Chairman William S. Marlow called the meeting to order at 1:30 p.m. in the presence of Vice - Chairman
Richard A. Broders and Member Dave Garing.

After consideration of the information submitted by both parties, the Board determined that the current
assessment is fair and equitable based on the comparable property sale located to the south of the
appellant's property.
Vice - Chairman Broders moved to sustain the Assessor's valuation of $640,420 ($297,800 for the land and
$342,620 for the improvements). Member Garing seconded the motion which carried by a unanimous

The Board considered the information submitted by both parties. The appellant cited 3 sales; two land
parcels and one improved property that sold after the assessment date of January 1, 2008. It was noted
that both of the appellant's comparable land sales sold for much more than the $55,000 she estimates the
true market value of her property to be. The Assessor's representative presented 6 comparable bare land
sales. Evidence was provided by the Assessor's representative showing comparable land in the area
selling from $115,000 to $170,000. The mobile home on the property is being depreciated by 51 %.
Based on this information the Board determined that the current assessment is fair and equitable.

Vice - Chairman Broders moved to sustain the Assessor's valuation of $146,820 ($110,000 for the land and
$36,820 for the improvements). Member Gating seconded the motion which carried by a unanimous vote.

The Board considered the information submitted by both parties. Based on sales of comparable property,
the current assessment reflects the true and fair market value of the assessment date of January 1, 2008.
The fact that the appellant's property has a one - bedroom septic system, was not considered to have a
negative impact on the property value because the house is already built on the property.
Member Gating moved to sustain the Assessor's valuation of $375,465 ($160,000 for the land and
$215,465 for the improvements). Vice - Chairman Broders seconded the motion which carried by a

The Board considered the information submitted by both parties. It is the finding of the Board that based
on comparable property sales, the Assessor's value represents fair market value as of the assessment date
of January 1, 2008. It was noted that the amount of square footage for comparable property #1 represents
a combined value per square foot for a first floor. It is also noted that comparable properties #2 and #3,
which were considered by the appellant to be better quality, sold for considerably more than the
appellant's property. The assessed value of those two comparable properties are also higher than the
appellant's property assessment.
Member Garing moved to sustain the Assessor's valuation of $75,000 for parcel #977 100 212 (land only)
and $154,000 for parcel #977 100 213 (land only). Vice - Chairman Broders seconded the motion which

The Board considered the information submitted by both parties. Comparable property #1 (parcel no. 902
133 004) is found to be a reasonable comparable to the appellant's property and demonstrates that the
assessed value represents fair market value for the land. No documented evidence was provided to show
that the assessed value of the improvements (mobile home) is incorrect. Therefore, the Board agreed that
the current assessment is fair.

The Board considered the information submitted by both parties. The appellant believes the Assessor has
over - valued improvements to this parcel by about 2% ($8,415) and also requested a land valuation
reduction of $120,200. Two sales were cited; one located on View Ridge Drive, well below the elevation
of the appellant's parcel and a home sale in Gardiner on similar acreage with a water view. The
Assessor's representative used the appellant's purchase of the subject property on August 3, 2005 for
$680,000 as his only comparable property sale, even though other land sales were available on View
Ridge Drive. The Board conducted a physical inspection of the property and examined all 3 comparable
properties presented, and found the view from the appellant's property to be expansively superior due to
its higher elevation. It was agreed that the current assessment is fair and equitable.
Member Gating moved to sustain the Assessor's valuation of $678,615 ($270,200 for the land and
$408,415 for the improvements). Vice - Chairman Broders seconded the motion which carried by a

The Board considered the information submitted by both parties. It was noted that the appellants did not
dispute the Assessor's valuation of the improvements to this parcel, but did believe the land value to be
excessive. Four comparable property sales of bare land were presented by the appellants. One of the
comparable properties is located directly below the appellant's property on View Ridge Drive. The others
are located in the general area from Gardiner to Port Townsend. The Assessor's representative provided 3
comparable property sales that are located on View Ridge Drive in the same development where the
appellant's property is located. Both the appellant and the Assessor's representative discussed the quality
of view as being a factor in comparing this property to similar sales. The Board conducted a physical
inspection of the property. After examining comparable property sales data and the views from various
elevations along View Ridge Drive, the Board determined that the current assessment is fair and equitable.
Member Gating moved to sustain the Assessor's valuation of $485,310 ($147,360 for the land and
$337,950 for the improvements). Vice- Chairman Broders seconded the motion which carried by a
