L2020 Climate Adaptation and Outreach Groups for the
North Olympic Peninsula, provided comment to the Comprehensive Land Use Plans for the City of Port
Townsend and Jefferson County and is a member of the Technical Task Force to the Strait Ecological
Restoration network Local Integrating Organization. He's also an experienced meteorologist and currently
lectures on marine weather and oceanography topics for the Northwest Maritime Center, WSU Sea Grant
and other organizations.

FISCAL IMPACT /COST BENEFIT ANALYSIS:
There's no fiscal impact to the county's General Fund for appointing Mr. Wilkinson to serve on the CF
Committee.
RECOMMENDATION:
Appoint Mr. Wilkinson to serve a new 4 -year term on the CF Committee as a District #1 Citizen
Representative.
