Chairman Dave Gating called the meeting to order at 10:45 a.m. in the presence of Member
Henry Krist and Vice - Chairman Sally Shumaker.
REQUEST TO RECONVENE
A "Request to Reconvene" was received by the Board of Equalization for the 2010 season. It
was submitted on the basis that the taxpayer has met the specific requirement outlined in WAC
458 -14 -127 RECONVENED BOARDS - AUTHORITY (1)(c) which states that Boards of
Equalization may reconvene on their own authority to hear requests or appeals concerning the
current assessment year when the request or appeal is filed with the Board by April 30 of the tax
year immediately following the Board's regularly convened session and when a bona fide
purchaser or contract buyer of record has acquired an interest in real property subsequent to the
first day of July and on or before December 31 of the assessment year and the sale price was less
than ninety percent of the assessed value. The Clerk of the Board confirmed with the Assessor's
office that the appellant has met this requirement.
Vice - Chairman Shumaker moved to reconvene the 2010 Board of Equalization for the following
taxpayer appeal that cvas timely filed:

John Scott and Ann Perrotta were not present. Appraiser Charley Hough represented the
Assessor's office and was sworn in by Chairman Gating. Under appeal is a condominium unit
located at Highland Greens in Port Ludlow.
Currently, the property is assessed at $236,750 ($50,000 for the land and $186,750 for the
improvements). The appellants estimate the value is $139,990 ($29,565 for the land and
$110,425 for the improvements).
On the petition form the appellants wrote the following reason for appealing the valuation of
their property: "See Attached Documents: Statutory Warranty Deed Dated 07/09/2010,
Buyer /Borrower Final Statement (Escrow #10 -0086, and copy of Jefferson County second
payment coupon. Fair market values have decreased +/- 40% since the property was assessed
2007."
Appraiser Hough informed the Board that the appellants purchased the property July 9, 2010 for
$140,000. Seven (7) units of the Highland Greens have sold between August 2006 and October
2010. The Assessor's office agrees that fair market values have decreased about 40% since the
assessment date of January 1, 2007. He then reviewed the following comparable sales:

Based on comparable property sales Appraiser Hough feels the appellant's condo was valued
correctly as of January 1, 2007.
Hearing no further testimony, Chairman Garing closed the hearing. The Board will make a
determination at a later date.

Paul Berkshire was not present. Appraiser John Pray represented the Assessor's office and was
sworn in by Chairman Garing. Under appeal is the land and improvement value of property
located at 1001 "E" Street, Port Townsend.
Currently, the property is assessed at $304,770 ($100,000 for the land and $204,770 for the
improvements). The appellant estimates the value is $215,000 (No Breakdown for the land and
the improvements was provided).
On the petition form the appellant wrote the following reason for appealing the valuation of his
property: "Property was purchased 7/16/10 for $215,000 which reflects true market value. Sales
record on file"

Appraiser Pray stated that the appellant purchased the home on July 16, 2010 for $215,000. He
then reviewed the following comparable sales:

Appraiser Pray informed the Board that the subject property is in need of a major remodel. He
doesn't have any objection to lowering the improvement value 10 -15 %, however the land is
valued correctly.
Discussion continued about the qualities of the home and the dollar amount per square foot that
was used in determining the improvement value.
Hearing no further testimony, Chairman Gating closed the hearing. The Board will make a
determination at a later date.
DETERMINATIONS - POSTPONED
Due to the snowy weather conditions, Member Krist moved to postpone the determinations
scheduled for today until Monday, November 29, 2010 at 9:30 a.m. Vice - Chairman Shumaker
seconded the motion which carried by a unanimous vote.
EQUALIZE RENEE SHORT PLAT
The Washington State Department of Revenue has granted permission to reconvene the Jefferson
County Board of Equalization in order to equalize property located in Jefferson County.

On August 9, 2010 a land only appeal was heard by the Board for a parcel located on Austin
Mathew Lane, Port Townsend (Renee Short Plat). Based on the Appellant's evidence of land
values in the vicinity of the subject parcel, Appraiser Pownall requested that the Appellant's
property value be lowered and that the Board equalize the surrounding parcels. To equalize the
surrounding parcels, Appraiser Pownall feels an additional -40% adjustment for each lot is
appropriate to assure fair market value as of the assessment date of January 1, 2009.
Member Krist moved to equalize the remaining parcels in the Renee Short Plat as shown below:

owners will be notified in writing of the Renee Short Plat equalization.
Member Krist moved to adjourn the meeting until November 29, 2010 at 9:30 a.m. Vice - Chairman
