Box 1220 Port Townsend, WA 98368 Henry Krist Michael Smith Chairman Vice - Chairman Member Chairman Dave Garing called the meeting to order at 10:00 a.m. in the presence of Vice - Chairman Henry Krist and Member Michael Smith. DETERMINATIONS Per WAC 458 -14- 095(4) post hearing deliberations of the Board of Equalization are not recorded. The Board began post hearing deliberations at 10:00 a.m. At the conclusion of the deliberations the Board resumed the regular meeting at 10 :35 a.m. and the following actions were taken. William Bolick BOE: 13 -63 -R PN: 901 121 008 110 Cedar Lane Port Hadlock, WA 98339 The appellant's property consists of a two bedroom manufactured home located at 110 Cedar Lane in Port Hadlock. The appellant asserts the true and fair market value of the property to be $99,260 ($48,000 for the land and $51,260 for the improvements). The Assessor valued the property as of January 1, 2011 at $121,260 ($70,000 for the land and $51,260 for the improvements). The appellant testified that he purchased the property for $80,000 on October 29, 2013 and does not contest the Assessor's valuation of the improvements. However, he asserts the value of the land to be $48,000 primarily due to the fact that several years ago a portion of the property was used in the construction of State Route (SR) 116 also known as Flagler Road. This left an unusable narrow strip of property between SRI 16 and Old Flagler Road. The appellant explained that he did not realize the property was split by this highway until after he purchased it. He presented a number of photographs of the property but did not present any sales of comparable properties or other evidence to support his contention that the site value should be reduced. The Assessor's representative assigned a base value of $80,000 for the site which he stated was typical for this neighborhood. He then gave the appellant's property a 25% reduction for irregular shape bringing its value to $60,000. A standard adjustment of $10,000 for utility improvements was given, resulting in a land valuation of $70,000. Vice - Chairman Krist moved to sustain the Assessor's valuation of $121,260 ($70,000 for the land and $51,260 for the improvements). Member Smith seconded the motion which carried by a unanimous vote.
