Member Michael Smith was absent. ASSESSMENT CORRECTIONS AND PETITION WITHDRAWAL Vice - Chairman Krist moved to accept the following assessment corrections and petition withdrawal. After explaining the hearing process Chairman Gazing swore in both parties. Under appeal are two improved parcels located at 1409 Monroe Street, Port Townsend. Total for both Parcels: 001 021 016 $259,015 ($190,000 Land/$69,015 imp.) $525,000 ($341,000 land/$184,000 imp.) The appellant stated that she owns two lots. Parcel #001 021 015 contains a home and parcel 4001021 016 has an Assessory Dwelling Unit (ADU) on it. In 1994, she and her husband requested that the lots be combined into one parcel. Then in early 2013, she requested and was granted permission to separate the two lots so she could place them into separate trusts. She refinanced her home in 2012, prior to separating the parcels, and at that time an independent appraisal was performed. The independent appraisal determined the value of both parcels to be $525,000 which is over $200,000 less than the Assessor's value of $730,270. Appraiser Pray provided the brief history of separating and rejoining the appellant's property. The advantage of combining the two parcels is that the landowner receives a reduction for excess land, which lowers the value and therefore lowers the taxes. However, if the parcels are separated they can be sold separately and are valued higher. The independent appraisal was conducted when the parcels were combined as one. Appraiser Pray acknowledged that an error was made and the appellant's value should reflect one site value at $10,000 not $20,000. The appellant recognizes that separating the lots increases the value. However, she feels a $200,000 increase is wrong. Hearing no further testimony, Chairman Garing closed the hearing. The Board will make a determination at a later date. Vice - Chairman Krist moved to adjourn the meeting at 11:37 a.m. Chairman Garing seconded the motion. The motion carried. Y l.
