Chairman Dave Garing called the meeting to order at 11:30 a.m. in the presence of Member Henry
Krist. Vice - Chairman Michael Smith was absent.
ASSESSMENT CORRECTIONS AND PETITION WITHDRAWALS
Member Krist moved to accept the following assessment corrections and petition withdrawals.
Chairman Garing seconded the motion. The motion carried.

REQUEST TO RECONVENE
A "Request to Reconvene" was received by the Board of Equalization for the 2012 season. It was
submitted on the basis that the taxpayer has met the specific requirement outlined in WAC 458 -14-
127 RECONVENED BOARDS - AUTHORITY (1)(c) which states that Boards of Equalization may
reconvene on their own authority to hear requests or appeals concerning the current assessment year
when the request or appeal is filed with the Board by April 30 of the tax year immediately following
the Board's regularly convened session and when a bona fide purchaser or contract buyer of record
has acquired an interest in real property subsequent to the first day of July and on or before
December 31 of the assessment year and the sale price was less than ninety percent of the assessed
value. The Clerk of the Board confirmed with the Assessor's Office that the appellant has met this
requirement.

Joseph Buchman and Realtor Ann McLaughlin were present. Appraiser Charley Hough
represented the Assessor's Office. After explaining the hearing process Chairman Garing swore
in all parties. Under appeal is the land value of property located in Brinnon.
Currently, the property is assessed at $317,625. The appellants estimate the value is $250,000.
Mr. Buchman testified that they purchased this property in March, 2011 for $240,001 which is 1/3
less than the current assessment and they are requesting the value be reduced by 1/3 to reflect what
they consider to be the true market value. They own the adjoining lot and purchased the property in
order to clean it up. The property was infested with rats, used by drug addicts and had a dock that
was dilapidated and falling apart. They have cleaned up the property at a considerable cost and
made it healthier for not only themselves, but the community as well.
Ms. McLaughlin stated originally the parcel was being assessed for improvements and the structure
has since burned down. There was only a travel trailer on the property which was removed when
the owners cleaned the property. She researched sales at the beginning of this process and found
that out of 5 waterfront property sales, not one of them sold for more than $100,000. She feels that
waterfront values are declining and will continue to decline.
In response to Ms. McLaughlin's testimony that the property is being assessed for improvements
that have since burned down, Appraiser Hough stated that currently the property is not being
assessed for improvements.
Appraiser Hough stated he mailed out information to the appellants on June 12, 2012 and asked
if the appellant received that information? The appellant replied that he does not remember
receiving a packet of information from the Assessor's Office. Chairman Garing offered to
continue the hearing to a later date so the appellant has time to review the information.
Ms. McLaughlin asked when the Brinnon area was scheduled for assessment. Appraiser Hough
explained that currently Jefferson County is on a 4 year revaluation cycle and Brinnon is
scheduled to be assessed in 2014. In 2014, all 39 Washington State Counties will be required to

assess values annually.
Appraiser Hough reviewed the worksheet for the property (Exhibit 42) and showed the appellant
that there is no building being assessed. Utilities are categorized as an improvement and the
worksheet indicates $5,000 for a septic system.
The appellant and Ms. McLaughlin said there is not a septic system located on the property.
Appraiser Hough recommended that the value be reduced by $5,000 due to lack of utilities on
the property.
Chairman Garing stated that this hearing will be continued to a later date.
Member Krist moved to adjourn the meeting at 11:55 a.m. Chairman Gating seconded the
motion. The motion carried.
