The meeting began at 9:30 a.m. Board of Equalization members Dave Gating, Sally Shumaker and
Henry Krist were present.
FORMATION OF THE BOARD
OATH: All members were sworn in by the Clerk of the Board.
ELECTION: Member Krist moved to appoint Member Garing to serve as Chairman of the Board for
2010, Member Shumaker seconded the motion which carried by a unanimous vote.
Member Krist moved to appoint Member Shumaker to serve as Vice - Chairman of the Board for 2010.
Chairman Gating seconded the motion which carried by a unanimous vote.
All members signed the Minutes and Proceedings form.
ASSESSOR'S UPDATE
Assessor Jack Westerman, III and appraisal staff were present. Assessor Westerman welcomed the
new members to the Board of Equalization, reviewed the process for assessing property and informed
the Board on the Assessor's office role with the Board of Equalization.
Assessor Westerman informed the Board that legislation was passed mandating that all Washington
State Counties go to an annual cycle by 2014. Appraisers will use statistics annually and a physical
inspection will be done every six (6) years.
Assessor Westerman indicated that the 2010 revaluation area for Jefferson County is Brinnon,
Quilcene, and Coyle. In preparing for appeals from those areas, staff has compiled a "Sales Data

Sheet" from every sales transaction in that area from July 1, 2009 until July 1, 2010 (six months on
each side of January 1, 2010) and calculated how much of an increase from the previous assessed value
to the sale price in order to reach market value.
A document showing sales after the rolls closed in July, 2010 will be provided to the Board at a later
date and the Assessor's office will update this information on a weekly basis on their website.
PROCESS/PROCEDURES
The process and procedures were reviewed by the Board.
HEARING SCHEDULE
The Board will conduct appeal hearings on July 19 and 21 and August 9, 2010. Future hearings will be
scheduled as needed.
Vice - Chairman Shumaker moved to adjourn the meeting. Member Krist seconded the motion which
carried by a unanimous vote.
