Chairman Dave Garing called the meeting to order at 9:30 a.m. in the presence of Vice - Chairman
Henry Krist and Member Michael Smith.
APPROVAL OF MINUTES
Vice - Chairman Krist moved to approve the minutes of August 12, 2013, October 29, 2013 and November 7
and 19, 2013. Member Smith seconded the motion which carried by a unanimous vote.
ASSESSMENT CORRECTION
Member Smith moved to accept the following assessment correction. Vice - Chairman Krist seconded
the motion which carried by a unanimous vote.

William Bolick was present. Appraiser John Pray represented the Assessor's Office. After explaining
the hearing process Chairman Garing swore in all parties. Under appeal is an improved parcel located
at 110 Cedar Lane, Port Hadlock.
The appellant estimates the value to be $99,260 ($48,000 for the land and $51,260 for the

improvements). As of January 1, 2011, the property is assessed at $121,260 ($70,000 for the land and
$51,260 for the improvements).
The appellant provided photographs prior to the hearing, showing the unusable portion where State
Route 116 (SRI 16) runs through his property. He testified that he was unaware of this information
when he purchased the property. He would like to sell the small portion located on the other side of the
road but he doesn't think he will be able to find a buyer. A fee appraisal was provided by the appellant
indicating that the parcel's value is $110,000.
Appraiser Pray stated that the appellant's property sold for $175,000 in November 2006. That sale was
used in determining the value as of January 1, 2007 at $174,340. During the next four years, property
values decreased approximately 30% in this area. Beginning in 2014, Jefferson County will be valuing
properties on an annual cycle.
The appellant asked if he is receiving a reduction for SRI 16 dividing his property making a portion of
it unusable?
Appraiser Pray responded that he agrees that the portion across the street is useless and the appellant is
receiving a 25% reduction for the shape of the parcel. All parcels in this area were given a site value of
$80,000. He explained that the appellant's land value is assessed an additional $10,000 improvement
value for utilities.
Hearing no further testimony, Chairman Gating closed the hearing. The Board will make a
determination at a later date.
ASSESSOR'S UPDATE
Interim Assessor Jeff Chapman stated that in the past, Jefferson County was on a four (4) year
revaluation cycle and the Assessor's office was able to provide the Assessment Roll Certification to the
Board on or about August 1 of each year. Per RCW the Board of Equalization is unable to make
determinations until the Assessor certifies the rolls. As of January 1, 2014, all Washington State
Counties are required to value properties annually. Jefferson County is now divided into six (6) areas.
Physical inspections will be conducted in one area and the other five (5) areas will be valued using
statistical updates. The County purchased a new computer system (PAX) that is able to compute
statistical data to be used to value property on an annual basis. Staff is in the process of entering the
data for each parcel as well as conducting physical property inspections of one of the six (6) areas
( Brinnon School District). This process is very time consuming. He discussed the following options
for sending out change of value notices:
• Send change of value notices to all property owners in November or December and conduct
hearings after the first of the year.
• Send out notices to Brinnon area property owners in July and mail the remaining County notices
in November or December.
It is up to the Board members to determine when they would like to begin their hearing schedule. The
Board can either wait until after the first of the year when all the change of value notices have been
mailed out; or conduct hearings for the Brinnon area before the end of the year. Chairman Gating
stated he prefers to wait until all change of value notices are mailed out before conducting hearings.

It has yet to be determined whether change of value notices will be sent to all Jefferson County
property owners or only to those whose values have changed. Interim Assessor Chapman said he will
keep the Board updated on this issue.
