Chairman Dave Garing called the meeting to order at 1:00 p.m. in the presence of Vice -
Chairman Sally Shumaker and Member Henry Krist.

James Anderson was present. Appraiser Dennis Pownall represented the Assessor's office.
After explaining the hearing process Chairman Garing swore in both parties. Under appeal is the
land and improvement value of property located at 764 Lawrence Street, Port Townsend.
Following is the current assessment and the appellant's estimate of value for the parcels under
appeal:

Mr. Anderson appreciated all the information provided to him by the Assessor's office. He
requested and received information on consolidating both his parcels into one. By
consolidating his parcels the assessed value would decrease a substantial amount. Mr.
Anderson informed the Board that today he submitted the paperwork to complete the
consolidation of his parcels.

Mr. Anderson questioned the 10% adjustment for view quality. He feels there is no view from
the first or second floors of his home. With the approval of the Assessor's representative, Mr.
Anderson submitted photos of his view, or in his opinion, lack of view.
Appraiser Pownall stated that he provided the appellant with the forms to consolidate their two
lots. He wants to make sure the appellants understand that the reason they are receiving a
reduced value, as a result of consolidation, is because there would only be one building site
instead of two.
Regarding the view, Appraiser Pownall stated since appraisers do not typically inspect the inside
of homes they sometimes have to guess if there is a view or not. He informed the Board that he
was not the appraiser who assessed this property during the last cycle, but he is familiar with the
property.
Member Krist asked about and Appraiser Pownall explained the consolidation /unconsolidation
process.
Chairman Gating asked the Assessor's representative if the 10% adjustment for view quality is
warranted? Appraiser Pownall replied that in looking at the photos provided by the appellants,
he would agree to remove the 10% view adjustment.
The comparable sales provided by the appellants were sold in October, November and
December, 2009 after the assessment date of January 1, 2009.
Hearing no further testimony, Chairman Gating closed the hearing. The Board will make a
determination at a later date.

Mr. Tavemakis explained that there are very few comparable sales located near his property.
Both of his parcels are not waterfront, however they do have beach access. He understands that
the Real Estate market has slowed down. He feels the comparable sales provided by the
Assessor's office are not comparable to his property.
Appraiser Pownall said that the comparable sale he used sold in July 2008 for $655,000. It is
currently assessed at $581,330 ($296,650 for the land and $284,680 for the improvements). He
used the same methodology when assessing the appellant's parcels. Each of the appellant's
parcels have a building site and the value could be reduced if the lots were consolidated.
In answer to a question about the easement and access to each parcel, Mr. Tavemakis said he has
access to parcel #989 714 209 from two sides of the property and limited access to parcel #989
714 204 from only a portion of one corner.
Hearing no further testimony, Chairman Garing closed the hearing. The Board will make a
determination at a later date.
Vice - Chairman Shumaker moved to adjourn the meeting until 9:30 a.m. Monday, August 9,
2010. Member Krist seconded the motion which carried by a unanimous vote.
